Insight - Pakistan military's move on Karachi seen part of "creeping coup"

World | Mon Apr 27, 2015 8:12am IST Related: World, South Asia ISLAMABAD | By Mehreen Zahra-Malik (Reuters) - The chief of Pakistan's main spy agency is spearheading a campaign to wrest control of the teeming port city of Karachi from a powerful political party, the military's latest, and some say boldest, foray into civilian life in recent years. According to military officials, police officers and members of the Muttahida Qaumi Movement (MQM) party which has traditionally dominated Karachi, Rizwan Akhtar has decided the time for policing the city from the sidelines is over. "There is a quiet, creeping takeover of Karachi by the military," said a government official close to Akhtar, head of of the Inter-Services Intelligence (ISI) agency, which traditionally acts as an extension of army power in Pakistan. "Karachi is just too big ... too much land, too much business, resources. No one party will be allowed to rule Karachi from now on," added the official, who declined to be named. The sweltering, violent metropolis is Pakistan's largest and wealthiest city. It accounts for half of national revenues and hosts the stock exchange, central bank and a giant port. The military's crackdown in Karachi started late in 2013, when the murder rate soared and mutilated bodies were dumped in alleyways daily. The operation, which escalated last month, is officially aimed at criminals and militants, but some say MQM is the real target. Army spokesmen did not respond to requests for comment. Weakening the MQM's grip, and particularly that of exiled leader Altaf Hussain, would free space for other political parties seen as more sympathetic to the military, like Pakistan Tehreek-e-Insaf, led by former cricketer Imran Khan. It would also give the army leverage over Pakistan's economic hub. That complements other steps taken in the last two years to tighten its grip on national security, foreign policy and the judiciary through the introduction of military courts. The army's increasing influence could make it harder for Prime Minister Nawaz Sharif to deliver a rapprochement with India that he promised when he won elections in 2013. "MISSION CREEP" Critics call it "mission creep" and say the army's power grab is a setback for Pakistan, where the military has ruled for about half the country's history. But police in Karachi are seen as too weak or corrupt to stamp out violence effectively, so many residents are willing to rely on the military despite its history of coups and accusations of rights abuses. Last month, paramilitary Rangers swooped on the MQM's headquarters in Karachi, seizing arms and detaining "criminals", including a fugitive convicted of murder. It was a direct challenge to the authority of Hussain, who, despite living in London since he fled murder charges in Pakistan in 1991, leads the party and remains one of the country's most powerful figures. The army has long accused the MQM of racketeering, kidnappings for ransom and targeted killings in Karachi. Police recorded 2,507 murders in the city in 2013, up from 278 in 2006. MQM denies the charges against it, but says that, while it has cooperated with Rangers in the past, the party will resist attempts to break it up. "What is happening now (raids and arrests) is inconceivable to us," said MQM leader Haider Abbas Rizvi. "But they will not be able to dismantle the party, if that is the plan." Senior government officials said the civilian administration in Karachi had been sidelined, and that decisions were being taken by the head of the Rangers and the chief military commander for Sindh province. Both are backed by Akhtar and the army chief. The Rangers declined to comment for this article. According to the officials, the government was not consulted either before the raid or when Rangers lodged a criminal case against Hussain last month. Sindh's governor, who has ruled the southern province where Karachi is located for 13 years, and chief minister are being excluded from regular security meetings they previously chaired. "SWEAT AND BLOOD" MQM leaders said the military had launched a campaign of mass arrests and "disappearances" of political workers, and said they were being unfairly targeted. At least 2,600 MQM workers had been arrested since the operation began, they said, and 36 members killed. But law enforcement officials said it was time to dislodge what they called a "militant" party. "If Altaf Hussain steps down, the MQM will live on; if he doesn't, the party will go down with him," said an official with knowledge of the army's new strategy in Karachi. In the past, the party has resisted attempts to rein it in by shutting down the city and hurting Pakistan's economy. This time, though, there has been little hostility. Party insiders express frustration with Hussain, who gives rambling, contradictory speeches to rallies by telephone from London. "We have built this party with our sweat and blood. Now a man living in exile ... is intent on destroying it," said a senior MQM leader, who did not want to criticise Hussain openly. Hussain remains defiant. After MQM comfortably won a Karachi by-election on Thursday, he declared: "the people and Altaf Hussain have a special relationship which cannot be shaken." Beginning of the end By Babar Sattar Updated about 11 hours ago IT’S hard to write about Altaf Hussain without fearing reprisal. Zulfiqar Mirza opened up some public space to critique Altaf Bhai, but just a bit. Call it Punjabi bias, but most folks you speak to privately can’t hide their glee over Altaf Bhai’s seemingly fatal legal woes. However, politicians across the spectrum, even vociferous critics of Altaf Hussain’s brand of militant politics, are expressing solidarity with him in public. Is it fear or our legendry expediency that accounts for this duplicitous response over Altaf Bhai putting his head in a noose in the UK? There will be a lot of conspiracy-mongering in the days to come. Altaf Bhai spoke of an international conspiracy to kill him, hatched by the ‘Western establishment’. In the shadowy intelligence world, nothing can be ruled out. But that Altaf Bhai was tight with MI6 and offered unfettered services to the ‘Western establishment’ against Al Qaeda, the Taliban and even the ISI after 9/11 has been a popular allegation against him. Did Altaf Bhai play ball with the ‘Western establishment’ at some point that he has now fallen out with? He is being hounded because vile imperialist forces have no utility for him any longer, is one conspiratorial but benevolent explanation of his arrest. Have interests of the ‘Western establishment’ changed due to the winding-down US war in Afghanistan? Are Altaf Bhai’s services no longer required because the ‘Western establishment’ and the Pakistani establishment are on the same page regarding Al Qaeda and the Taliban? Has Altaf Bhai developed a state of mind where he just isn’t a reliable business partner anymore? Or can there be a simpler explanation? Altaf Bhai had the support of the ‘Western establishment’ till before the murder of Dr. Imran Farooq. The planning or abetting of a crime within the UK was always a red line. Once the Metropolitan Police suspected Altaf Bhai of crossing that line, whatever immunity the British establishment might have afforded him stood withdrawn. As the Imran Farooq murder fell within the Met’s jurisdiction, the suspect’s links with the British establishment didn’t matter. With the Met’s decision to arrest Altaf Bhai, the ball has been set rolling. There are allegations of murder, incitement of violence, money laundering and tax evasion under investigation in the UK. The real question for Altaf Bhai was not whether he would be granted bail or released from detention pending investigation and trial. The real questions are what charges will be framed, whether Pakistan will cooperate in providing evidence, and whether Altaf Bhai will be allowed to return to Pakistan without trial in the UK. Power wielders in Pakistan expect and are afforded preferential treatment. Had Altaf Bhai been charged with the same offences and faced with law-enforcement agencies having tightened the noose in Pakistan, a ‘deal’ would have been in the contemplation of all parties concerned. The ‘Western establishment’ might even have been the guarantor of such a deal. But Western democracies are less excited about deals when it comes to the writ of their institutions and enforcement of their laws within their own territories. The point is that if forced to bet to save one’s life, one would bet on Altaf Bhai not getting a ‘deal’ in the UK. He is likely to be charged and tried for money laundering while being investigated for any role in Dr Imran Farooq’s murder. The only possibility of Altaf Bhai getting a deal is from Pakistan, with our establishment denying the Brits access to the two men in its custody wanted in the Imran Farooq murder case. But if access is provided and the two men end up implicating Altaf Bhai, he will probably also be tried for his alleged role in the murder case. What Altaf Bhai’s ordeal in the UK also does is bring out the contrast between the UK’s commitment to the rule of law versus that of Pakistan. There have been hundreds and thousands of murders in Karachi and Hyderabad and yet our power elite has shown no commitment and our law-enforcement agencies and justice system have exhibited no grit or capacity to bring the perpetrators to justice. There was one murder in London and it has thrown the liberty and future of the most dreaded politician in Pakistan into jeopardy. That all policemen with any role in the operation against MQM in the ’90’s were knocked off sequentially is now part of the city’s folklore. On May 12, 2007, over 50 innocent civilians were brazenly killed in Karachi. Despite many of them being lawyers our criminal justice system has looked away. We saw witnesses in the Wali Babar murder case mowed down one after another. The one officer, DIG Shahid Hayat, who stood out amongst pygmies while leading the operation under way in Karachi has now been removed. Could Altaf Hussain be investigated, charged, tried and convicted in today’s Pakistan without street pressure, threats of coercion and political expediency interfering with due process? The Brits arrested Altaf Bhai and are investigating him for laundering money into the UK. But where is the money coming from? For years we have spoken about ‘bhatta mafias’ and criminal gangs holding Karachi hostage. Yet, across our political spectrum no one wants to know whether the money that the MQM claims comprises donations has been laundered out of Pakistan, whether it constitutes proceeds of crime, and whether the state is planning to join hands with the UK authorities to investigate and clamp down on such crime. The sad reality is that Pakistanis (those rooting for Altaf Bhai’s punishment and those squarely in his corner) are largely convinced that justice might just be meted to Altaf Bhai precisely because he is being tried in the UK and not in Pakistan. The greater cause for despair is that we have no plans or intention whatsoever to fix our broken justice system. 4 dead, 15 injured in Karachi blast By Web Desk / Faraz Khan Published: November 18, 2012 The blast was followed by firing incidents in the area. PHOTO: SCREENSHOT KARACHI: Four people were killed and 15 others, including five Rangers, sustained injuries in a blast in the Abbas Town area, located on Abul Hasan Ispahani Road, Karachi, Express News reported on Sunday. The injured Rangers were deployed in the area for security purposes. Remote-controlled explosives were planted on a motorcycle outside a milk shop, bordering an electricity pole. The subsequent blast next to the pole led to the power outage in the area. However, power supply has been restored in certain parts of the area. The bomb was intended to be placed outside the imam bargah, but the area was blocked off. Following the blast, protesters from the Shia community stormed the area and Rangers engaged them in firing. Anti Extremist Cell (AEC) Chief Aslam Chaudhry, while speaking to Express News, said security was fool proof in the area and will comment after initial investigation. He said police was collecting evidence from the crime scene. Initial investigation revealed that the number plate on the motorcycle was forged. The security forces have cordoned off the area, while emergency has been declared in all the hospitals in the city. The injured, few of whom are in a critical condition, have been taken to the nearby Patel Hospital. President Asif Ali Zardari, Pakistan Muslim League – Nawaz leaders Nawaz Sharif and Shahbaz Sharif, Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan, Awami National Party (ANP) Sindh chapter Chief Senator Shahi Syed and Muttahida Qaumi Movement (MQM) Rabita Committee have condemned the incident. The president has asked for an inquiry into the matter. Interior Minister Rehman Malik has sought report on the blast from the IG Sindh. Additional IG told media that he will request for a ban on riding motorcycle till Ashura. This is a developing story and will be updated accordingly. . Two others were killed near Saifee College in the North Nazimabad area Block F. In the same area, another man was killed when unidentified gunmen opened fire at him. Earlier during the day, a man named Mashooq was shot dead in Korangi no. 6 area, while another man named Talha sustained injuries in the incident. He was later shifted to a nearby hospital for treatment. Akhtar Hussain, a resident of the Jumma Goth area of Korangi, was gunned down by unknown men. Ameen, who received injuries in a firing incident late Friday night, succumbed to his injuries today. A late night feud between two groups in the Golimar area claimed four lives. According to police, the two groups fought among themselves over resolving a issue pertaining to ending gang war from the Rexer Line area. The men, identified as Sajid, Babar, Shahid and Munawwar, died on the spot. Following the killings, an angered mob staged protest at Nazimabad Chowrangi and set alight a water tanker. Traders and industrialists have demanded for army to be deployed in Karachi to provide security. Earlier, Interior Minister Rehman Malik, gave details regarding violence in Karachi to the National Assembly and said that a total of 1,363 people have lost their lives at the hands of target killers during the past five years. Officials said two groups clashed outside Edhi morgue at Sohrab Goath when armed men of one of the groups came to receive a body from the morgue. As a result, sources said, a reporter of a private television and driver of Edhi ambulance sustained bullet injuries. Police parties arrived at the scene and exchanged fire with the armed groups, resorting to aerial firing and tear gas shells on gunmen which disappeared in the streets. Police and Rangers vehicles were also fired upon; however no causalities took place. Shops, markets and petrol filing pumps were also closed in the area following the exchange of fire between police and miscreants. Talking to SAMAA, IG police Fayyaz Laghari claimed that the satiation has been brought under control. He said miscreants were bent upon fueling sectarian hatred to decentralize Muslims ahead of the month of Muharram. He, however, admitted that police have failed to curb the violence despite ban on pillion riding in the city imposed on Thursday. Earlier today, three people fell prey to the violence. They were shot dead in Karachi’s Orangi Town locality near Islam Chowk. A father and his son were among the deceased, police said. According to police, unknown attackers riding on a motorbike opened fire on a car near parking plaza in Saddar that killed the passengers who were identified as Agha Aftab Haider Jaffri and Mirza Shahid Ali. General Secretary JAP Syed Shabbar Raza Zaidi protested the incident and told that Agha Aftab Haider Jaffri was one of the JAP leaders. He said that the government has failed in providing security to its masses. On the other hand, three bodies with hands and feet tied with a rope were found in gunny bags from Kareemabad under the bridge. The victims were kidnapped and tortured to death. The security forces also kicked off a search and clearance operation in Pehalwan Goth area of Gulistan-e-Jauhar after getting a tip-off. During the operation, the miscreants exchanged fire with the Rangers that injured two, including a security man and an armed miscreant. The Rangers have arrested the injured terrorist. KARACHI: Two people, including religious scholar and leader Allama Aftab Haider Jafri, were killed when unidentified men opened fire on their vehicle at a car parking in Saddar, Express News reported on Tuesday. The second man was identified as Mirza Shahid Ali who works at a private bank. Allama Aftab Haider Jafri was a leader of the Jafria Alliance. Meanwhile, three gunny-bagged bodies were recovered from Karimabad. All three deceased were shot in the head. Police shifted the bodies to Abbasi Shaheed Hospital. Earlier this year, Jafaria Alliance leader Mohsin Rizvi was attacked along with his son by unknown assailants near Patel Para as they were commuted between Golimar and their home near Islamia College. At least nine people have been killed and eight others injured in the continued wave of the violence in the city on Tuesday. According to sources, the latest incident was reported in Liaquatabad area of the city, where unidentified men opened fire on a mob, killing three people and injuring four people including two Rangers officials. The incident created chaos in the area with enraged people setting ablaze two cars and trucks. Aerial firing was also reported in the area after the killings. In other incident, two people were gunned down in Kalri area of Lyari while an incident of firing was also reported in Bahadurabad area of the city, where unidentified armed motorcyclists opened fire on a shop, killing one person at the spot. Meanwhile, one person was shot dead near Landhi hospital of the metropolitan while the other was killed in Korangi No 5 area.
