Exclusive: Shift by hard-line Taliban factions may have sealed prisoner exchange Sat, May 31 22:45 PM EDT image 1 of 2 By Missy Ryan and Warren Strobel WASHINGTON (Reuters) - The breakthrough leading to Saturday's surprise exchange of a U.S. prisoner of war for five Guantanamo detainees suddenly became possible after harder-line factions of the Afghan Taliban apparently shifted course and agreed to back it, according to U.S. officials. The United States had tried diplomacy since late 2010 to free Army Sergeant Bowe Bergdahl, held captive in Afghanistan for nearly five years. But the efforts came to little until now. Mistrust between Washington and the insurgents had blocked progress, U.S. officials said. So did the deep-seated fears of Afghan President Hamid Karzai that a deal between the Americans and the Taliban would undercut him and his fragile government. Complicating the talks, U.S. officials said, was an internal split between Taliban factions willing to talk to Americans and those staunchly opposed. After the details of earlier diplomatic efforts became public in late 2011, the Taliban's leadership struggled to contain internal splits over a potential peace deal, U.S. officials said. All of that changed in recent weeks - the exact time-frame is unclear - when Taliban hard-liners reversed position, officials said. The shift cleared the way for the dramatic pick-up of Bergdahl on Saturday by U.S. Special Operations forces in remote eastern Afghanistan and the freeing of five Taliban detainees, who flew aboard a U.S. military aircraft from Guantanamo to the Gulf emirate of Qatar. U.S. officials, speaking on condition of anonymity, have long acknowledged a fragmented understanding of the Taliban's internal politics. But the Taliban's reclusive leadership may have realized that this was their last and best chance to retrieve its prisoners. Another contributing factor was presidential politics. Both contenders in the second round of Afghanistan's presidential election, Abdullah Abdullah and Ashraf Ghani, have pledged to sign a Bilateral Security Agreement allowing a small U.S. force to stay after NATO combat operations end in December. RENEWED HOPE FOR PEACE TALKS The question now, two U.S. officials say, is whether the prisoner swap could lead to broader peace talks between the Taliban and the Afghan government for a negotiated end to the Afghan conflict. The officials expressed hope that it might. "We do hope that having succeeded in this narrow but important step, it will create the possibility of expanding the dialogue to other issues. But we don’t have any promises to that effect," said one senior U.S. official deeply involved in the diplomacy. After a five-month diplomatic freeze, last November the Taliban signaled to the United States, via intermediaries, its willingness to talk, the official said. Leaders made clear they were only willing to discuss a prisoner exchange. In January, after the Taliban produced a "proof of life" video confirming Bergdahl was alive, U.S. negotiators told the Afghan fighters they would proceed with the swap. Then the Taliban introduced a new roadblock, refusing to meet directly with the Americans. Envoys from Qatar would be present at every step, passing messages between the sides and ultimately escorting the five Guantanamo detainees aboard a U.S. Air Force C-17 cargo aircraft bound for the Gulf nation. Many details about the talks remain unknown. But some U.S. officials said the Americans were surprised at the deal's speedy conclusion, after nearly four years of stalemate. U.S. President Barack Obama was regularly briefed, including while on a surprise Memorial Day weekend visit to Afghanistan last Sunday, a second senior U.S. official said. At that moment, talks of prisoner releases, taking place in the Qatari capital of Doha, were entering what U.S. officials called their "terminal phase". Final arrangements were made for Berghdal's release, and Obama on Tuesday spoke with Qatar's emir, Sheikh Tamim bin Hamad al-Thani. The two personally reviewed and agreed on restrictions for the movements and activities of the Taliban prisoners. The five are expected to live on compounds in Qatar, and their families will be brought there to live with them, officials said. There are indications that the Taliban will be more willing to engage in peace talks with the Afghan government once Karzai leaves office, the officials said. A Reuters reporter at the palace said the attack began soon after 6:30 a.m. (0200 GMT) when at least one man opened fire with an automatic rifle at a gate to the palace in the central Shash Darak district. Karzai's whereabouts were not immediately known, though he had been due to attend a press event at the palace after 9 a.m. Reporters had been gathering at the palace and took cover when the firing broke out. Kabul police chief, General Ayoub Salangi, told Reuters all the attackers had been killed. An Afghan official said five assailants had been killed along with two Afghan guards. The defense ministry and the Ariana Hotel, the U.S. Central Intelligence Agency's Afghan station, were also targeted. Afghan forces and U.S. servicemen returned fire and explosions resounded in the area. Schoolchildren walking to classes nearby were also caught in the exchanges. It was not immediately clear if any were hurt. A thick plume of smoke was seen rising from Ariana Hotel at the height of the exchanges. The Taliban claimed responsibility for the attacks. The assault was launched a day after the U.S. envoy appointed to help the Afghan government and the Taliban pursue peace, James Dobbins, arrived in Kabul and met Karzai. He had been due to hold a press roundtable with Afghan reporters. He told reporters on Monday that Washington was still trying to determine if the Taliban were ready for talks. The talks to end 12 years of war between the Taliban insurgency and international and Afghan forces ran into difficulties over the opening of a Taliban office in the Gulf emirate of Qatar. United States to meet Taliban to seek Afghan peace Tue, Jun 18 13:58 PM EDT By Mark Felsenthal, Hamid Shalizi and Dylan Welch WASHINGTON/KABUL (Reuters) - The United States will meet the Taliban this week for talks aimed at achieving peace in Afghanistan, where the United States and the insurgents have fought a bloody and costly war for the past 12 years, U.S. officials said on Tuesday. The Taliban opened an office in Doha, the Qatari capital, to help restart talks and said it wanted a political solution that would bring about a just government and end foreign occupation of Afghanistan. A senior U.S. official said the talks would start in Doha on Thursday, but President Barack Obama cautioned against expectations of quick progress, saying the peace process would not be easy or quick. U.S. officials say they hope this week's talks will pave the way for the first-ever official peace negotiations between the government of Afghan President Hamid Karzai and the Taliban, which has waged a 12-year insurgency to oust Karzai's government and eject U.S.-led NATO troops from the country. U.S. officials said the process could take many years and be subject to reversals.
"This is an important first step towards reconciliation; although it's a very early step," Obama said after a G8 meeting in Enniskillen, Northern Ireland. "We anticipate there will be a lot of bumps in the road." U.S. officials said that in the talks in Doha, the United States would stick to its insistence that the Taliban break ties with al Qaeda, end violence, and accept the Afghan constitution, including protection for women and minorities.
U.S. officials said it would be the first U.S. meeting with the Taliban in several years. It was expected to involve an exchange of agendas, followed by another meeting a week or two later to discuss next steps. A U.S. official said he expected the initial meeting would be followed within days by another between the Taliban and the High Peace Council, a structure set up by Karzai to represent Afghanistan in such talks. A senior Afghan official said the Taliban had held secret discussions with the Afghan government and were willing to consider talks involving the High Peace Council. The Taliban have until now said they would not countenance peace talks with the Karzai government, which they consider a stooge of the United States and other Western nations. In opening the Qatar office, the Taliban said it sought a political solution, but said no dates had been agreed for talks. "There are no scheduled dates," Tayeb Agha, a former chief of staff to the Taliban's reclusive leader, Mullah Mohammed Omar, said in remarks carried live on al Jazeera television. Another Taliban representative, Mohammed Naeem, told a news conference at the opening of the Doha office that the Islamist group wanted good ties with foreign countries. "We want to keep good relations with all of the world countries, in particular with our neighboring countries," he said. "But the Islamic emirate (Taliban) sees the independence of the nation from the current occupation as a national and religious obligation." Tiny, gas-rich Qatar has been an enthusiastic supporter of reconciliation efforts in a number of political crises and wars affecting the Muslim world including those in Afghanistan, Yemen, Somalia, Lebanon and Darfur, often hosting peace talks on its own soil to try to prove it can punch above its weight in international diplomacy. 'NEED TO BE REALISTIC' The U.S. officials, who spoke on condition of anonymity, said the level of trust between the Afghan government and the Taliban was low, and played down expectations that the talks would quickly lead to peace. "We need to be realistic," said one official. "This is a new development, a potentially significant development. But peace is not at hand." News of the planned talks comes as the United States and its allies in NATO seek to meet a deadline of the end of next year for an end to foreign combat operations in Afghanistan. This would allow them to withdraw the majority of their troops and wind down an engagement launched after the September 11 attacks on the United States in 2001 that has cost hundreds of billions of dollars and tens of thousands of lives. Obama said peace would only come through an Afghanistan-led process, and commended Karzai for taking a courageous step toward peace. He stressed that the U.S. military effort would continue in spite of the peace efforts.
"We don't anticipate this process will be easy or quick but we must pursue it in parallel with our military approach. And we in the meantime remain fully committed to our military efforts to defeat al Qaeda and to support the Afghan national security forces," Obama said.
Despite the accompanying words of caution, the announcement of the planned talks does represent a significant step forward in the peace process, which has struggled to achieve results despite years of attempts.
A team of envoys from the Taliban flew to Qatar in early 2012 to open talks with the U.S. government. But the Taliban suspended the talks in March 2012, saying Washington was giving mixed signals on the nascent Afghan reconciliation process. Karzai, speaking on Tuesday as the U.S.-led NATO coalition launched a final phase of security transfers to Afghan forces, said his government would send a team to Qatar, but said the talks should quickly be moved to Afghanistan. "We hope that our brothers the Taliban also understand that the process will move to our country soon," Karzai said.
U.S. officials said the goal was to ensure that Afghanistan does not remain a haven for terrorism and to defeat al Qaeda. "The one thing that we do believe is that any insurgent group, including the Taliban, is going to need to accept an Afghan constitution that renounces ties with al Qaeda, ends violence, and is committed to protection of women and minorities in the country," Obama said. The officials said the United States would want the Taliban to make clear its intention to sever ties with al Qaeda. "One of the things we will want to talk about from the very beginning is how they're going to cut ties with al Qaeda," an official said. "How quickly, exactly how they're going to do it, how quickly." A U.S. official said the talks would be conducted on the Taliban side by its political commission, with the authorization of Mullah Omar, and also represent the al Qaeda-linked Haqqani network. James Dobbins, the new special representative for Afghanistan and Pakistan, will lead the U.S. side. The Haqqanis are considered the United States' deadliest foe in Afghanistan and the top U.S. and NATO commander in the country cast doubt on Tuesday over whether it could make peace. "All I've seen of the Haqqani would make it hard for me to believe they were reconcilable," U.S. General Joseph Dunford told Pentagon reporters by phone from Kabul. U.S. officials said they expected detainee exchanges to be discussed in the talks. The United States will ask for the safe return of U.S. Sergeant Bowe Bergdahl, who has been a prisoner since June 2009, the officials said. He is thought to be being held by Taliban militants in northwestern Pakistan. Ali M Latifi Last Modified: 21 Jun 2013 06:53 Kabul, Afghanistan - Standing at a podium with his image emblazoned on the wall behind him, Afghan President Hamid Karzai earnestly tried to earn the world's confidence in his government the day his military formally took over security from NATO. With NATO Secretary General Anders Fogh Rasmussen standing next to him, Karzai called June 18 "a great day where the Afghan people will see their own children providing protection to their lives and to their country". But events that transpired before and after Tuesday's press conference have brought the complicated web of Afghan policy to the world stage. Hours after Karzai spoke, the world's attention shifted to a press conference some 4,000 kilometres away, held by the other central party in the Afghan conflict, the Taliban. The highly orchestrated event marking the opening of a much-delayed Taliban political office in Doha, Qatar was the result of year-long negotiations between Washington and representatives of the Islamic Emirate of Afghanistan, as the Taliban refers to itself. Statements made by Taliban officials Sohail Shaheen and Mullah Naeem - speaking in English and Pashto - immediately stoked the ire of the Karzai government, which also spent much of the last year trying to engage in direct talks with the group. Talks cancelled A day after the announcement, the Afghan government called off negotiations between Kabul and Washington on a bilateral security agreement. A statement released by the presidential palace said the suspension was in response to "the contradiction between acts and the statements made by the United States of America in regard to the Peace Process". "The only purpose the Taliban's office in Doha ought to serve is as an address for holding their leaders accountable for their terror and attempts at denying ordinary Afghans a peaceful future." - Afghanistan 1400 group statement This "contradiction" was most evident in the black-and-white flag of the Islamic Emirate of Afghanistan that hung behind the two Taliban representatives, a move an official involved in the negotiations told Al Jazeera came as a shock to Washington. "Until the last minute, the White House never cleared the Taliban to hang their flag," the official said, requesting anonymity because he wasn't authorised to speak to the press. Karzai had specifically raised the issue of the flag during a March meeting with the emir of Qatar, Sheikh Hamad bin Khalifa al-Thani, because it leads to the perception that "there are two states within the Afghan nation", said the official. Another contradiction at the Taliban's presser was a vow to continue fighting until a ceasefire is signed. Qasim Yar is a senior member of Afghanistan's High Peace Council, the body tasked by the Karzai government to negotiate with the Taliban. He said what was said at the press conference came as a surprise. "When they enjoy the Qatari's assistance, financial, logistics - an office, a building, and political protection - and support of the US, and then from there they command that Afghan children be killed, women be killed, the elderly be killed … what does this mean? "It means that their terrorist attacks are under the protection of the Qatari government and the US government," Yar said. Initially optimistic about Afghan representatives being dispatched to Doha, the Karzai's attitude had abruptly changed by Wednesday. "As long as the peace process is not Afghan-led, the High Peace Council will not participate in the talks in Qatar," Karzai said. Unilateral decision The cessation of talks around the bilateral security agreement has further highlighted the tempestuous relationship between Afghanistan and the United States. Afghan President Hamid Karzai on June 18 [Reuters] Those familiar with the events that led to the political office's opening framed it as a unilateral decision borne out of US frustration with the Karzai government. Washington's decision was relayed to Karzai during a recent phone call between the Afghan president and John Kerry, the US secretary of state. "We can't keep waiting for you. Your government keeps saying they're in communication with the Taliban, but we have seen no progress", Waheed Mozhdah, a former official in the foreign ministry of the Taliban government, quoted Kerry as saying. Along with growing impatience towards the Afghan government, Mozhdah said Washington was compelled to talk by recent Taliban inroads with Iran and Lebanon. A June 4 statement issued by Qari Yousuf Ahmadi, a Taliban spokesman, confirmed a Taliban delegation headed by the chief of the political office had embarked on a three-day visit to Tehran to make "heard the voices and demands of [the Islamic Emirate of Afghanistan's] people and Mujahideen". The presence of heavy machinery in the western province of Herat "usually found in Lebanon" further worried the US, Mozhdah told Al Jazeera. Specific directives Long wary of the relationship between the Taliban and Pakistan, Mozhdah said the potential of a partnership with Iran - a country that, unlike Pakistan, the US has little leverage over. That "really frightened the United States", he said. Even though talks broke down last year officially, the CIA and Britain's MI6 intelligence service have been talking unofficially to the Taliban since then. The official involved in the negotiations said once the decision had been made by Washington to officially sanction the political office in the Qatari capital, the Taliban was given specific directives, including severing ties to the al-Qaeda terrorist network. From the perspective of one neighbourhood in Herat At the Doha press conference, the Taliban representatives said their "independent Islamic system" in Afghanistan "will [not] allow anyone to cause a threat to the security of countries from the soil of Afghanistan". That statement, said the official, "was the Taliban's way of saying they are distancing themselves from al-Qaeda, without having to say it outright". Further, those Taliban involved in negotiations must not return to the battlefield. "If the violence continues, there is no political gravitas," the official said. For the Taliban, adhering to US demands would pay dividends. "In the next few months, we will see four Taliban prisoners in Guantanamo handed over to Qatari authorities," he said, adding that issue had led to the original breakdown of official talks last year. The Taliban also stand to gain a security role in Afghanistan, the official said. However, speaking to Al Jazeera after the Doha press conference, Mohammad Sohail Shaheen said without a ceasefire, "[Taliban-led] attacking will continue in parallel with the peaceful talks for peace". That pledge was fulfilled only hours later when the group took responsibility for rocket attacks that killed four US soldiers near Bagram Air Base, 60 kilometres north of Kabul. Return to the past? The Taliban has shown little interest in speaking with the Karzai government. The Doha office was conceived as "an address only to negotiate with the US", Mozhdah said. The refusal of the Taliban to speak to Karzai and his government is both political and personal. Taliban officials cut the ribbon at the official opening ceremony of a Taliban Afghanistan Political Office [EPA] According to Daoud Sultanzoy, a former Afghan MP, a Taliban willingness to approach a government that is seen as "void of support in this country, it will be seen as contradictory to what they say they stand for". On a personal level, the official involved in negotiations the Taliban hates Karzai. As a Kanadahari Pashtun working with what the Taliban see as "occupying" forces, Karzai "is seen as a traitor", he told Al Jazeera. Mozhdah said the Taliban were actively trying to court the Afghan political opposition, with whom they are keen to negotiate. For many Afghans, especially young ones, any talks with the Taliban should come with caveats. Afghanistan 1400, a group that refers to itself as "a national movement of Afghanistan's new generation", warned the Doha political office should not be "perceived as any openness of the people of Afghanistan, in particular our new generation, to backtracking on the hard-won achievements of the past decade". "The only purpose the Taliban's office in Doha ought to serve is as an address for holding their leaders accountable for their terror and attempts at denying ordinary Afghans a peaceful future," the group said in a statement released on Wednesday. These statements were echoed by Pashtun Women Viewpoint, a London-based group whose members include female academics, activists, and writers. Heelai Noor, the group's co-founder, told Al Jazeera by excluding the Afghan government in the Doha negotiations, Qatar and the United States were "supporting a group, which was ironically deemed a terrorist organisation by the whole world until recently, over a legally elected democratic government in Afghanistan". ====================

Pakistan court puts former president Musharraf under house arrest Fri, Apr 19 03:05 AM EDT 1 of 4 By Mehreen Zahra-Malik ISLAMABAD (Reuters) - A Pakistani judge placed former president and army chief Pervez Musharraf under house arrest on Friday in the boldest step yet by the country's courts against senior military officers long deemed untouchable by the law. Police escorted Musharraf from the courtroom to his residence on the edge of Islamabad where he must remain for two days ahead of a hearing over allegations he unlawfully detained judges during a 2007 showdown with the judiciary. Ramping up pressure on the former paratrooper who seized power in a coup in 1999 and resigned in 2008, the judge ordered the case be heard in an anti-terrorism court on the grounds that detaining judges could be considered an attack on the state. Naveed Malik, a lawyer who was present at the hearing, said the retired general had voluntarily presented himself at the court and had asked to be detained at his home rather than go to jail. "Now the police have to present him before the anti-terrorism court in two day's time," Malik told reporters outside the court. One of Musharraf's lawyers said he would file a petition to overturn the arrest order at the Supreme Court later on Friday. The spectacle of a man who once embodied the army's control over Pakistan being humbled by a court was a potent symbol of the way power dynamics have shifted. General elections to be held in Pakistan next month will be the first transition between elected civilian-led governments. Musharraf returned to Pakistan after almost four years of self-imposed exile last month to stand in the polls but he was disqualified by election officials. While the sight of a former army commander being arrested is sure to rankle some in the military, who see the armed forces as the only reliable guarantor of Pakistan's stability, Musharraf's ill-starred return has also bemused some former comrades. "I don't think the army was in favor of him returning and tried to dissuade him," said General Hamid Khan, a former senior army commander. "But he decided to come, and now he has to face this. The army is staying out of it." However, the order to place Musharraf under house arrest was surprising in a nation that has been ruled by the military for more than half of its 66 years as an independent nation and where the army's writ is almost never questioned even by civilian governments. It was also a turning of the tables by a judiciary whose senior members themselves faced detention while Musharraf was in power. Musharraf is accused of violating the constitution by placing judges under house arrest during the 2007 confrontation with the judiciary, when he sacked the chief justice and lawyers fought running battles with police. He has also been accused of treason for his decision to suspend the constitution and impose emergency rule. He also faces a raft of other legal challenges, including allegations that he failed to provide adequate security to prevent the assassination of former prime minister Benazir Bhutto in 2007. Meanwhile Abdul Qayyum Changezi, a leader of the Quetta United Council (QUC) said that those creating trouble for the burials were “irrelevant” people and were not related to the victims of the bombing. Members of Majlis-e-Wahdat-e-Muslimeen (MWM) were not permitted to go inside Imam Bargah Bin Jaffer due to a targeted operation going on in the area. In protest a few youngsters locked the entrance to the Imam Bargah. After the chaos settled down, participants of the protest and relatives of the victims once again entered into discussions and decided to carry forward the burial. The authorities then brought the dead bodies to the Hazara Town graveyard. Over 80 residents of the Shia Hazara neighbourhood in Quetta were killed when over 800 kilogrammes of explosives packed in a vehicle detonated in the middle of a busy bazaar on February 16. The attack led to countrywide agitation, with families refusing to bury their loved ones till their demands of the army taking over the city and targeted operation against the perpetrators were met. In January, twin blasts in Quetta killed over a 100 people and left over 300 injured. After being continuously attacked by militant outfits, the Shia Hazaras went on strike across the country demanding the government to take immediate action. آپ نے دیکھا ہوگا کہ چند میڈیا اینکرز اور ہمارے صفوں میں چُھپی کالی بھیڑیں کوئٹہ میں جاری شیعہ نسل کشی کو "ہزاہ کمیونٹی کے قتل عام" کا نام دیتے ہیں۔ وہ اس لیے کے"ہزارہ" قتل عام ظاہر کرکے دوسرے ممالک میں پناہ کی درخواست دی جاتی ہے، کہا جاتا ہے کہ پاکستان میں ہماری جان کو خطرہ ہے تو کوئی اور ممالک ہمیں اپنے ملک میں قبول کریں!! یہ عمل کئی سالوں سے جاری ہے،آج آسٹریلیا حکومت نے بھی اعلان کیا ہے کہ 25 ہزار "ہزارہ" خاندانوں کو آسٹریلیا پناہ دینے کے لیے تیار ہے!یہ عمل پاکستان میں رہنےوالے 5 کڑوڑ شیعوں کی توہین ہے! یہ قتل عام ہزارہ قتل عام نہیں بلکہ شیعہ نسل کشی ہے۔ کیونکہ کوئٹہ میں تو راولپنڈی کے زائرین بھی شہید ہوچکے ہیں!! یہ ملک ہمارا ہے ہم نے بنایا ہے۔ موت کے خوف سے اپنی کربلا چھوڑ جانا کسی صورت بھی حسینی عمل نہیں!! ========== پرچمِ عباس تلے ایک ہو جاوٴں اور فروخت شدہ ضمیر فروشوں کو نکال باہر کردو!!! جب میں چھوٹاتھا تو اپنے والدین سے آخری زمانے کے بارے میں ، اس کی نشانیوں کے بارے میں مختلف باتیں سنتا لیکن ہنس کے پھر کھیل کود میں مصروف ہوجاتا۔ اب اُن نشانیوں کو کم و بیش پورا ہوتے دیکھ رہا ہوں۔ ان نشانیوں میں سے ایک یہ بھی تھا کہ ظالم و مظلوم، جابر و مجبور اور مومن و منافق میں فرق واضح ہوجائے گا۔ آج یہ ہوتا دیکھ رہا ہوں ۔ ستم کی داستان کندھوں پہ اٹھائے ، ظالم کا نقشہ آنکھوں میں بسائے، مجبور کو جابر کے سامنے سر جھکائے اور منافق کو نت نئے حربےاستعمال کرتے ہوئے دیکھ رہا ہوں ۔ کھبی کفر کا فتوٰی دیتے زمینی خدا بنے ظالم سامنے آئے تو کھبی فرقہ وارانہ فسادات کا نام دیتے ہوئے مجبور آشکار ہوئے ۔ کھبی نسلی رنگ دے کر ہمارے شیعہ طاقت و یکجہتی کو سبوتاش کرتےاور بلا وجہ جنگ و جدل پیھلاتے ہوئے منافق پہچانے گئے تو کھبی انہی منافقین کو یک دست ہوتے اپنے پیٹھ بھرتے ہوئے دیکھا۔ مگر میں گھبرایا ہرگز نہیں ۔ کیونکہ یہ سب خود ہی اپنے آپ کی پہچان کرواتے پھر رہیں ہیں ۔ اصل میں ہو یہ رہا ہے کہ ان کی ذلت اور پستی میں اضافہ ہوتا جارہا ہے۔ تم بھی گھبرانا نہیں میرے عزیزوں!!! ستم کے آندھی تو چل ہزارہ آبادی کو زیادہ تر کوئٹہ اور مستونگ میں نشانہ بنایا گیا ہے پاکستان کے صوبہ بلوچستان کے دارالحکومت کوئٹہ میں رہائش پذیر ہزارہ برادری اپنے عقیدے اور نسل دونوں کی بنیاد پر نشانہ بنائی جا رہی ہے اور اب تک جہاں ایک ہزار سے زائد شیعہ ہزارہ اپنی جان سے ہاتھ دھو چکے ہیں وہیں ہزارہ تنظیموں کے مطابق دو لاکھ ایسے ہیں جنہوں نے اپنا گھر بار چھوڑ کر ملک کے دیگر علاقوں یا پھر بیرونِ ملک پناہ لی ہے۔ پاکستان میں حقوقِ انسانی کے لیے سرگرم ادارے ہیومن رائٹس کونسل آف پاکستان کے مطابق 1999 سے 2012 تک تیرہ برس کے عرصے میں آٹھ سو شیعہ ہزارہ ہلاک کیے گئے جبکہ رواں برس کے ابتدائی چند ہفتوں میں ٹارگٹ کلنگ اور بم دھماکوں میں دو سو سے زائد افراد کی جان گئی۔ کوئٹہ میں قیام پذیر ہزارہ رہنما عبدالقیوم چنگیزی کا کہنا ہے کہ جہاں ہلاک ہونے والے ہزارہ افراد میں سے اسّی فیصد اپنے عقیدے کی بنا پر نشانہ بنائے جاتے ہیں وہیں بیس فیصد ہلاکتوں کی بنیاد نسلی ہے۔ ہزارہ برادری کی تنظیم ہزارہ قومی جرگہ اور شیعہ تنظیم قومی یکجہتی کونسل کے اعدادوشمار کے مطابق جان و مال کو درپیش خطرات کی وجہ سے 1999 سے لے کر اب تک تقریباً دو لاکھ ہزارہ بلوچستان چھوڑ کر پاکستان کے دیگر شہروں میں منتقل ہوئے یا پھر ملک چھوڑنے پر مجبور ہوئے ہیں۔ نقل مکانی کرنے والے ہزارہ خود تو شہر چھوڑ آئے ہیں لیکن اب انہیں یہ خوف ستاتا رہتا ہے کہ پیچھے رہ جانے والے نہ جانے کب نشانہ بن جائیں۔ زینب خود تو اسلام آباد آ گئیں تاہم ان کی والدہ اور بہن کوئٹہ میں ہی ہیں۔ ’میری بوڑھی ماں اور اکیس سالہ بہن اکیلے رہنے پر مجبور ہیں کیونکہ ہم نے اپنے دونوں بھائیوں کو پاکستان سے باہر بھجوا دیا ہے۔‘ 1999 سے 2012 تک تیرہ برس کے عرصے میں آٹھ سو شیعہ ہزارہ ہلاک کیے گئے زینب پاکستان سے باہر چلے جانے کے باوجود اپنے بھائیوں کے بارے میں اس خدشے کے تحت بات کرنے کو تیار نہ تھیں کہ انہیں پاکستان سے باہر بھی نشانہ بنایا جا سکتا ہے۔ یہ خوف ایسا ہے کہ پاکستان سے ہزاروں میل دور چلے جانے کے باوجود ہزارہ اپنی شناخت ظاہر نہیں کرنا چاہتے۔ پچیس سالہ بتول گذشتہ سال امریکہ پہنچیں۔ انہوں نے اپنے خاندان کو نہیں بتایا تھا کہ وہ یہاں مستقل رہنے کے لیے آئی ہیں۔ ڈیڑھ ماہ تک دربدر ٹھوکریں کھانے کے بعد انہوں نے نیویارک کے علاقے کوئینز میں خواتین کے لیے قائم کردہ مسلم شیلٹر میں رہائش اختیار کی۔ وہ اب سیاسی پناہ کے حصول کے لیے کوشاں ہیں مگر جنہیں پیچھے چھوڑ آئیں انہیں بھولنا بتول کے لیے بہت مشکل ہے۔ ’یہ میرے لیے بہت مشکل فیصلہ تھا۔ میں جب خبروں میں کوئٹہ کے ہزارہ قبرستان کی تصویریں دیکھتی ہوں، تو تسلیم کرنا بہت مشکل ہوتا ہے کہ اتنے سارے لوگوں کو میں جانتی تھی وہ اب ہم میں نہیں ہیں۔‘ ایچ آر سی پی کی سربراہ زہرہ یوسف کے مطابق بلوچستان میں شیعہ ہزارہ آبادی کو زیادہ تر کوئٹہ اور مستونگ میں نشانہ بنایا گیا ہے اور ان اضلاع میں کالعدم تنظیم لشکرِ جھنگوی کی واضح موجودگی ہے۔ رواں برس کوئٹہ کے ہزارہ ٹاؤن میں پہلے علمدار روڈ اور پھر کرانی روڈ پر ہونے والے دونوں بڑے دھماکوں کی ذمہ داری بھی لشکرِ جھنگوی نے ہی قبول کی ہے۔ بلوچستان کے سیکریٹری داخلہ اکبر درانی نے بی بی سی اردو سے بات کرتے ہوئے کہا کہ ان دو واقعات کو روکنے میں انٹیلیجینس کی کمزوری ضرور تھی۔’ان تمام دنوں میں جب ہائی الرٹ رہا تو کوئی مسئلہ نہیں تھا لیکن اس بار دہشت گردوں نے بارودی مواد تیار کرنے کے لیے نیا طریقہ استعمال کیا، جس کی ہمارے پاس معلومات نہیں تھیں۔‘ اس بار دہشت گردوں نے بارودی مواد تیار کرنے کے لیے نیا طریقہ استعمال کیا، جس کی ہمارے پاس معلومات نہیں تھیں: اکبر درانی اس سوال پر کہ کیا یہ کمزوری کی بجائے ناکامی نہیں، انہوں نے کہا ’جائز سوال ہے کہ خفیہ ایجنسیاں کہاں تھیں۔ دراصل ہم ایک واقعے کو دیکھ رہے ہیں، ان نو واقعات کو نہیں دیکھتے جو روکے گئے۔ ہم نے شہریوں کو ان ممکنہ واقعات سے محفوظ رکھا ورنہ اس سے کئی گنا زیادہ نقصان ہوتا۔اس طرح ہم ایجنسیوں کو موردِ الزام نہیں ٹھہرا سکتے۔‘ ہزارہ رہنما بھی ان دھماکوں کو صرف انٹیلیجنس کی ناکامی قرار دینے کے حق میں نہیں۔ اسلام آباد میں مقیم نوجوان ہزارہ رہنما سجاد چنگیزی کا کہنا ہے کہ ’ہم بار بار کہتے رہے ہیں کہ یہ ایک ستون کی ناکامی نہیں ہے۔ پولیس انہیں گرفتار کرنے میں ناکام رہتی ہے، عدلیہ بھی انہیں سزا دینے میں ناکام ہے۔ اسمبلیوں میں قانون سازی نہیں ہوتی اور خفیہ ادارے ان کو چھوٹ دیتے ہیں۔‘ انہوں نے مزید کہا کہ ’اگر پاکستانی ریاست اسی طرح نااہل رہی، تو بلوچستان سے ایک اقلیتی برادری کا نام و نشان مٹ جائے گا۔ ہزارہ قبیلے کی وجود کو خطرہ لاحق ہے تاہم، ہم آخری دم تک پرامن طریقے سے مزاحمت کریں گے۔‘ امریکی و سعودی نواز لشکر یزید کے سرغنے کا اعتراف جرم / قتل کہاں ہے چیف جسٹس ؟ کہاں ہیں پاکستان میں قائم امن و امان کے ادارے ؟ کیوں بے گناہ اور مظلوم انسانوں کے قاتل کو آزاد چھوڑا ہوا ہے ؟ کیوں حکومتی ادارے اتنے بے بس ہیں ؟ ... کیا یہ ان قاتلوں کو تحفظ فراہم کرنے کیلئے گرفتار کیا جاتا ہے ؟ تاکہ ان قاتلوں کو کوئی نقصان نہ پہنچ جائے اور حکومت ان اثاثوں کو محفوظ رکھنا چاہتی ہے ؟ حکومتی اور قانون نافذ کرنے والوں کے لئے ایک چیلنچ ہے کہ سینکڑوں بے گناہ انسانوں کا قاتل کھلم کھلا دھمکی بھی دے رہا ہے اور حکومت اسے تحفظ فراہم کرنے کیلئے گرفتار کرتی ہے تاکہ اس کی جان کو خطرہ نہ ہو۔ کہاں ہیں انصاف کے ٹھیکیدار کیوں انصاف نہیں کرتے ؟ کیا ان کی ان سے کوئی رشتہ داری ہے یا ان کی باگ دوڑ بھی کسی اور کے ہاتھ میں ہے ؟؟؟؟؟ کم از کم تین دہائیوں سے جاری اس شیعہ کش مہم کی فکری بنیاد ہو سکتا ہے کہیں اور پڑی ہو۔ ریال اور دینار شاید ہمارے برادر اسلامی ملکوں سے آئے ہوں، لیکن اب یہ مقامی مشن ہے اور اب اس کے تانے بانے سپاہ صحابہ کے مسجد اور مدرسوں سے نکل کر بازاروں میں پڑے چندے کے ڈبوں، عدالتوں میں سہمے ہوئے ججوں سے ہوتے ہوئے خفیہ اداروں کے ان مفکروں تک جا ملتے ہیں جو اپنے آپ کو ہماری نظریاتی سرحدوں کے محافظ کہتے ہیں۔ شیعہ نہیں پاکستانی مارے جا رہے ہیں کی پالیسی پر عمل کر کے انشورنس پالیسی لینے والوں میں وہ سینیئر صحافی بھی جو تیس سال سے اس مہم کے گواہ ہیں لیکن قاتلوں کا نام لیتے ہوئے یوں شرماتے ہیں جیسے پردہ دار بیویاں اپنے شوہر کا نام لیتے ہوئے شرماتی ہیں۔ ایک بین الاقوامی خبر رساں ادارہ "بی بی سی" کھلم کھلا دہشتگرد ملک اسحاق کا انٹرویو نشر کررہا ہے جس میں لفظ "شیعہ" استعمال کرکے پاکستان میں رہنے والی 5 کڑوڑ شیعہ مسلمانوں پر تنقید کی جارہی ہے۔ کیا یہ ہے آزادی صحافت؟ اور تو اور پاکستان کا ایک ٹی وی چینل "ایکسپریس" اُسی پروگرام کو نشر بھی کررہا ہے اور ہمارا پیمراسورہا ہے؟ اس نازک وقت میں جب 40 دنوں میں 200 شیعہ مسلمانوں کو شہید کیا جاچکا ہے۔ صحافت کا اتنا غیر زمہ دارانہ عمل کیا اس ملک کے امن میں فائدہ مند ہوگا؟ اس وقت تو محبت کی باتیں کرنی چاہیے تاکہ احترام کا درس دیا جاسکے، لیکن اُلٹا نفرتوں کا بازار گرم کیا جارہا ہے ___ یہ کیسا ملک ہے؟ یہ کیسی حکومت ہے؟ جو اپنے شہریوں کی بنیادی حقوق کا بھی خیال نہیں رکھتی = امریکی و سعودی نواز لشکر جھنگوئی بن کر گذرے ہیں۔ان تمام واقعات میں انسانی جانوں کا ضیاع تو اپنی جگہ پر ایک عظیم المیہ ضرور ہے لیکن ان حالات نے ہزارہ قوم کو اس طوفان سے آشنا کردیا ہے جس کے بارے میں لگتا ہے کہ علامہ اقبال نے ہزارہ قوم ہی سے شکایت کی تھی ’’کہ بحر کی موجوں میں اضطراب نہیں‘‘۔میرے خیال میں ہزاروں نے اپنے اتحاد اور یکجہتی سے صرف دو مہینوں میں وہ کام کردیکھایا جو بلوچ سیاست دان دس سالوں میں نہ کرسکے۔ ہزاروں کو شکایت ہے کہ لشکرِ جھنگوئی کو فوج سے منسلک خفیہ اداروں کی حمایت حاصل ہے اور بلوچ بھی یہی کہتے ہیں کہ لاپتہ افراد اور مسخ شدہ لاشوں کے پیچھے فوج اور ایجنسیاں ہیں۔ لیکن ایسا کیو ں ہوا کہ تین سے پانچ لاکھ کی آبادی والے ہزاروں نے پورے ملک کو ہلاکر رکھ دیا ہے؟ ہزاروں میں کیا خوبی تھی جس نے بلوچستان کی پوری حکومت اکھاڑ کر پھینک دی؟ ہزاروں نے کیا کیا جس کی وجہ سے فوج کے ترجمان کو جھک کر یہ بیان دینا پڑا کہ فوج کا لشکر جھنگوئی کے سا تھ کوئی تعلق نہیں ہے ؟ جو لوگ کہتے تھے کہ پاکستانی میڈیا بلوچستان پر خاموش ہے وہ یہ بتائیں کہ ہزاروں نے کیسے پاکستانی نیوز میڈیا میں اپنی خبر سب سے بڑی خبر بنا کر پیش کی؟ اتنی چھوٹی قوم نے بی بی سی سے لے کر الجزیرہ پر کیسے اپنی ہلاکت کی خبر کو چوبیس گھنٹوں تک زندہ رکھا بلکہ اسے عالمی خبروں میں بھی شہ سرخی بنادی؟ ہزاروں کے پاس جادوکی کونسی چھڑی ہے جس نے سپریم کورٹ کو سوموٹو نوٹس لینے پر مجبور کیا اور وزیراعظم سے لے کر عمران خان تک سب کوئٹہ کی طرف دوڑیں مارنے پر مجبور ہوگئے؟ ایک ایسی قوم جس کے پاس قومی اور صوبائی اسمبلیوں میں صرف ایک ایک نشست ہو اس نے وفاقی حکومت ، فوج اور عدلیہ کو اپنی پالیسی پر نظر ثانی کرنے پر کیسے مجبور کیا ؟ جی ہاں ایک ایسی قوم جس پر ایران اور پاکستان کا ایجنٹ ہونے کا الزام ہو اور اس کے ساتھ ساتھ اس کے حوالے سے اس بات کا بھی اعتراف کیا جائے کہ یہ قوم پاکستانی خفیہ اداروں کی حمایت یافتہ لشکر جھنگوئی کی دہشت گردی اور سعودی عرب کی طرف مذہبی انتہا پسندی کو پروان چڑھانے کے لئے آنے والے انسان دشمن پیسوں کی وجہ سے دہشت کا شکار ہوگئی ہے۔ ایک ہزار جانوں کی قربانی دینے کے باوجود ہزارہ قوم نے ایک گولی چلائے بغیر اپنے مسئلے کو کیسے پوری دنیا کے سامنے اجا گر کیا؟ کون کہتا ہے کہ پاکستان یا بلوچستان میں پر امن تبدیلی نہیں آسکتی؟ کیا ہزاروں نے دو ہفتوں میں یہ سب کچھ کرکے نہیں دیکھا یا؟ جی ہاں لیکن یہ سب کچھ کیسے ممکن ہوا؟ اس کا صرف ایک سادہ سا جواب ہے اور وہ ہےاتحاد ویک جہتی۔ہرگھر اور قبیلے میں لڑائی جھگڑے ہوتے ہیں لیکن جب بات ان کی قومی بقا پر آگئی تو انھوں نے ایک دوسرے کا ’’ ایجنٹ‘‘، ’’ غدار‘‘ اور ’’ ہزارہ دشمن‘‘ کہہ کر اپنے دشمن کو فائد ہ نہیں پہنچایا۔ گھریلو اختلافات کو ظاہر کرکے ہزاروں نے اپنے دشمن کو اپنی چھوٹی سے چھوٹی کمزوری نہیں دیکھائی۔جب احتجاج کی باری آئی تو ان کی ماوں، بہنوں ، بچوں اور بوڑھوں نے ہلاک شدگاں کی لاشیں لے کر کوئٹہ کی بد ترین سردی میں کئی دن اور راتوں تک مظاہرے کئے۔ جب قومیں اس حد تک متحد ہوں انھیں دنیا کی کوئی جھنگوئی لشکر شکست نہیں دے سکتی ۔ دوسری طرف نظریں ڈالیئے۔ بلوچستان میں گذشتہ دس سالوں میں بلوچوں پر کون کون سے مظالم نہیں ڈالے گئے؟ کیا ایشیا کے کسی بھی خطے میں اتنے لوگ ایک ساتھ لاپتہ ہیں جتنے بلوچستان سے لاپتہ ہوئے ہیں؟ کیا اکیسویں صدی میں کہیں بھی کسی قو م کی نسل کشی اس دیدا دلیری کی ساتھ کی جارہی ہے کہ مسخ شدہ لاشوں کے ساتھ پرچیاں ڈال کر انھیں ’’عید کا تحفہ‘‘ سمجھ کر بیج دیا جائے۔ کیا دنیا میں کوئی خطہ ایسا بھی ہے جس کے معدنی وسائل پر دنیا کی دارلحکومتوں میں معائدے طے پائیں اور عالمی تھنک ٹھینکس میں ان معاہدات کے حوالے سے بحث و مباحثہ ہو اور خود اس سرزمین پر انسان افریقی ممالک سے بھی بد ترین غربت کی زندگی بسر کررہےہوں؟ اس کی وجہ یہ ہے کہ بلوچ اپنے اوپر ہونے والے مظالم پر کبھی ایک بن کر نہیں اٹھ سکے؟ کیا بی این پی ، این پی، جے ڈبلیو پی، بی این ایم ، بی آر پی نے کبھی یہ سوچا کہ آزادی اور خود مختاری پر ہمارا اختلاف رائے تو ہوسکتا ہے لیکن مسخ شدہ لاشوں کی برآمدگی ، فوجی آپریشن تو ہمارا قومی مسئلہ ہے؟ کیا دوہزار چھ کو قلات جرگہ کے بعد بلوچ رہنماوں نے دنیا کے کسی بھی کونے میں مل بیٹھ کر ایک پریس کانفرنس کی؟ کیا بلوچ رہنما کسی ایک بات پر متفق ہوسکتے؟ شاید بلوچوں اور ہزاروں میں بنیادی فرق یہ ہے کہ ان کے پاس’’ توار‘‘ اور ’’انتخاب ‘‘جیسے اخبار نہیں ہیں اور انھیں اخباری بیان بازی کا شوق نہیں لگا ہے یا ایسا بھی ہوسکتا ہے کہ انھیں پتہ ہے کہ قومیں اپنی جنگیں صرف اخباری بیان بازی کے ذریعے نہیں لڑتی ہیں۔کاش بلوچ کسی ایک مسئلے پرایک ہوتے۔ لاپتہ افراد کو حیربیار مری اور برہمداغ بگٹی کے فریڈم چارٹر سے کوئی غر ض نا اختر مینگل کی سپریم کورٹ سے اور نہ ہی ڈاکٹر مالک کی پارلیمنٹ سے۔ انھیں تو صرف اس بات سے غرض ہے کہ وہ جلد از جلد بازیا ب ہوکر اپنے خاندانوں سے ملیں۔ ڈیرہ بگٹی اور کوہلو By Matthew Green KARACHI (Reuters) - When Aurangzeb Farooqi survived an attempt on his life that left six of his bodyguards dead and a six-inch bullet wound in his thigh, the Pakistani cleric lost little time in turning the narrow escape to his advantage. Recovering in hospital after the ambush on his convoy in Karachi, Pakistan's commercial capital, the radical Sunni Muslim ideologue was composed enough to exhort his followers to close ranks against the city's Shi'ites. "Enemies should listen to this: my task now is Sunni awakening," Farooqi said in remarks captured on video shortly after a dozen gunmen opened fire on his double-cabin pick-up truck on December 25.
"I will make Sunnis so powerful against Shi'ites that no Sunni will even want to shake hands with a Shi'ite," he said, propped up in bed on emergency-room pillows. "They will die their own deaths, we won't have to kill them."
Such is the kind of speech that chills members of Pakistan's Shi'ite minority, braced for a new chapter of persecution following a series of bombings that have killed almost 200 people in the city of Quetta since the beginning of the year. While the Quetta carnage grabbed world attention, a Reuters inquiry into a lesser known spate of murders in Karachi, a much bigger conurbation, suggests the violence is taking on a volatile new dimension as a small number of Shi'ites fight back. Pakistan's Western allies have traditionally been fixated on the challenge posed to the brittle, nuclear-armed state by Taliban militants battling the army in the bleakly spectacular highlands on the Afghan frontier. But a cycle of tit-for-tat killings on the streets of Karachi points to a new type of threat: a campaign by Lashkar-e-Jhangvi (LeJ) and allied Pakistani anti-Shi'ite groups to rip open sectarian fault-lines in the city of 18 million people. Police suspect LeJ, which claimed responsibility for the Quetta blasts, and its sympathizers may also be the driving force behind the murder of more than 80 Shi'ites in Karachi in the past six months, including doctors, bankers and teachers. In turn, a number of hardline Sunni clerics who share Farooqi's suspicion of the Shi'ite sect have been killed in drive-by shootings or barely survived apparent revenge attacks. Dozens of Farooqi's followers have also been shot dead. Discerning the motives for any one killing is murky work in Karachi, where multiple armed factions are locked in a perpetual all-against-all turf war, but detectives suspect an emerging Shi'ite group known as the Mehdi Force is behind some of the attacks on Farooqi's men. While beleaguered secularists and their Western friends hope Pakistan will mature into a more confident democracy at general elections due in May, the spiral of killings in Karachi, a microcosm of the country's diversity, suggests the polarizing forces of intolerance are gaining ground. "The divide is getting much bigger between Shia and Sunni. You have to pick sides now," said Sundus Rasheed, who works at a radio station in Karachi. "I've never experienced this much hatred in Pakistan." Once the proud wearer of a silver Shi'ite amulet her mother gave her to hang around her neck, Rasheed now tucks away the charm, fearing it might serve not as protection, but mark her as a target. "INFIDELS" Fully recovered from the assassination attempt, Farooqi can be found in the cramped upstairs office of an Islamic seminary tucked in a side-street in Karachi's gritty Landhi neighborhood, an industrial zone in the east of the city. On a rooftop shielded by a corrugated iron canopy, dozens of boys wearing skull caps sit cross-legged on prayer mats, imbibing a strict version of the Deobandi school of Sunni Islam that inspires both Farooqi and the foot-soldiers of LeJ.
"We say Shias are infidels. We say this on the basis of reason and arguments," Farooqi, a wiry, intense man with a wispy beard and cascade of shoulder-length curls, told Reuters. "I want to be called to the Supreme Court so that I can prove using their own books that they are not Muslims."
Farooqi, who cradled bejeweled prayer beads as he spoke, is the Karachi head of a Deobandi organization called Ahle Sunnat wal Jama'at. That is the new name for Sipah-e-Sahaba Pakistan, a forerunner banned in 2002 in a wider crackdown on militancy by Pakistan's then army ruler, General Pervez Musharraf. Farooqi says he opposes violence and denies any link to LeJ, but security officials believe his supporters are broadly aligned with the heavily armed group, whose leaders deem murdering Shi'ites an act of piety. In the past year, LeJ has prosecuted its campaign with renewed gusto, emboldened by the release of Malik Ishaq, one of its founders, who was freed after spending 14 years in jail in July, 2011. Often pictured wearing a celebratory garland of pink flowers, Ishaq has since appeared at gatherings of supporters in Karachi and other cities. In diverse corners of Pakistan, LeJ's cadres have bombed targets from mosques to snooker halls; yanked passengers off buses and shot them, and posted a video of themselves beheading a pair of trussed-up captives with a knife. Nobody knows exactly how many Shi'ites there are in Pakistan -- estimates ranging from four to 20 percent of the population of 180 million underscore the uncertainty. What is clear is that they are dying faster than ever. At least 400 were killed last year, many from the ethnic Hazara minority in Quetta, according to Human Rights Watch, and some say the figure is far higher. Pakistani officials suspect regional powers are stoking the fire, with donors in Saudi Arabia and other Sunni-dominated Gulf countries funding LeJ, while Shi'ite organizations turn to Iran. Whatever factors are driving the violence, the state's ambivalent response has raised questions over the degree of tolerance for LeJ by elements in the security establishment, which has a long history of nurturing Deobandi proxies. Under pressure in the wake of the Quetta bombings, police arrested Ishaq at his home in the eastern Punjab province on Friday under a colonial-era public order law. But in Karachi, Farooqi and his thousands of followers project a new aura of confidence. Crowds of angry men chant "Shia infidel! Shia infidel" at rallies and burn effigies while clerics pour scorn on the sect from mosque loudspeakers after Friday prayers. A rash of graffiti hails Farooqi as a savior. Over glasses of milky tea, he explained that his goal was to convince the government to declare Shi'ites non-Muslims, as it did to the Ahmadiyya sect in 1974, as a first step towards ostracizing the community and banning a number of their books. "When someone is socially boycotted, he becomes disappointed and isolated. He realizes that his beliefs are not right, that people hate him," Farooqi said. "What I'm saying is that killing them is not the solution. Let's talk, let's debate and convince people that they are wrong." CODENAME "SHAHEED" Not far from Farooqi's seminary, in the winding lanes of the rough-and-tumble Malir quarter, Shi'ite leaders are kindling an awakening of their own. A gleaming metallic chandelier dangles from the mirrored archway of a half-completed mosque rising near the modest offices of Majlis Wahdat-e-Muslemeen - known as MWM - a vocal Shi'ite party that has emerged to challenge Farooqi's ascent. In an upstairs room, Ejaz Hussain Bahashti, an MWM leader clad in a white turban and black cloak, exhorts a gaggle of women activists to persuade their neighbors to join the cause. Seated beneath a portrait of Ayatollah Khomeini, the Shi'ite cleric who led the 1979 Iranian revolution, Bahashti said his organization would not succumb to what he sees as a plan by LeJ to provoke sectarian conflict. "In our sect, if we are being killed we are not supposed to carry out reprisal attacks," he told Reuters. "If we decided to take up arms, then no part of the country would be spared from terrorism - but it's forbidden." The MWM played a big role in sit-ins that paralyzed parts of Karachi and dozens of other towns to protest against the Quetta bombings - the biggest Shi'ite demonstrations in years. But police suspect that some in the sect have chosen a less peaceful path. Detectives believe the small Shi'ite Mehdi Force group, comprised of about 20 active members in Karachi, is behind several of the attacks on Deobandi clerics and their followers. The underground network is led by a hardened militant codenamed "Shaheed", or martyr, who recruits eager but unseasoned middle-class volunteers who compensate for their lack of numbers by stalking high-profile targets. "They don't have a background in terrorism, but after the Shia killings started they joined the group and they tried to settle the score," said Superintendent of Police Raja Umar Khattab. "They kill clerics." In November, suspected Mehdi Force gunmen opened fire at a tea shop near the Ahsan-ul-Uloom seminary, where Farooqi has a following, killing six students. A scholar from the madrasa was shot dead the next month, another student killed in January. "It was definitely a reaction, Shias have never gone on the offensive on their own," said Deputy Inspector-General Shahid Hayat. According to the Citizens-Police Liaison Committee, a Karachi residents' group, some 68 members of Farooqi's Ahle Sunnat wal Jama'at and 85 Shi'ites were killed in the city from early September to February 19. Police caution that it can be difficult to discern who is killing who in a vast metropolis where an array of political factions and gangs are vying for influence. A suspect has yet to be named, for example, in the slaying of two Deobandi clerics and a student in January whose killer was caught on CCTV firing at point blank range then fleeing on a motorbike. Some in Karachi question whether well-connected Shi'ites within the city's dominant political party, the Muttahida Quami Movement, which commands a formidable force of gunmen, may have had a hand in some of the more sophisticated attacks, or whether rival Sunni factions may also be involved. Despite the growing body count, Karachi can still draw on a store of tolerance. Some Sunnis made a point of attending the Shi'ite protests - a reminder that Farooqi's adherents are themselves a minority. Yet as Karachi's murder rate sets new records, the dynamics that have kept the city's conflicts within limits are being tested. In the headquarters of an ambulance service founded by Abdul Sattar Edhi, once nominated for a Nobel Prize for devoting his life to Karachi's poor, controllers are busier than ever dispatching crews to ferry shooting victims to the morgue. "The best religion of all is humanity," said Edhi, who is in his 80s, surveying the chaotic parade of street life from a chair on the pavement outside. "If religion doesn't have humanity, then it is useless." We have no trust in the security forces anymore and we’ll protect our community ourselves,” says the teenage Shia student. Extremist bombers killed nearly 200 people in Quetta in the two worst bomb attacks to strike Shia Muslims from the minority Hazara community, just weeks apart on January 10 and February 16. After each attack, thousands of Hazaras, including women and children, camped out in the bitter cold demanding that the army step in to protect them. The government brokered an end to the protests, but refused to mobilise the troops. Outlawed extremist group Lashkar-e-Jhangvi (LeJ) claimed responsibility and has threatened to exterminate all Shias. Few believe that dozens of men rounded up after the bomb attacks will ever be brought to justice. The Supreme Court and rights groups accuse the authorities of failing to protect Hazaras and now young men like 18-year-old Ismatullah are taking up arms to defend themselves and their families. Ismatullah’s best friend was shot dead last June near Hazara Town. He lost more friends when suicide bombers flattened a snooker hall on January 10 and a massive bomb hidden in a water tanker destroyed a market on February 16. “I couldn’t control myself when I saw scattered pieces of so many children and women of our community,” said the first year college student. “Our community is only interested in education and business, but terrorists have forced us to take up whatever arms we have and take to the streets for our own security.” At the moment they operate as volunteers under the name, Syedul- hohada Scouts, registered as part of the Balochistan Scouts Association, an affiliate of the worldwide scouting movement. For years, young men like Ismatullah have volunteered to protect sensitive events, such as religious processions during the holy month of Muharram. But their chairman says the threat is now so great that they should be paid full time as an auxiliary to government security forces. “We have around 200 young men who perform security duties on specific occasions, but most of them are students and workers, and can’t work full-time,” said Syed Zaman, chairman of the Hazara Scouts. “We are trying to make a system to start their salaries for permanent deployment and also coordinate with the security agencies. Hopefully, we will be able to form a regular force… and salaries in a month,” he said. Scouts president Ghulam Haider said it was a mistake to rely on government security when the first of two suicide bombers struck at the snooker hall in the Alamdar Road neighbourhood. “It resulted in another bomb blast minutes after the first one and we lost many more people,” Haider told AFP. “We didn’t want that to happen again, so immediately after the blast on February 16, we armed our youth to man the streets and entry points, which helped to prevent the chances of a second attack,” he claimed. Hazara Town, where the market was bombed, is very exposed, in the shadow of the Chiltan mountains and near the bypass which links the Afghan border town of Chaman to Karachi. While paramilitary Frontier Corps and police patrol the main approaches, they are not visible inside the neighbourhood. “Security agencies can’t protect us. They don’t know the area because most of them come from outside Quetta. So we’re planning to set up our own permanent posts inside our areas,” said Haider. The police, however, have their doubts. “If we start private policing by arming one particular community, it will set the wrong precedent,” said Fiaz Ahmed Sunbal, head of Quetta police operations. He claimed police were planning to close entrances to Hazara Town, and would recruit 200 young Hazaras to patrol their own areas. Haider says closing off roads will isolate the community but welcomed the recruitment of Hazara Scouts as a long-term solution. Others warn that time is running out. “If they don’t do anything and something happens again, we will take up guns and go out and kill our opponents. According to our correspondent, the US troops have secretly entered Iraq in multiple stages and are mostly stationed at Balad military garrison in Salahuddin province and al-Asad air base in al-Anbar province. Reports say the troops include US Army officers and almost 17,000 more are set to secretly return to Iraq via the same route. All US troops left Iraq by the end of 2011, after nine years of occupation, as required by a 2008 bilateral security agreement between the two countries. The troops left Iraq for the neighboring Kuwait. Washington decided to pull out all its troops from Iraq after Baghdad refused to grant legal immunity to the remaining US soldiers. Washington claims that the only US military presence left in Iraq now is 157 soldiers responsible for training at the US Embassy, as well as a small contingent of marines protecting the diplomatic mission. US-led forces attacked Iraq in 2003 and toppled Saddam Hussein on the pretext of possessing weapons of mass destruction. But no WMD was ever discovered in Iraq. At the peak of the US-led military operation in Iraq, there were 170,000 US troops and more than 500 bases in Iraq. WASHINGTON A member of a U.S. special operations team was killed during a weekend rescue mission in Afghanistan that freed an American doctor abducted by the Taliban outside of Kabul five days ago. President Barack Obama praised the special forces on Sunday, saying the mission was characteristic of U.S. troops' "extraordinary courage, skill and patriotism." A spokesman for U.S. forces in Afghanistan said Dr. Dilip Joseph of Colorado Springs, Colorado, was rescued early Sunday, local time, in eastern Afghanistan. Joseph, a medical adviser for Colorado Springs-based Morning Star Development, was rescued after intelligence showed he was in imminent danger of injury or possible death, according to the U.S. military. The U.S. did not immediately identify the special forces soldier killed in the mission. "He gave his life for his fellow Americans, and he and his teammates remind us once more of the selfless service that allows our nation to stay strong, safe and free," Obama said in a statement. In a separate statement Sunday, Defense Secretary Leon Panetta said, "In this fallen hero, and all of our special operators, Americans see the highest ideals of citizenship, sacrifice and service upheld." Morning Star, a relief group that helps rebuild communities in Afghanistan, said in a statement that Joseph was uninjured and would probably return home in a few days. The group also said two of his co-workers were freed by their captors about 11 hours before the rescue, after hours of negotiations were conducted over three days. Morning Star said the three workers were abducted by a group of armed men while returning from a visit to one of the organization's rural medical clinics in eastern Kabul province. The group said the three workers were taken into mountains about 50 miles (80 kilometers) from the Pakistan border, The relief group said it would not reveal the identity of the other two men because they live and work in the region. The group said it did not pay ransom to obtain their release. Morning Star praised those who helped get their workers back unharmed, singling out "courageous members of the U.S. military who successfully rescued Mr. Joseph as they risked their own lives doing so." The group also offered thanks to local Afghan elders "who made visits and appeals to the captors advocating for the release of the hostages." Joseph was captured by Taliban insurgents on Wednesday in the Sarobi district of Kabul province. The rescue operation was ordered after intelligence showed that the doctor was in imminent danger of injury or possible death, according to a statement by the U.S.-led military coalition. A roadside bomb killed 10 civilians who were driving to a wedding in the Musa Qala district of Helmand province, Helmand police chief's spokesman Farhid Ahmad Farhang said. Another roadside bomb killed five soldiers in the Badpakh area of Laghman, a province in the east, said Sarhadi Zwak, a spokesman for the provincial governor. In the third attack, a suicide bomber on a motorbike detonated his explosives at a police station in Kandahar city, killing three policemen and wounding four, local officials said. Violence has been increasing across the country as the deadline of end-2014 looms for most foreign combat troops to exit Afghanistan, leaving the 350,000-strong Afghan security forces in control. German intelligence fears Salafists re-base in Egypt

Fri, Aug 10 12:42 PM EDT BERLIN (Reuters) - Germany's intelligence service fears that members of a radical Salafist group, banned in the country since June, could establish a new, dangerous German Salafist colony in Egypt, the German daily Die Welt cited security experts as saying. In Germany, radical Islamist groups are kept under surveillance relatively easily, but the situation abroad is far more complex, a member of the intelligence service told the daily in an article to be published in its Saturday edition. Germany banned the Millatu Ibrahim Salafist group in June in a crackdown on radical Islamists suspected of plotting against the state. Interior Minister Hans-Peter Friedrich said they worked against the constitutional order. The intelligence service agent told Die Welt the Islamists might use Egypt only as a transit point, and from there join training camps and take part in armed conflicts elsewhere - or even return to Germany. A spokesman for the intelligence agency declined to comment on the report. More than a dozen Salafists have already left Germany for Egypt, Die Welt wrote. Among them were the former rapper Denis Cuspert, known as "Deso Dog" who calls for 'holy war' and praises the late al Qaeda leader Osama bin Laden. German authorities have recently stepped up their monitoring of Salafist groups following a series of violent clashes with police earlier this year. The roughly 4,000 Salafists in Germany, whose religious roots are in Saudi Arabia, are only a tiny proportion of the total Muslim population of about four million. Die Welt quoted security sources as saying Salafists were attracted by the favorable conditions enjoyed by ultra-conservative Islamists in Egypt since President Hosni Mubarak was ousted in 2011. Egypt's new Islamist president, Mohamed Mursi, recently freed a group of Islamists jailed for militancy during Mubarak's era, a step many see as a gesture to hardliners who supported his presidential bid. Its stunted development means that it will always have aggressive feelings towards more successful societies and, in particular, it is terrified of any expression of democracy. It has already occupied Bahrain and Wikileaks revealed the Saudi desire to attack Iran,” Rodney Shakespeare wrote in an article published on Press TV website. Shakespeare emphasized that Saudi Arabia, “which has no depth of culture, no political legitimacy, [and] no technological success,” feels threatened by the political, cultural and technological progress of Iran. In stories and books about the establishment of the Nation State of Saudi Arabia, King Abdul Aziz, the founder of the Kingdom of Saudi Arabia is romantically portrayed as the noble leader who "united" the tribes of Arabia. "Unite" seems an odd word to teach the masses, as history has shown most who establish control of a region do it through scheming, betrayal, politics, and lots of blood. The man was a great conquerer, he should be recognized as such. I do not wish to praise or condemn his character - however I cannot argue with the fact that he was a man willing to sweat and get his hands very very dirty to get the job done. His time was a much different generation, living within the harsh desert climate of Arabia – pre-oil boom and pre-convienience; a time that many Saudis argue were much harder times; but times that they say where one could found more quality, morale, drive and ethics within the community. The Sudairi seven, his seven sons from wife Hassa Al-Sudairi have managed leadership of the Kingdom between themselves, however, many have passed on, and more are elderly and sickly, and their time on Earth is surely very limited. Their generation saw a different Saudi Arabia than the one we know today, and was still very much in contact with the previous generation (the one of their father) who was used to living in the harsher times in Saudi Arabia. The late King Faisal responded to American oil threats during the 1973 oil embargo with: “We can go back to the desert and live off of dates and camel milk, but what will you do without oil?” This response worked at the time, because King Faisal’s was also a generation who needed to know how to survive, how to get their hands dirty, and how to "control" a nation, much different than the ones to follow. The “house of al Saud” has grown, and its youth are now very disconnected from the harsh Arabia of King Abdul Aziz. They are used to a hefty allowance, lavish lifestyles, with so many people around them sucking up that few have to deal with real conflict outside of their family circles and most don’t know how to deal with it; some murder, some get crazy drunk, some sniff cocaine, some get prostitutes, some get arrested, some give "good blow jobs"…but all no longer remember a Saudi Arabia without McDonalds, cars, money, Air Conditioning, and airplanes; and none of them had to get sweaty to have any of it. Theirs is a generation who may not be able to handle running the population of whom - I would argue - has greatly surpassed them. It used to be only the royals and major elites that could travel overseas to study. Only these elite few – already in control and to some extent free of many of the strict restrictions of Saudi society - got to taste the “freedom” taught in western schools and universities. Now a massive portion of Saudi students have been exposed to a world where leadership is not recognized by family name, and where ordinary people are encouraged to constantly question everything and think critically. This was once a message only the elites were exposed to, and with the King Abdullah scholarship, this door has been opened for a massive number of young Saudi men and women. The Ottoman Empire, Mohamed Ali’s Egypt, and the Qajar and Shahs of Iran all went through extensive reforms in their nations as they began to notice discontent– all plans included sending large number of students overseas to study – many of these students ended up being the very same students who would return to their countries to contribute to the fall of these regimes. Saudis are being educated within the Kingdom and outside the kingdom. Even Saudis within the Kingdom have been exposed to large number of foreigners who have have been invited in to work. They have seen the difference in lifestyle, they have been exposed to different ideas through books, movies, TV, internet (Saudi Arabia in the last year was by a landslide the country that experienced the most growth on Twitter). All these technologies opening the outside world to Saudi (to some extent) are at each individuals access, allowing for each Saudi citizen to have a window to a different way of thinking and to form their own personal experience with the outside world, something that wasn’t possible for the majority of even the most previous generation. The last generation tried for change, women tried to take to the streets in a driving protest in order to demand their rights and were met with brutality, Qatifis took to the streets around 30 years ago to demand rights and were met with brutality, prisoners piled into jails and were tortured for wanting simple reforms. They may have failed to reach their exact goals – but they definitley ignited a spark – and many of these people have had children. Their children live in a different time, and their children are trying once again for the change in Saudi Arabia. Protests are happening in the Kingdom now – from Qatif the Shiite center to Qassim the center of Wahhabism. The two most opposite cities in Saudi Arabia are both experiencing a common discontent with the way things are. The generation who could perhaps say “we will go back to living on dates in the desert and camel milk” is in its last days in leadership, and the power is to be eventually passed down to the next generation of royals. The majority of whom have been pampered and remain severly disconnected from reality…yet they are the ones who are to rule those educated and globally-connected Saudi youth? Between rampant poverty in a nation rich with wealth, to backward bureaucracy that forces everyone to run in circles before they can get anything accomplished, corrupt clerics who have deviated so far from Islam that many Muslims refuse to recognize it, to serious social issues (rape, sexual harassment, workers rights, etc) that are not spoken of, a Shiite and female population who have been mistreated and misunderstood for generations, to large amounts of people who have been thrown in prison for speaking out or wanting simple freedoms, and an educated youth who are beginning to challenge themselves to dream for the impossible…. The House of Al Saud has all the symptoms to an inevitable fall. When? I don’t know, but I think I’ll be alive to see it. The Saudi Arabian Sheikh Mohammed Al Arefe, often known to many in the West as the Sheikh who teaches Muslim men how to “properly beat their Wives” (http://www.youtube.com/watch?v=nhAYU_XN6DE), and to many Bahrainis and Saudis of the Eastern province as the Shia hater (http://www.youtube.com/watch?v=ONd1oXIiZqA) now has a new identity among many Muslims, as the defender of the Syrian people. The Sheikh gave a rather moving speech (http://www.youtube.com/watch?v=GE6En9e7dew) after his visits to the Syrian border to work with refugees. In the speech he called on the wealthy to put their money towards the Syrian people, called on Syrians to rebel against Bashar Al Assad, called on the Army to leave the regimes side and not to shed innocent blood, called on the men present in the Saudi Arabian mosque to join the Free Syrian Army, and called on Muslims to join and support the Syrian Believers in their Jihad against Assad, whom he loudly added “gets his support from the Persians, the Shia, the Villians and Hezbollah” Al Arefe was never much of a supporter of the people of the Arab Spring, keeping much in line with the Saudi governments political positions. He kept mostly quiet during the Tunisian, Egyptian, Yemeni and Libyan uprisings, and was clearly quick to denounce the Bahrain uprising (Bahrain having a Shia majority with a Sunni regime). Yet the Sheikh seemed to suddenly develop a “revolutionary” spirit in light of the Syrian situation. All the while, people in his own country, in the Eastern province of Qatif were being shot down by Saudi forces. The major question is how could a man with such a hateful discourse towards the oppressed Shia minority in his own nation, suddenly turn into a humanitarian? Al Arefe assisted in raising a large sum of money for the Syrian people, estimated at around 66 million dollars. The Sheikh faced some problems, as Saudi regulations require a license for such types of donations. When Al Arefe was brought in for questioning in Riyadh, it is said he was called a “Kharajite”, a term in today’s context meaning one who rebels against the rulers. In response to this remark the Sheikh responded (In his own explanation): “Rafidites (a vulgar term used to refer to Shiites) send Khoms – millions of their assets into Qum (The Shia Religious center of Iran) and Najaf (Shia Religious Center of Iraq) to support Bashar and their training forces that are sent to them. And when we raise money we are called Kharajites?” Later he explains: “I told the investigator: if we do not support the Mujahideen in Syria so they can win…Bashar and Iranian Rafidites will attack us, and right now they are looking for your baby’s head, to tear it away.” Al Arefe reveals his own intentions and worry through his own account of his interaction with the interrogator. His major fear and goal in Syria seems not to be that innocent Syrian lives are being slaughtered and killed by the thousands, but he fears that Shia and Iran will attack in some way, and sees this as the perfect opportunity to fight the Shia of whom he so scornfully despises; a face much more fitting of the man with the hateful discourse, than that of the humanitarian. Take his money Syria, and do all you can to help your people. But dear people, don't be fooled once again by a little Saudi money, into praising this man and claiming he is a humanitarian. In an article entitled Next up in the Middle East mess? Saudi Arabia’s succession fight, published in The Washington Post on Tuesday, Karen Elliott House writes that the elderly sons of Saudi Arabia’s founder, King Abdul Aziz ibn Saud, who have ruled sequentially since his death in 1953, are approaching the end of the line. The author notes that King Abdullah is nearly 90 years old and is in failing health and Crown Prince Salman is 76. The Saudi royal family can continue to pass the monarchy to the remaining brothers and half-brothers, but even the youngest of those is already in his late 60s, Ms. House pointed out. She noted that no Saudi prince is likely to have the insight and energy -- or even the time -- to steer the country in an era of reform or to solve the kingdom’s problems, such as poor education, high unemployment, a corrupt bureaucracy, and a crippled economy, or to deal with an increasingly young and frustrated society. External challenges, including the turmoil in the Middle East and a fraying alliance with the United States, must also be added to these domestic woes, Ms. House wrote. She stated that the three historic pillars of Saudi stability - oil, Wahhabi muftis, and the royal family -- are cracking. The massive revenue the country has obtained from oil for decades could be reduced by peak production and the sharp rise in domestic energy consumption. The extremist Wahhabi muftis, who have granted legitimacy to the House of Saud, are also increasingly divided and losing credibility in the eyes of the general public. In addition, the Saudi royal family is threatened by division as time has finally forced it to address the issue of generational succession. Ms. House added that sooner or later the Saudi crown will be passed to the new generation, which entails opportunity as well as risk. The opportunity in theory is that a new-generation royal -- educated, more open-minded and above all more energetic -- could begin to confront Saudi Arabia’s various problems by loosening up political and economic controls and increasing the competence of the government in order to assuage the people’s frustrations. However, the risk is that the divided Saudi royal family will splinter. The leadership in Saudi Arabia is unlike that of any other monarchy. It is a system where princes often marry multiple wives and thus produce dozens of progeny each -- now adding up to nearly 7,000 princes. Saudi Arabia these days is all too reminiscent of the dying decade of the Soviet Union, during which one weak leader succeeded another, she wrote. Ms. House said that given how large and divided the royal family has become over the decades, how a new-generation monarch will be selected is still an important question that remains unanswered. Many Saudis fear that the Allegiance Council, which King Abdullah established in 2006 in the hope of a smooth generational succession, will die with the monarch’s death. Saudi society now bears little similarity to the passive masses of a decade ago. Saudis now know about life inside their kingdom and in the wider world, and they dislike the inequalities they see. Sixty percent of Saudis are under 20 years old. Forty percent of Saudis live in poverty; 70 percent can’t afford to own a home; and 90 percent of workers in the private sector are foreigners Meanwhile, unemployment among 20- to 24-year-olds is nearly 40 percent. Saudi men won’t take the lower-skilled jobs for which they are qualified, and even well-educated Saudi women are not allowed to take jobs for which they are qualified. Talj touched upon Saudi regime’s effort to topple the Syrian government through dispatching armed militants, financing the militancy and fueling the fighting in Syria, saying Al Saud regime and Qatar are competing for implementing Washington’s policies in the region. “They (Saudi Arabia and Qatar) are protecting themselves and they are imposing themselves as amazing partners to the US, and a pillar to the US foreign politics in the Middle East where they are trying to play this role and hoping that this will make them very important to the Americans and will keep the Arab Spring between brackets, away from Saudi soil,” she maintained. The Syrian government has accused Saudi Riyadh and Doha of providing arms to “terrorists” inside Syria. Earlier in August, spokeswoman for the so-called Syrian National Council (SNC), Bassma Kodmani announced that Saudi Arabia and Qatar were among the countries providing insurgents with weapons to fight the Syrian army. Syria has been experiencing unrest since March 2011. Damascus says outlaws, saboteurs, and armed terrorists are the driving factor behind the unrest, and deadly violence while the opposition accuses the security forces of being behind the killings. Western states have been calling for Syrian President Bashar al-Assad to step down. However, Russia and China are strongly opposed to the Western drive to oust Assad. The Syrian government says that the chaos is being orchestrated from outside the country, and there are reports that a very large number of the armed militants are foreign nationals, mostly from Egypt, Algeria, Saudi Arabia, and Afghanistan. =================
