JPMC MLO booked for attempted murder of NICVD nurse

KARACHI: Police have booked a medico-legal officer (MLO) of the Jinnah Postgraduate Medical Centre (JPMC) for attempting to murder a nurse of the National Institute of Cardiovascular Diseases (NICVD).

As per details, MLO Dr Jabbar Memon was booked in FIR No 332/10 under Section 324 (attempt to murder) at the Saddar police station on the complaint of JPMC security in-charge Arshad Janjua.

Janjua told the police that Maxiline, 22, a second-year student at the NICVD, was pushed out of the window of Memon’s room on the first floor of the doctors’ hostel.

JPMC Accident and Emergency department in-charge Dr Seemin Jamali told Daily Times that Maxiline had sustained head injuries and the doctors were operating on her.

According to Saddar SHO Shabbir Haider, both the girl and the doctor had sustained injuries due to jumping out of the room window; however, the girl’s injuries were more serious than the doctor’s.

The SHO said the police was investigating the case, but both the accused and the victim were not in a position to get their statement recorded.

“The girl might have jumped out trying to save herself from being raped by Dr Memon, fallen out by accident or pushed out by the doctor. However, the presence of the victim in Dr Memon’s room went against the doctor,” the SHO added.

He said the police found broken glass, television and other things in the room during examination, suggesting a confrontation had taken place before the girl and the doctor jumped out the window.

KARACHI: The Jinnah Postgraduate Medical Centre (JPMC) nurses suspended their duties on Wednesday and staged a protest against JPMC medico-legal officer (MLO) Dr Abdul Jabbar Memon who allegedly attempted to rape and kill a trainee nurse.

As per details, the JPMC nursing staff demanded immediate legal action against Memon during a demonstration in front of the JPMC.

They blamed the JPMC administration and claimed the police was providing Memon shelter by trying to delay solving the case.

However, JPMC Accident and Emergency department head Dr Seemin Jamali said Memon had been detained and the case would be solved within 48 hours.

The nurses demanded the administration to remove the outsiders living at the nurses hostel as it made them feel insecure.

While talking to Daily Times, Investigation Officer Mubashir said DNA samples were sent for tests, and the case would be further investigated after the report.

“The girl is still unconscious and the police is also waiting for eyewitnesses to come forward,” he added. It is pertinent to mention here that Memon was booked in FIR No 332/10 under Section 324 (attempt to murder) at the Saddar police station on Tuesday.

As per Malir DSP Mazhar Hussain, the ‘attempt to rape’ Section would also be included in the FIR if the investigation results point in that direction.

Police add sexual harassment to the FIR against the MLO

A medical report has said that Jinnah hospital’s trainee nurse was raped, said medico-legal officer (MLO) Dr Fehmida Mubin.

The 22-year-old third-year student was treated for head injuries a day ago after she was discovered bleeding, face down on the ground in a housing complex for doctors at the hospital. It appeared that she had either jumped or fallen from the first floor flat of MLO Dr Abdul Jabbar Memon. Dr Memon jumped from the first floor and fractured his leg. He was treated for his injuries as well.

Sindh Health Department’s chemical examination laboratory confirmed the rape after inspecting the samples collected from the victim. Chemical examiner Dr Fazal Ilahi Memon has signed the report (6713/14).

After the MLO’s report was prepared, the police added the relevant charges to the FIR against Dr Abdul Jabbar Memon but did not present him in court on Thursday. The case’s investigation officer requested an extension in his full-body remand till July 28 but the request was turned down by the court as Memon was not present. The officer explained that Memon had been directed by his doctor to refrain from walking. The court expressed its disapproval.

Saddar SI Rao Mubashir, deputy public prosecutor Babar Sohail and judicial magistrate south Abdul Qadir appeared before the court and said that an attempted-murder case has already been filed against Dr Memon but rape charges (Section 376) have also been added.

According to Dr Fehmida’s medical report, the nurse had six injuries and she was sexually abused. The reports were also presented in court.

The court allowed the IO to present Memon immediately, otherwise the remand would not be extended. But the officer failed to present him until the end of the day.

Jinnah hospital’s security officer Muhammad Akram Janjua had filed the case at Saddar police station. He said that on July 13, a second-year trainee nurse had jumped out of the window of Room 96 of the doctors’ mess at the hospital to save her life and suffered severe injuries.

It has been over 48 hours, but the nurse has yet to gain consciousness and hence her statement has not been recorded. A DNA test will also be conducted to find out if the nurse was gang-raped but the final report can only be complete after she records her statement.

The neurosurgeon, who operated on her, Professor Sattar Hashim, and other doctors on his team are trying to save her life. According to Dr Hashim, there is still some swelling on the nurse’s brain and her treatment became complicated due to blood clotting. She is being treated in the intensive care unit where she is constantly being monitored, he added.

On Thursday, Sindh Health Minister Dr Sagheer Ahmed, Secretary Health Syed Hashim Raza Zaidi, head of the department’s inquiry committee, Captain Abdul Majid, and police surgeon Dr Hamid Padhia visited the hospital.

According to an inquiry committee, the accused doctor’s statement has been recorded. He denied any involvement in the incident and blamed the nurse of conspiring against him. The committee will submit its report on Friday.

The victim’s sister told the media that her sister had complained to the administration that Memon used to bother her during work but no one took any action.

Nurses continue to protest at JPMC

The nurses, paramedical staff and students at Jinnah hospital continued their protest for the third day on Thursday. They completely boycotted the wards. The call for the strike was made by the Pakistan Nursing Federation and Provincial Nurses Association.

Patients had to face problems as the staff stayed clear of the Out-Patients Department as well. Nursing officials, Jehanzeb Khan and Sehar Naz, accused the hospital administration of shifting the accused to a private hospital even though he was not as severely injured as the victim, who is currently under treatment at JPMC.

They said that their protest will continue until the MLO is barred from practice and other doctors, who are living illegally in the doctors’ colony, are removed.

The doctor should be executed, says sister of JPMC trainee nurse

“Never again will my sister or I go out to earn a living, no matter how short we are on money,” said the elder sister of the trainee nurse who was allegedly raped by a Medico Legal Officer at Jinnah hospital last week.


Shehla Ashraf held a press conference at the Karachi Press Club on Sunday. “We want to dissociate ourselves with the profession of nursing,”
said Ashraf, who was of the belief that Dr Jabbar Memon should be executed by hanging or stoning.

Although she admitted that her sister was being well looked after by the JPMC management, Ashraf said that she feared for her security and wanted her out of the hospital as soon as possible.

“We are being threatened. We also feel that we are being followed,”
she told The Express Tribune, adding that her family has yet to figure out how to go on with their lives.

MPA Humera Alwani had been mistakenly believed to be making a declaration to the media on my sister’s behalf, said Ashraf. She clarified that the trainee nurse’s statement to the police has yet to be recorded as she is not fit to make one.

The 22-year-old is still admitted at the surgical ICU and her family wants her to wait till she is well enough to be able to deal with the legal matters, which are currently at a stand-still.

The nurse’s NIC and mobile phone are still missing, said a welfare organisation’s Awais Abdullah, who accompanied Ashraf to the press conference.

The nurse is being represented by Advocate Javed Ahmed Chatari. Abdullah alleged that the accused MLO had tried to escape to Dubai but that his name had been put on the Exit Control List with the help of the DIG South to stop him from leaving the country.

SIO Inspector Toor Khan told The Express Tribune that Dr Memon was in police custody. “Memon will be a hard nut to crack as he is a clever man,” said Khan, who added that the police cannot taken action against three other people accused of involvement in the alleged rape as there was no proof against them yet. “The victim has yet to give a statement and we do not have any other clues,” he added.

People across the country have united against the injustice, said Sohail Johnson, a member of the Human Rights Commission of Pakistan and chief coordinator of the NGO Sharing Life Ministry of Pakistan.

Dr Liaquat Munawwar said that 90 per cent of the nurses in Pakistan are Christian, which is why the community was at stake.
