Extremely rare cyclone Chapala threatens floods, damage in Yemen and Oman

REUTERS/Mohamed al-Sayaghi By Tom Miles GENEVA, Oct 30 (Reuters) - Cyclone Chapala, a storm gathering in the Arabian Sea, is heading for Yemen and Oman and may cause floods, landslides and infrastructure damage in countries that are ill-prepared for such weather, the U.N. climate agency said on Friday. The tropical cyclone has strengthened very quickly in the past day and is expected to become a super-cyclonic storm in the next 24 hours, with sustained winds of up to 230 kmh (143 mph), equivalent to a Category 4 hurricane. It is expected to hit the coast on Monday night. "We do expect it will weaken before it makes landfall. It will probably be more on the lines of Category 1. But even so there will be very high gale force winds in an area that is just not used to seeing this," said Clare Nullis, spokeswoman for the World Meteorological Organization (WMO). "The winds are a threat but we expect the biggest impact will be from the very, very, very serious rainfall. I've seen some reports that the area might get the equivalent of more than a year's worth of rainfall in a couple of days." Nullis said the WMO was not aware of a tropical cyclone ever hitting Yemen before, although a cyclone that hit Oman in 2007 had done several billion dollars' worth of damage and killed about 50 people. The area of northern Yemen that is in the storm's path is sparsely populated, but the Omani port city of Salalah is likely to be heavily affected, she said. Salalah is Oman's second largest city, with a population of about 200,000, and has a major container port managed by APM Terminals, part of A.P. Moller-Maersk The winds are expected to slow to 150-160 kmh just before the storm makes landfall, and then slow further to 100-110 kmh. The storm was caused by high sea temperatures and atmospheric conditions, but it was not clear if it was also caused by the El Nino weather phenomenon or by global warming, and if such storms might recur in future, she said. "With climate change we're really heading into unknown territory. We can expect to see things happening in the future that never happened in the past." Warmer and dryer conditions throughout spring has brought forward the season for several districts. CFS State Coordinator Yvette Dowling says now is the time to be bushfire ready. "Just taking some small steps to prepare the home could make a big difference in a bushfire," she said. "Mowing the lawn, clearing the gutters, pruning branches are all simple chores which could prevent a bushfire destroying a house. "Bushfires can happen at any time of the year so it's important as we head into the Fire Danger Season everyone is contributing to reducing the impact of bushfires." Ms Dowling says CFS volunteers will also play a role if needed this season. "Without doubt the greatest asset of the CFS is the 14,000 plus volunteers who respond to incidents across South Australia every day but it's a share responsibility and we ask the community to do their part in preventing bushfire," she said. The Fire Danger Season begins November 1st for: Eastern Eyre Peninsula, Flinders, Lower Eyre Peninsula, Mid North, Murraylands, North East Pastoral, North West Pastoral, Riverland, Upper South East, Lower South East, West Coast, and Yorke Peninsula. The representative also asserted that Iranian-made Falagh missiles were among the rockets that hit the camp. The development came a day after German officials announced the arrest a 31-year-old Iranian man suspected of spying for the Iranian government on MEK members living in Germany. German prosecutors said Wednesday that Maysam P., whose last name wasn’t given in accordance with the country’s privacy laws, was being held on suspicion that he clandestinely researched Iranian opposition members in Berlin and passed the information on to a contact in Iran’s intelligence service, known as the MOIS, in exchange for money. Even before Thursday’s attack, MEK supporters on Capitol Hill were warning about the precarious status of the dissident camp in Iraq. The refugees were invited into Iraq under former dictator Saddam Hussein, but have been treated with far more suspicion by the present government in Baghdad, which has much closer ties to Tehran. The photo showed a can of Schweppes Gold soft drink and what appeared to be a detonator and switch on a blue background, three simple components that if genuine are likely to cause concern for airline safety officials worldwide. "The divided Crusaders of the East and West thought themselves safe in their jets as they cowardly bombarded the Muslims of the Caliphate," the English language Dabiq magazine said in reference to Russia and the West. "And so revenge was exacted upon those who felt safe in the cockpits." Western governments have said the plane was likely brought down by a bomb and Moscow confirmed on Tuesday it had reached the same conclusion, but the Egyptian government says it has still not found evidence of criminal action. Islamic State also published a photo of what it said were passports belonging to dead Russians "obtained by the mujahideen". It was not immediately possible to verify the authenticity of the published photos. The group, which has seized large swathes of Syria and Iraq, said it had exploited a loophole at Sharm al-Sheikh airport, where the plane originated, in order to smuggle a bomb on board. The airport is widely used by budget and charter airlines to fly tourists to the nearby resorts on the Sinai coast. Islamic State said it had initially planned to bring down a plane belonging to a country participating in the U.S.-led coalition bombing it in Syria and Iraq, but it changed course after Moscow started its own air strikes campaign in Syria. "A bomb was smuggled onto the airplane, leading to the deaths of 219 Russians and five other crusaders only a month after Russia’s thoughtless decision," it said. ADVERTISEMENT Egypt's interior minister told a news conference in Sharm al-Sheikh on Tuesday that there was "no information" about security lapses at the airport. Islamic State's Egyptian branch, Sinai Province, claimed responsibility for the attack the day it happened but Egyptian officials were quick to dismiss talk of a bomb as premature. NO SAFETY IN MUSLIM LANDS Egypt is battling an Islamist insurgency in the Sinai, a strategic peninsula bordering Israel, Gaza and the Suez Canal. But Islamic State said the airline attack was primarily planned as a response to Russian and Western air strikes. "This was to show the Russians and whoever allies with them that they will have no safety in the lands and airspace of the Muslims," the group wrote. "That their daily killing of dozens in (Syria) through their air strikes will only bring them calamities." Russia, an ally of Syrian President Bashar al-Assad, launched air strikes against opposition groups in Syria including Islamic State, on Sept. 30. Since the attacks on Paris, both Russia and France have stepped up the tempo of air strikes. The downed aircraft, an Airbus A321 operated by Metrojet, had been carrying Russian holidaymakers from the Egyptian resort to St Petersburg when it broke up over Sinai. On Tuesday, Russian President Vladimir Putin vowed to hunt down those responsible for blowing up the plane and offered a $50 million reward for information leading to those responsible. "We will find them anywhere on the planet and punish them," Putin said of the plane bombers at a somber Kremlin meeting. Alexander Bortnikov, the head of Russia's FSB security service, said traces of foreign-made explosive had been found on fragments of the downed plane and on passengers' personal belongings. He said the bomb probably contained around 1 kilogram (2.2 pounds) of TNT. Egypt has not officially given a reason as to why the plane was brought down, calling on all sides to await the official results of an investigation carried out by an Egyptian-led team. The government said it would "take into consideration" Russia's findings but that it was yet to find any evidence of criminal action bringing down the plane. The statement bolstered U.S. and British suspicions that the plane was brought down by a bomb. However, Ayman el-Muqadem warned it was too early to say what caused the plane to apparently break up in mid-flight. Analysis of the noise was underway. "All scenarios are being considered ... it could be lithium batteries in the luggage of one of the passengers, it could be an explosion in the fuel tank, it could be fatigue in the body of the aircraft, it could be the explosion of something," said El-Muqadem, who is Egyptian and leading the investigation committee that includes experts from Russia, France, Germany and Ireland, where the plane was registered. El-Muqadem appeared alone at the news conference in Cairo. U.S. and British officials have cited intelligence reports as indicating that the Oct. 31 flight from the Sinai resort town of Sharm el-Sheikh to St. Petersburg was brought down by a bomb on board. All 224 people onboard, most of them Russian tourists, were killed. Islamic State extremists claimed they brought down the Metrojet flight, without offering proof, saying it was in retaliation for Moscow's airstrikes that began a month earlier against fighters in Syria. El-Muqadem said debris was found scattered across a 13-kilometer (8-mile) stretch of desert, indicating the Airbus A321-200 broke up mid-air, but initial observations don't shed light on what caused it. Some pieces of wreckage were still missing, while the recovered pieces will be taken to Cairo for analysis, he said. Egyptian airport and security officials told The Associated Press on Saturday that authorities were questioning airport staff and ground crew who worked on the plane and had placed some employees under surveillance. The officials all spoke on condition of anonymity because they were not authorized to speak to the media. Also Saturday, Egypt's foreign minister complained that Western governments had not sufficiently helped Egypt in its war on terrorism. Egypt's past calls for assistance and coordination on terrorism issues from "the countries that are now facing the danger" had not been dealt with seriously, Sameh Shoukry told a news conference. "European countries did not give us the cooperation we are hoping for," he said. Egyptian authorities have been trying to whip up support for a war on terror after the military overthrow of Islamist President Mohammed Morsi in 2013. A crackdown on Islamists and a series of militant attacks on security buildings and checkpoints, mainly in the Sinai Peninsula, have followed Morsi's ouster — with a Sinai-based affiliate of the Islamic State group claiming responsibility for some of the most devastating attacks. Shoukry also said countries that have suspended flights to Sharm el-Sheikh — which include the U.K. and Russia, though the foreign minister did not specifically name them — did not share the intelligence that drove their decisions with Cairo. Egypt "expected that the information available would be communicated to us instead of being broadcast" in the media, he said. Russia announced Friday it was suspending flights to all of Egypt, joining the UK and Ireland, which had stopped flights to Sharm el-Sheikh. At least a half-dozen Western European governments told their citizens not to travel there. Empty charter planes have been flying to Sharm el-Sheikh to bring home stranded Russian and British tourists. Passengers were banned from checking in luggage — reflecting an apparent concern about security and luggage-screening procedures at the airport. The crash one week ago dealt a huge blow to Egypt's battered tourism sector, which is yet to fully recover from years of political turmoil. Russians comprise nearly a third of all tourists who visited Egypt in the past year. There are currently 80,000 Russians in Egypt — 79,000 of them in the resort areas of Hurgada and Sharm el-Sheikh, Russian tourism chief Oleg Safonov was cited as saying by Russian news agencies. Maya Lomidze, acting director of the Russian Association of Tour Operators, said authorities were sending 93 empty planes to Egypt on Saturday and Sunday to bring tourists home. The Russian Emergencies Ministry also said it would send planes to transport the checked baggage of Russian tourists who were forced to leave their suitcases behind. Thousands of tourists waited in slow-moving security lines at the Sharm el-Sheikh airport on Saturday as they tried to board charter flights home. Many complained about a lack of information from travel agents and airlines, but seemed to accept tight security measures. Designer Georgy Kononov and his family hoped to catch a flight to Moscow after a seven-hour delay. He said he agreed with Russia's decision to suspend flights to Egypt. "When we're talking about the safety and security of people, it's more important than the business," he said, though he added that there should have been better planning for such a complicated situation. Meanwhile, Britain's Guardian newspaper reported that investigators had determined that a missile that came within 1,000 feet (300 meters) of a plane carrying British tourists to Sharm el-Sheikh on Aug. 23 was "probably a flare." The Thomson jet was carrying 189 passengers. Tui Group, which owns Thomson, said an investigation by Britain's Department for Transport had concluded that the incident was not a "targeted attack" and likely connected to routine Egyptian military exercises in the area at the time. Thomson said there was "no cause for concern" for further flights. The spokesman for Egypt's Ministry for Foreign Affairs, Ahmed Abu Zeid, tweeted Saturday that the incident involved a "ground-to-ground fire exercise" at an Egyptian military base a few kilometers from the Sharm el-Sheikh airport. The crashed Airbus A321 plane, operated by Russian airline Kogalymavia, was carrying holidaymakers from the Red Sea resort of Sharm el-Sheikh to St Petersburg when it crashed in the Sinai Peninsula on Saturday morning. Russian officials have said the plane likely broke up in mid-air but have stressed that it is too early to draw conclusions from this. President Vladimir Putin declared Sunday a national day of mourning. Russian news agencies reported that a first Il-76 Emergency Situations Ministry plane flew into St Petersburg's Pulkovo Airport a little before 6 a.m. local time, carrying 144 bodies. The ministry said the next plane carrying bodies would leave Cairo on Monday evening for St Petersburg. On arrival, the first bodies were loaded onto stretchers and carried into a large white lorry waiting on the runway at Pulkovo Airport. It was heading for a St Petersburg morgue, where the bodies were to be identified. The identification process was meant to start around 11 a.m. local time. Mourners in Moscow arranged candles to spell out 7K-9268, the number of the flight that crashed. Russia and other former Soviet republics have poor air safety records, notably on domestic flights. Some accidents have been blamed on the use of aging aircraft, but industry experts point to other problems, such as poor crew training and lax government controls. RT separates the facts from the conjecture. LIVE UPDATES: Russian passenger jet crash over Sinai: Aftermath, reactions What was the sequence of events leading up to the tragedy? The Airbus A321-200 took off from the Egyptian seaside resort of Sharm El-Sheikh at 5:51am local time (3:51 UTC), in the direction of St.Petersburg. Some 22 minutes later, air control, according to local officials, lost contact with the jet, which by then had climbed to 9,450 meters (31,000 feet ). Flight tracking websites then reported a rapid, almost vertical, descent. The manufacturer Airbus says the plane hit the ground about three minutes later, killing every single person on-board. There was no distress call. How did the plane crash? The head of Russian aviation agency Rosaviatsia, Aleksandr Neradko, has said that “all signs testify to the fact that the destruction of the structure of the airplane took place in the air and at a great altitude.” The principal evidence is that the remains of the plane and the bodies have been scattered over an area measuring about 8 km by 4 km. An Egyptian military source told the media that the plane cracked open into two main segments, one of which collided with a rock on impact. Why did it crash? This is the big question, as of now. Islamic State (IS, formerly ISIS/ISIL)-affiliated militants, based in Sinai, stole a march on officials, when they claimed responsibility for the downing of the plane. Russian authorities – backed up by Egyptian officials – have dismissed the boasts as being out of hand, saying the terrorists in the region do not possess the specialized equipment necessary to shoot down a large passenger jet flying at cruising height. Nonetheless, several major carriers have diverted their planes from the route, at least for the time being. This does not necessarily rule out an act of terror “Early reports said that the aircraft split into two and that suggests a catastrophic failure, not a mechanical failure, but that suggests perhaps an explosion on board,” posited Michael Clarke, Director General of the Royal United Services Institute, an aviation think tank. “It's much more likely to have been a bomb on board rather than a missile fired from the ground.” Could a problem with the plane or its crew have caused the disaster? Some contradictions here. Siberian operator Kogalymavia, also known as Metrojet, has said that a technical malfunction, even one as serious as an engine fire, could not have led to such a rapid disintegration, and Egyptian authorities say the aircraft passed the pre-flight check without incidents. READ MORE: 10-month girl becomes grieving symbol of Russia tragedy The Airbus itself was 18 years old – not a particularly grand age by aircraft standards – and had been leased from Aercap, the world’s biggest plane leasing company. It had only suffered one minor incident in 2001. Nonetheless, the wife of one of the co-pilots, told Russian state television that her husband Sergey Trukhachev complained that “the technical condition of the aircraft left much to be desired." The crew itself was very experienced, with pilot Valeriy Nemtsov clocking up over 12,000 hours of flight time prior to the accident. Metrojet have been told to temporarily ground their planes, while Russian authorities have begun a safety audit of the small company, which is operating five other jets. When will there be more clarity? The flight recorders have now been taken to Cairo, with Egyptian officials set to lead the investigation, with the aid of Russian specialists. A team of outside experts has been dispatched by Airbus from France, and two more US investigators will join the analysis, as the engines for the jet were manufactured there. A militant group affiliated to Islamic State in Egypt, Sinai Province, said in a statement it had brought down the plane "in response to Russian airstrikes that killed hundreds of Muslims on Syrian land", but Russia's Transport Minister told Interfax news agency the claim "can't be considered accurate". The Airbus A321, operated by Russian airline Kogalymavia under the brand name Metrojet, was flying from the Red Sea resort of Sharm el-Sheikh to St Petersburg in Russia when it went down in central Sinai soon after daybreak, the aviation ministry said. "I now see a tragic scene," an Egyptian security officer at the site told Reuters by telephone. "A lot of dead on the ground and many who died whilst strapped to their seats. "The plane split into two, a small part on the tail end that burned and a larger part that crashed into a rockface. We have extracted at least 100 bodies and the rest are still inside," the officer, who requested anonymity, said. Both black boxes of the plane had been found, Mohamed Hossam Kemal, the civil aviation minister, told a news conference. Kemal said communications between the plane and air traffic control before the crash had been normal and that nothing irregular had occurred before the accident. "The plane did not request a change of route," he said. Egyptian Prime Minister Sherif Ismail also told the news conference that there did not appear to be any unusual activity behind the crash but the facts would not be clear until further investigations had been carried out. Ismail said 129 bodies had so far been removed and the chances of finding survivors were now near-impossible. Bodies were being transported to various hospitals with 34 arriving in the Zeinhom morgue in Cairo early in the evening. Islamic State, in a statement on Twitter, said it had brought down the aircraft. Sinai is the scene of an insurgency by militants close to Islamic State, who have killed hundreds of Egyptian soldiers and police and have also attacked Western targets in recent months. Much of the Sinai is a restricted military zone. Militants in the area are not believed to have missiles capable of hitting a plane at 30,000 feet. Islamic State websites have in the past claimed responsibility for actions that have not been conclusively attributed to them. TELEPHONES RINGING Putin declared a day of national mourning for Sunday. The passengers included 214 Russians and three Ukrainians. A middle-aged man in a gray overcoat, who gave his first name as Nayeel, wept as he spoke to reporters as he came out of a hotel near St Petersburg's Pulkovo airport, where a special reception center has been set up for families of the victims. God be with me.’ And that was it,” he said. The man said the rest of the family had already returned from a holiday in Egypt, but his wife had opted to stay on, which is why she was on the Saturday morning flight. The A321 is a medium-haul jet in service since 1994, with over 1,100 in operation worldwide and a good safety record. It is a highly automated aircraft relying on computers to help pilots stay within safe flying limits. Airbus said the A321 was built in 1997 and had been operated by Metrojet since 2012. It had flown 56,000 hours in nearly 21,000 flights and was powered by engines from International Aero Engines consortium, which includes United Technologies (UTX.N) unit Pratt & Whitney and Germany's MTU Aero Engines (MTXGn.DE). Emergency services and aviation specialists searched the wreckage for any clues to the crash. Wreckage was scattered over a wide area. "We are hearing a lot of telephones ringing, most likely belonging to the victims, and security forces are collecting them and putting them into a bag," the security officer at the scene said. Russia's Investigative Committee said it was checking fuel samples from the aircraft's last refueling stop, in the southern Russian city of Samara, according to RIA news agency. Searches were being carried out at Moscow's Domodedovo airport where the airline that operated the plane is based. The aircraft took off at 5:51 a.m. Cairo time (10:51 p.m. EDT) and disappeared from radar screens 23 minutes later, Egypt's Civil Aviation Ministry said in a statement. It was at an altitude of 31,000 feet (9,400 meters) when it vanished from radar screens. Accidents at cruising altitude are one of the rarest categories of accidents but also among the most deadly, accounting for 13 percent of fatal incidents since 2005, according to Boeing. Investigators would be looking into, among other things, the weather at the time, the pilots' experience, maintenance records, signs of a stall and any evidence of an explosion. Experts consistently warn air accidents are usually caused by a cocktail of factors, both human and technical. According to FlightRadar24, an authoritative Sweden-based flight tracking service, the aircraft was descending rapidly at about 6,000 feet (1,800 meters) per minute when the signal was lost to air traffic control. France's civil aviation safety agency (BEA) said it would send a team to Egypt on Nov. 1 to join investigators from Germany and Russia. Marree is a small town located in the north of South Australia. It lies 685 kilometres (426 mi) North of Adelaide at the junction of the Oodnadatta Track and the Birdsville Track, 49 metres (161 ft) above sea level.[1] The area is the home of the Dieri people. At the 2011 census, the Marree district which is the entire NE corner of South Australia had a population of 634, with 70% of the population being male.[2] The town of Marree has a population of approximately 60 persons. The major areas of employment are mining, agriculture and accommodation services. The town was home to Australia's first mosque, which was made of mud brick and built by the Afghan cameleers employed at Marree's inception. At one time the town was divided in two, with Europeans on one side and Afghans and Aborigines on the other.[ The Dieri is an Indigenous Australian group and language from the South Australian desert—specifically Cooper and Leigh Creek, Lake Howitt, and Lake Hope, Lake Gregory and Clayton River and low country north of Mount Freeling. The Marree Mosque was built in Marree, South Australia around 1882 (some sources indicate as early as 1861[1]), by member of the Australian "Afghan" community.[2] These "Afghans" were generally Muslims from then-British India, although some came from Afghanistan, Pakistan and the Middle East. They worked as cameldrivers and breeders in the region.[3] Figures indicate an approximation that 3000 "Ghans" were involved in this type of work until it was overtaken by the car and train in the 1930s.[2][3] The mosque was constructed by camel breeder Abdul Kadir (Australia), owner of Wangamanna Station.[4] Another camelleer, Mullah Assim Khan, became imam of the Marree mosque in the early 20th century. The town eventually had two mosques, the northern of which was abandoned around 1910.[5] Another report indicates a mosque was deliberately demolished in 1956 by its elderly caretaker, Syed Goolamdeen, who could no longer maintain it, since many descendants of Afghans no longer practised Islam.[6] As of 2003, the descendants of the Afghans in Marree have rebuilt the mosque.[

You can check your numbers from the three main reporting bureaus, Experian, TranUnion and Equifax, at FreeCreditReport.com, which provides one free report each year. A version of your FICO score or your VantageScore, an alternate credit rating, also appears on monthly statements from many banks and credit card issuers. 2. Capacity It matters greatly how much credit you have available right now. "Think of it as how much gas you have left in your tank," said Gilfedder. I know this is a very tough time for both of you and I know it’s not easy to take a hit to your credit. But as negative information becomes older it has less impact and you can rebuild your credit. It doesn't mean just because they are a ''scholar'' they have the right to do everything they want. That's not how it works in Iran. Authentic shia books aren't banned, the biggest shia schools are in Qom. It's weird that people outside of Iran think we "ban" shia books. As I said, a scholar will be imprisoned if he doesn't respect the law. A scholar isn't masoom, even our leader Khamenei has his duty to obey the law. October 9, 2015 in Iraq Oil & Gas News The pipeline to carry gas to Iran’s western and northwestern regions as well as exporting it to neighboring Iraq will start soon with BOT (Build-Operate-Transfer) financing from Bank Pasargad, the bank’s CEO has said. “We have increased our investment for the development of oil, gas, refining, and petrochemical industries. The contract to finance the Iraq gasoline is worth more than 2 billion dollars which will generate 4.2 billion dollars a year,” Majid Qasemi told Shana. The project includes laying 660 kilometers of pipeline and construction of five gas pressure boosting stations in two years. Iran and Iraq have finalized the development plan for construction of the gas pipeline to carry gas to the neighboring Arab country, and its contract is in final stage of being drafted, the international relations director at the National Iranian Gas Company (NIGC) said in September. “The Iraqi side has started the initial executive work too” Azizollah Ramezani said. The pipeline will be fed by the massive offshore South Pars gas field in southern Iran which it shares with Qatar in the Persian Gulf and is estimated to contain 14 trillion cubic meters of gas and 18 billion barrels of condensate. Iraq needs Iranian gas for power generation to solve a part of its load-shedding problem which is causing unrests in parts of the country during hot summer days. OPEC no longer oil market key regulator, US is - Rosneft CEO

More than $500bn by 2035 in Russia-China energy deals - Rosneft CEO The main role in regulating the oil market has transferred from the Saudi Arabia-dominated OPEC cartel to the US, says Rosneft CEO Igor Sechin. Shale deposits are not the only factor, he added. According to Sechin, besides shale, the US has “all the factors influencing the development of a competitive oil market.” This means financial resources, financial derivatives, stock exchanges, a developed system of pipelines and a large number of contractors working in the country, he said at the Russia Calling forum in Moscow on Tuesday. As for Saudi Arabia, Sechin says it’s been actively dumping and cutting prices. "The struggle for market share is one of the factors affecting oil prices. This is reflected in the budget revenues,” Sechin added. He also said that production costs for Russian oil companies are the lowest in the world - $4 per barrel. At Rosneft the figure is even lower - $2.80, which is the best in the world, according to Sechin. Rosneft has turned to a one-year budget instead of a conventional three-year one due to global economic uncertainty. However, the situation is stable, “we have a liquidity reserve that allows our current activities,” the CEO concluded.

Reuters/Stringer Iraq using info from new intelligence center to...X By Babak Dehghanpisheh BAGHDAD (Reuters) - Iraq has begun bombing Islamic State insurgents with help from a new intelligence center with staff from Russia, Iran and Syria, a senior parliamentary figure said on Tuesday about cooperation seen as a threat to U.S. interests in the region. The center has been operational for about a week, and it provided intelligence for air strikes on a gathering of middle-level Islamic State figures, Hakim al Zamili, the head of parliament's defense and security committee, told Reuters. The new security apparatus based in Baghdad suggests the United States is losing clout in a strategic oil-producing Middle East, where it has been heavily invested for years. Two weeks ago Russia started bombing anti-government rebels in neighboring Syria, including the ultra hardline Islamic State, to support its ally, President Bashar al-Assad, to the consternation of the West. Iraqi officials, frustrated with the pace and depth of the U.S. military campaign against Islamic State, have said they will lean heavily on Washington's former Cold War rival Russia in the battle against the Sunni Muslim jihadists. Two Russian one-star generals are stationed at the intelligence center in Baghdad, according to an Iraqi official who asked not to be named. Zamili, a leading Shi'ite Muslim politician, said each of the four member countries has six members in the intelligence sharing and security cooperation cell, which holds meetings in Baghdad's fortified "Green Zone" that once housed the headquarters of the U.S. occupation. “We find it extremely useful," the Iraqi official said. “The idea is to formalize the relationship with Iran, Russia and Syria. We wanted a full-blown military alliance.” Iran, a longtime Middle East adversary of the United States, already boasts deep influence in Iraq. Iranian military advisers help direct Baghdad's campaign against Islamic State, which aims to expand its self-proclaimed caliphate in the Middle East. It is Russia's participation in the intelligence hub that is causing the most Western anxiety. Washington, with a history of close security links with Baghdad, now worries the intelligence center may foster closer Russian-Iraqi ties, particularly with respect to operations against Islamist militants, a U.S. security official said. The United States believes the main point of the intelligence pact, which also covers operations in Syria, is to show that Russia is taking a greater role in the conflict in the neighboring country, said the official. Prime Minister Haider al-Abadi has said he would welcome Russian air strikes against Islamic State on Iraqi soil. The Baghdad government, and allied Iranian-backed Shi'ite militias who are leading the fight against Islamic State in Iraq, say the United States lacks the decisiveness and the readiness to supply weapons needed to eliminate militancy in the region. Washington denies such accusations. U.S.-led air strikes on Islamic State militants who control a third of Iraq, have failed to turn the tide in Iraq's conflict, which has sapped the OPEC oil producer's finances and fueled sectarian bloodletting. Iraqi warplanes bombed a convoy this week that was thought to be carrying Islamic State leader Abu Bakr al-Baghdadi, based on information from the center, said Zamili. Security officials later said Baghdadi had not been in the convoy. "We can get a lot of use from Russian intelligence, even if they don't do air strikes," Zamili said. Posters of Putin are popping up on cars and billboards elsewhere in parts of Syria and Iraq, praising the Russian military intervention in Syria as one that will redress the balance of power in the region. The Russian leader is winning accolades from many in Iraq and Syria, who see Russian airstrikes in Syria as a turning point after more than a year of largely ineffectual efforts by the U.S.-led coalition to dislodge the Islamic State militants who have occupied significant parts of the two countries. The reactions underscore that while the West may criticize Putin for supporting Syrian President Bashar Assad, there is some relief in the region at the emergence of a player with a coherent — if controversial — strategy. "Putin does more than just speak," said Sohban Elewi of Damascus, summing up the views of Syrians on opposing camps who regard U.S. policy in Syria and Iraq as fumbled and confused. Russia began its air campaign in Syria on Sept. 30, joining the fray of those bombing Syria at a critical time for Assad and his embattled troops. The Syrian army's loss of the northern province of Idlib opened the way for rebels to come dangerously close to the coastal Alawite heartland, leaving his soldiers there vulnerable and dejected. Russia insists it is targeting the Islamic State group and other "terrorists." But Syrian rebels and opposition activists say Moscow's warplanes in recent days have focused on Idlib and the central province of Hama, hitting U.S.-backed rebels in areas with no IS militants. The planes also have provided air cover for Syrian ground troops who launched an offensive in central Syria, reinforcing the belief that Russia's main aim is to shore up Assad's forces. In addition to the warplanes taking off from a base in Latakia, Russian ships in the Caspian Sea have fired cruise missiles that fly nearly 1,500 kilometers (930 miles) over Iran and Iraq to strike Raqqa and Aleppo provinces, in what many see as a show of force meant to portray muscle more than serve a specific military goal. Among Assad's war-weary and frustrated supporters, such elaborate displays of support provide a much-needed psychological boost, and have injected new hope that their flailing battle against rebel factions and the Islamic State group can still be won. "The (Russian) intervention has raised the morale of the Syrian army and the Syrian people alike," said Dr. Samir Haddad from the central city of Homs. "President Putin has a distinguished personality and charisma, and it has become clear that world leaders have gradually started approving, openly or secretly, of this intervention," he said. In Iraq, where the U.S.-led war against IS has stalled, many say they want Russian airstrikes against IS to extend to their country. Buried between paintings of Baghdad architecture, mosques and landscapes, some art shops in Baghdad have begun selling portraits of Putin, a tribute to his intervention in what Iraqis see as the new military front against IS. "Russia does not play games. They are problem solvers, and they do it quietly and efficiently, not like the Americans who prefer to do everything in front of the cameras," said Hussein Karim, a 21-year-old medical student from Baghdad. In one cartoon widely distributed among Iraqis on Facebook and Twitter, U.S. President Barack Obama is dressed as a Sunni sheikh, while Putin as a Shiite imam, suggesting the two are taking sides. Another cartoon shows a bare-chested Putin holding IS leader Abu Bakr al-Baghdadi by the collar of his jalabaya, looking very intimidating. He says to al-Baghdadi: "Where do you think you're going? I'll flatten you like flour," a popular Iraqi expression. Al-Baghdadi, holding a cellphone, shouts: "Obama, save me!" Most of the cartoons portray Putin as muscular — a perception that echoes the one at home in Russia, where he has cultivated an image as a man of action. In addition to conducting his official duties, he often is shown on Russian TV doing such activities as playing ice hockey — as he did last week on his 63rd birthday — or climbing into a submersible to explore the sea. T-shirts with his image are sold at shopping malls, souvenir stores and even from vending machines in Moscow airports. Some depict him looking tough in dark sunglasses, while others show him riding a horse to the words from a pop song: "They are not going to get us." The military intervention in Syria is viewed by many as a sign of shifting alliances in the region as Russia takes a greater role in the fight against IS. Russia has had strong ties with the Mideast for years. The fascination with Putin is driven largely by a longstanding suspicion of the West and anger about decades of U.S. intervention in the region that many say has led to more wars and sectarianism. Many hope a stronger Russia would lead to a more balanced approach. Iraq's prime minister said last month that his government also entered a joint intelligence sharing agreement with Russia, Iran and Syria, opening an operations center in the heart of Baghdad. In Egypt, Russian flags and posters of Putin's face hung across Cairo during his visit in February. At the time, the state-run Al Ahram newspaper profiled him, with photos showing Putin shirtless and holding various weapons, headlined, "A hero of our times." His appeal has extended to Lebanon, where some demonstrators — Christian allies of the Iranian-backed Hezbollah group — wore T-shirts bearing Putin's face at a protest Sunday calling for Lebanese presidential elections. "Putin considers the Syrian crisis an excellent opportunity to erode America's standing in the region," said Ghassan Charbel, editor of the London-based Arabic daily newspaper Al Hayat. In a front-page editorial Monday, he warned that while Syria presents Moscow with an opportunity to exact revenge from the West, it may transform quickly into an Afghanistan-like quagmire that threatens to erode Putin's image as a "czar."
