بيان رقم (80) جنود ومدربون وشركات امنية وجوه لاحتلال غاشم سماحة المرجع الديني السيد الصرخي الحسني (ادامكم الله) السلام عليكم ورحمة الله وبركاته يسال البعض عن الهدف من الاعلان والتصريح والتحشيد لقضية رفض الاحتلال وانهائه:: ......... لماذا يتم تناوله اصلا ؟ حيث ان الكثير يدعي انه لا فائدة من هذا الموقف لان الاحتلال ينتهي بصورة طبيعية وفعلية نهاية هذا العام ..وان العراق يحتاج الى المدربين من اجل اعداد الجيش والشرطة بصورة مناسبة لحماية العراق وحفظ امنه وامان شعبه .. وان قضية المدربين قضية عادية تجري في كل الدول التي تشتري معدات واسلحة من دول اخرى كاميركا وغيرها ... ونحوها من ادعاءات واقوال يرجى من سماحتكم بيان الموقف السليم والسديد ازاء ما يحدث في الساحة العراقية جزاكم الله خير الجزاء 02-10-2011 بسمه تعالى:: العجب كل العجب ليس من المنتفعين والانتهازيين والعملاء بل ممن يدعي العلم والفهم والوطنية والحنكة السياسية والقراءة الموضوعية والاطلاع الواسع الشامل للمجتمع ومجريات الأمور ولا ادري لماذا يقع كل هؤلاء في الفخ بل في فخاخ قوى الاستكبار والاحتلال الغاشم ومن ارتبط معهم من أشخاص وجهات وامكانيات إعلامية مأجورة فاقدة للمهنية ولأدنى درجات الشرف المهني .. فكيف يترك الشعب العراقي المظلوم في هذا التيه الكبير والظلام الفكري الثقافي المطبق بحيث تأخذه أمواج الفتن والخدع والمكر والنفاق يمينا وشمالا بل يخدع ويفتن بأوهن الأمور وأتفهها حتى صار أوضح مصاديق الاستخفاف الفرعوني والإطاعة الذليلة المهينة الجاهلة الظلامية فاين انتم يا عقلاء القوم اين القضاة والمحامون اين أساتذة الجامعات وطلابها اين الأطباء والمهندسون اين الأدباء والمثقفون اين الإعلاميون والمعلمون اين أهل السياسة والمجتمع الوطنيون اين رجال الدين أهل النزاهة والورع الصادقون اين العراقيون اين العراقيون اين العراقيون ...؟؟!! ولكن طالما قلنا وحكينا ونادينا وناشدنا ونصحنا وأرشدنا وتوسلنا ولكن اين المجيب .. { وَقَالَ يَا قَوْمِ لَقَدْ أَبْلَغْتُكُمْ .. وَنَصَحْتُ لَكُمْ وَلَكِن لاَّ تُحِبُّونَ النَّاصِحِينَ }الأعراف79.. وانا لله وانا إليه راجعون ولا حول ولا قوة إلا بالله العلي العظيم ...ولكن مع كل ذاك الجحود والإعراض والإنكار وعدم الإجابة وعدم النصح فاني مع الاضطرار أكون ملزما بالحديث والتذكير عسى ان تكون الذكرى نافعة وعلى كل حال فهي معذرة الى الله تعالى ولعلهم يتقون ...ومن هنا ساذكر في النقاط التالية وباختصار عدة تساؤولات وامور واضحة وبديهية لا تفوت الإنسان السوي :: 1- في البداية علينا ان نذكر أنفسنا والجميع ان تخفيض عدد القوات المحتلة هو رغبة شديدة وأكيدة اضطر إليها المحتل بعد الضربات المتتالية من المقاومة الوطنية التي عملت وتعمل من العراق وفي العراق ومن اجل العراق التي لم ترتبط بأي مخطط ومصالح خارجية لدول مجاورة تتنافس وتتصارع من اجل سلب ونهب وتدمير العراق ,وكذلك الضربات التي تتعرض لها من القوى التي ارتبطت بمخططات وأوامر من دول جوار وغيرها تتقاطع وتتعارض مصالحها فيما بينها او مع المحتل الأميركي ... والاهم في الأمر هو الرفض الجماهيري الشعبي الفكري والعملي الذي نزع كل شرعية للمحتل وأعوانه والمتعاملين معه وهذا الرفض الناشيء بجهود وتضحيات العراقيين الشرفاء الوطنيين الاصلاء الأخيار الذين سحبوا البساط من تحت كل من اسس للاحتلال ومهد له وأيده وتعاون معه في السر والعلن فذهبت أطروحات وخداعات وتغريرات استقبال المحتلين بالورود وانها قوات تحرير او قوات ائتلاف او قوات تحالف او قوات صديقة او فتاوى بوجوب تسليم السلاح للمحتلين او السكوت على كل الجرائم والقبائح والظلم والقبح والفساد الصادر من المحتلين وأعوانهم .. ومن هنا تولدت الحاجة والرغبة والاضطرار الذليل المشين عند الاميركان المحتلين لتقليل عديد قواتهم المعتدية الغاشمة وأعلنوا هذا بكل وضوح وصراحة فسحبوا جزءا من قواتهم سابقا وألان سيسحبون جزءا اخر والإبقاء على العدد الذي يحفظ لهم مصالحهم في العراق باقل الخسائر الممكنة,فلا ننخدع بالمخادعين والمغرر بهم بان المحتل سيسحب قواته في نهاية العام وانه سيبقى عدد قليل منهم او سيبقى المدربون ونحوه من كلام ,فالانسحاب وتقليل الأعداد ليس الا بالاضطرار والإكراه ولكنه ليس انهزاما كليا بل هو لتقليل الخسائر مع الحفاظ على المصالح والمنافع 2- الى كل من انخدع وينخدع ويُستهزأ به ويستخف بعقله في كل مرة فيشغلونه بالقشور او الفتات او الأمور الجانبية الثانوية او الفرعية وآخرها خدعة وأكذوبة وأضحوكة الحصانة للقوات الأميركية !!!! بمعنى ان المتصدي والمتحدث والمتفلسف والمخادع او المنخدع في قضية عدم الحصانة الكاملة للقوات الأميركية وكأنه فتح فتحا عظيما مبينا بدعوته هذه وكأنه وطني محض بل كأنه هو أصل وكل الشجاعة والوطنية ... ولكن فاتك أيها الوطني المحرر القائد الضرورة ان ما تقوم به هو التسليم الكلي المطبق المذل المهين ببقاء قوات الاحتلال اي ان الاحتلال وبقاء قواته لا إشكال فيه ولا مشكلة فيه وليس عندك اي اعتراض عليه ... وفقط وفقط وفقط مشكلتك وقضيتك المركزية ونضالك الطويل المرير هو فقط من اجل الحصانة فهل لهم حصانة مئة بالمئة او اقل من ذلك او لا حصانة لهم ؟؟!!! وسؤالي ليس لك ولكن لمن يصدق وينخدع بأمثالك أقول وكما يقال ان فرض المحال ليس بمحال فانه لو تم المحال اي تم إقرار عدم الحصانة لقوات الاحتلال التي ستبقى في العراق ... فهل ان قوات الاحتلال والظلم والفساد ستتحول وتنقلب وتصير قوات تحرير وعدل وشرف وأخلاق ؟؟؟ سبحان الله مالكم كيف تحكمون 3- عودة للمخادعين والمنخدعين والمغرر بهم والمستخف بهم بقضية الحصانة وعدم الحصانة للمدربين المحتلين ...اقول لو سلمنا مع هؤلاء بامكان تحقيق شرط عدم الحصانة للمدربين (المحتلين ) فيبقى السؤال ,هل سيتمكن هؤلاء من جعل الشروط والضوابط والمقدمات والقوانين المتعلقة بمحاسبة ومقاضاة ومحاكمة الاميركان المدربين (المحتلين ) ممكنة ومحتملة الوقوع؟ او ان هذا ضرب من الخيال وانه مستحيل التطبيق كما نبهنا وحذرنا واشرنا الى خديعة ومكر الولاية القضائية في الاتفاقية الامنية السابقة...؟ والواقع اثبت لكم جميعا مئات والاف الخروقات والجرائم في العراق من قبل قوات الاحتلال بعد توقيع الاتفاقية الامنية ولحد الان فاي جندي محتل قدم للقضاء العراقي بل من منهم سجلت عليه دعوى وتهمة واستدعي للتحقيق؟؟!!! ومن هنا يتضح ويتجلى لكل عاقل وكل انسان ان طرح قضية الحصانة هي خدعة وفخ ومكر ونفاق لخداع الجهال والهاء الناس وصرفهم عن اصل القضية وخطورتها فالتفتوا ايها العقلاء ايها العراقيون ايها البشر !!! وراجعوا وتاكدوا وتيقنوا مما قلناه قبل اكثر من سنتين بخصوص الاتفاقية الامنية وخاصة ما يتعلق بالولاية القضائية ...قال تعالى ‏{‏‏فَذَكِّرْإِن نَّفَعَتِ الذِّكْرَى سَيَذَّكَّرُمَن يَخْشَى ويتجنبها الْأَشْقَى الَّذِي يَصْلَى النَّارَالْكُبْرَى}‏‏ ‏[‏الأعلى‏:‏ 9 - 12‏]‏......... [[.... 20 / ربيع اول/1430....بيان رقم -70- موقف العقل والشرع الصواب ... من .. اتفاقية الانسحاب ..............]]] المادة الثانية عشرة / الولاية القضائية ......... 1- للعراق الحق الأولي لممارسة الولاية القضائية على أفراد قوات الولايات المتحدة وأفراد العنصر المدني بشأن الجنايات الجسيمة المتعمدة وطبقاً للفقرة (8) حين ترتكب تلك الجرائم خارج المنشآت والساحات المتفق عليها وخارج حالة الواجب ]]]] والآن يمكن ان نتيقن إن إثارة هذه القضية وتصعيدها في الاعلام الذي لا ينفك ان يكون تابعاً وعميلاً لهذه الجهة أو تلك.... فبالرغم من تنافر وتناقض الجهات لكن الجميع سار في الاتجاه الذي خطط له الاحتلال من أجل الاشغال عما هو أخطر وأهول وأفتك ومع كل ما قيل وذُكر وسُجّل من نقاش وحوار.... ورفض وقبول من طرف الاحتلال وغيره .... اقول مع كل ذلك فالنتيجة واحدة ، هي هي ، وما حصل فقط وفقط هو تلاعب في الالفاظ ، فيكون مكشوفاً ومعروفاً ومتيقناً مع ادنى تفكير والتفات ، فالنتيجة واحدة وهي لاسلطة فوق سلطة الاحتلال ... اذن لنسمح لانفسنا بقليل من التفكير والالتفات الى تلك العبارة والواردة في الاتفاقية ، فماذا نجد ؟ وماهي الشروط التي يجب تحققها كي يمكن للعراق والعراقيين ممارسة الولاية القضائية على المحتلين ؟ وهل يحتمل ولو الاحتمال الضعيف جداً كالواحد بالمئة او الواحد بالالف او الواحد بالمليون ......... أن تتوفر وتتحقق تلك الشروط ؟ والجواب واضح وجلي لا يخفى على كل عاقل سوي ، وهو كلا وكلا والف كلا ... لا يوجد أي احتمال لتحقق الشروط فلا يبقى أي معنى لورود وذكر الولاية والسلطة القضائية في هذه الفقرة من هذه المادة ، ولا ذكرها في أي مادة من مواد الاتفاقية ، لأنها لا تطبيق لها اصلاً في واقع الحال ..... وأرجو أن يكون القاريء النبيه التفت الى الشروط وشخّصها وهي ترجع الى اربعة شروط :- 1- أن تكون الجناية جسيمة ((ولم يذكر معنى الجسيمة)) . 2- أن تكون الجناية متعمدة ((ولم يذكر معنى العمد وحدوده ومن يشخّصه)). 3- أن تكون الجناية خارج المنشآت والساحات المتفق عليها ((وهذا يشمل كل اتفاق حتى لو كان حين الجناية بل حتى بعدها)). 4- أن تكون الجناية خارج حالة الواجب. لاحظ أن كل شرط من الشروط فيه باب وابواب.... للنقاش والتفسير والتأويلات.... وفرض المحال ليس بمحال ....فلنفرض أنه حصل الاتفاق على تفسير وتأويل وتطبيق وتحقق الشروط الثلاثة الأولى ، أي نفرض ثبوت أن الجناية جسيمة متعمدة وخارج المنشآت والساحات المتفق عليها .... لكن يبقى الشرط الرابع لا يمكن تصوّره وفرضه حتى على نحو الفرض المحال في هذا المقام والمقال ، لانه من السالبة بانتفاء موضوعها ، حيث أن جنود الاحتلال وكل الاحتلال لم يقطع تلك المسافات ويعبر البحار من أجل اللعب واللهو والتنزه والسياحة والاستجمام ، بل هم يقولون ويعتقدون واكثرهم يصدقون انهم خرجوا ويخرجون في واجب على كل حال بل هو عندهم واجب وطني واخلاقي وديني مقدّس ...... وهل قرأ أحدكم أو سمع في يوم من الأيام أن أحد الذين قُتلوا من قوات الاحتلال لم يُلف نعشه بعلم دولة الاحتلال ولم يُعتبر من شهداء الواجب والوطن والأخلاق ؟! فهم دائماً في واجب لأنهم على الأقل يدّعون أنهم يدافعون عن وطنهم وشعبهم وأمنهم الوطني.......... وعلى هذا الاساس تكون جرائم وقبائح كجرائم معتقل أبي غريب تُرتكب وترتكب ولاعقاب لأنهم في الواجب .... وقبائح انتهاك الأعراض ستتكرر وتكرر بدون أي حساب لأنهم في الواجب ، وكذا كل قبيح وفساد يرتكبه الاحتلال ويعتدي به على القرآن والمقدسات والارواح في العراق وعلى شعب العراق سوف لا ينالهم أي حساب ولا عقاب لانه لا ولاية ولا سلطة قضائية عراقية عليهم لأنهم في الواجب فينتفي الشرط الرابع من شروط ولاية القضاء..!!! فأي كلام عن سلطة قضائية على قوات أمريكا والاحتلال؟!!............ 20/ربيع اول/1430)))))))) 4- إتماما للمعنى السابق وإحكاما له ، فان قول البعض ان ما يتبقى من قوات هي للتدريب وهذه مسالة طبيعية وعادية تحصل في باقي الدول عندما تشتري أسلحة ومعدات من أميركا او غيرها ...اعلق عليه بان كلامي ليس لمن يصدر منه هذا الكلام ولكن لمن يصدق وينخدع به ..أيها العاقل أيها الإنسان ابحث في شرق الأرض وغربها وشمالها وجنوبها ابحث لي عن دولة او اي جهة أخرى حتى لو لم تكن دولة اشترت سلاح ومعدات عسكرية من أميركا ولاحظ هل انه حصل معها نفس ما يحصل في العراق ومع العراق فهل تصدر اي تصريحات وتنبيهات وتحذيرات من أعضاء في المجالس الأميركية او في الحكومة الأميركية تخوف شعب تلك الدولة وتتوعدهم الويل والثبور فيما لو رفضوا بقاء قواتهم (او مدربيهم كما يقول البعض ) ... وهل حصل معها ان تأتي وتذهب الوفود الأميركية الرسمية وغير الرسمية لكي تحث وتحذر وتخوف وتهدد تلك الدولة وشعبها وتضغط عليهم من اجل إتمام الصفقات والاتفاقات لإبقاء القوات المحتلة (المدربين ) 5- وعودة على تكالب واهتمام الاميركان بقضية بقاء القوات (المدربين ) وتصريحاتهم النارية التحذيرية المتكررة وزياراتهم الكثيرة للعراق من اجل هذه القضية. فإذا كانت القضية قضية مدربين وهي محدودة وطبيعية ومعتادة فلماذا هذه العجلة والإصرار والضغط من اجل إبرام اتفاقية قبل الانسحاب الكلي ؟؟ فلتنسحب كل قوات الاحتلال وليثبتوا ولو لمرة واحدة فقط وفقط انهم صادقون في مدعاهم ولو ليوم واحد فلتنسحب كل القوات المحتلة من ارض العراق ولو ليوم واحد فقط وفقط وفي هذا اليوم ليتم الاتفاق على المعدات والسلاح والمدربين وليأتوا في اليوم الثاني ...ومن باب شر البلية ما يضحك أقول : حتى نخفف عنكم ولا نتعبكم ولا نتعب ولا نزعج البعض الذي وصفكم من أول الأمر بقوات تحرير او ائتلاف او تحالف او قوات صديقة فإكراما لهؤلاء أصحابكم أقول يكفينا لإثبات مصداقيتكم ان تخرجوا كلكم ليوم واحد خارج حدود العراق ولو ببضعة أمتار خارج الحدود العراقية وابقوا هناك ليوم واحد وعودوا للعراق وادخلوا الحدود في اليوم الثاني بعد إتمام الصفقات والاتفاقات للمعدات والأسلحة والمدربين 6- استفهام أخر، هل كل اتفاقات الاميركان مع باقي الدول يجري فيها نفس ما يجري الان في العراق مما ذكرناه سابقا من تكثير زيارات وتصريحات أميركية وتكرارها وزيادة الضغوط والتحذيرات والتهديدات.وإضافة لذلك فهل صفقات الأسلحة والمعدات والمدربون لتلك الدول يتزامن معها ايضا زيادة ومضاعفة عمليات القتل والإجرام والترويع والإرهاب والحقن القبلي والطائفي بحق شعب تلك الدولة من اجل الضغط لقبول الصفقات والمدربين ؟؟؟!!! ومن هنا أقول لأهلنا في كربلاء والانبار لا ينظر بعضكم لبعض نظرة قبلية عصبية جاهلية بل ليكن كل نظرنا وتوجهنا الى أصل ومنبع وأساس القبح والفساد والإرهاب المتمثل بالاحتلال ولنعمل على إنهاء وجوده حقيقة وتحت اي مسمى كان 7- انه ان كانت القضية طبيعية وعادية تحصل في كل الدول عندما تشتري معدات وسلاحا تأتي بالمدربين معهم .. والسؤال هو أليس المفروض ان المدربين يأتون مع المعدات والسلاح او بعدها وليس قبلها؟؟؟ فاين الأسلحة والمعدات المشتراة حتى نقول هؤلاء للتدريب ؟؟ وإذا كانت مشتراة من السابق او هي نفس الأسلحة الخارجة عن الخدمة التالفة التي فرضتها على العراق قوات الاحتلال عندما سحبت بعض قواتها سابقا ، فالسؤال هنا لماذا لم يتم التعاقد سابقا مع مدربين ولماذا لم يتم التدريب طول هذه المدة ولكان انتهت هذه القضية وتم تجهيز قوات عسكرية عراقية قادرة على دفع الكثير من الأضرار والأخطار التي يتعرض لها العراق وشعبه فلماذا هذا التأخير في التجهيز والتدريب ولمصلحة من ؟؟ 8- ولنرجع الى خديعة المدربين فلنسال أنفسنا ان القوات المسلحة عموما تتألف من قوات = برية + وبحرية + وجوية .... وكل قوة من هذه القوات فيها أصناف او تشكيلات كثيرة وإذا أخذنا في الحساب قوات الداخلية وغيرها من قوات أمنية واستخباراتية ونحوها فان الأصناف او التشكيلات ستكون بأعداد كبيرة وهذه كلها تحتاج إلى التجهيز والإعداد والتدريب وإذا أضفنا للحساب ان أسلحة ومعدات نفس الصنف العسكري فيها أنواع مختلفة وكل نوع فيه أنواع او زمر ومنتجات مختلفة إضافة الى تفريعات وتقسيمات يعرفها أهل الاختصاص فينتج عندنا أعداد كبيرة جدا وكل منها يحتاج لعدد من المدربين فكم نتصور سيكون عدد المدربين ...ولا ينتهي الأمر الى هنا بل يوجد زيادة ومضاعفات للعدد من حيث ان كل واحد من هؤلاء يحتاج الى عناية صحية وغذائية وإدارية وخدمية وغيرها فيتضاعف العدد ... وهذا العدد الكبير سيحتاج الى حماية عسكرية فهنا تتضاعف الأعداد مجددا .. وهذه القوات بمجموعها تحتاج الى قوة استخباراتية تستقي وتجمع لها الأخبار والمعلومات فتدرسها وتحللها وترتب عليها النتائج التي يراد منها حماية تلك القوات مع المدربين وتمنع الاعتداء عليهم قبل حدوثه او تتبع خيوط وأدلة اي اعتداء يحصل لكشف منفذيه ومن يقف وراءهم ... واذا أضفنا للحساب أماكن التدريب التي سيتم فيها التدريب والتي هي جزما ارض عراقية فستحتاج الى حماية وبما ان قواتنا غير مكتملة التجهيز حسب الفرض والواقع المفروض من الاحتلال فستكون الحماية من قبل قوات الاحتلال أنفسهم فتضاعف العدد أكثر وأكثر ... ومع ملاحظة الاعتداءات بالصواريخ وقذائف مدفعية على تلك القواعد او أماكن التدريب فأنهم سيحتاجون الى قوة جوية ورادارات وغيرها لصد او منع مثل تلك الهجمات ... واذا أضفنا للحساب انه كم يحتاج العراق من قوات عسكرية عراقية من جيش وشرطة وغيرهم لكي يتمكن من حماية نفسه من اعتداءات دول الجوار فستكون القضية قابلة للتساوم والتنافس والتصارع والتناطح الكبير فكل طرف سيكبر ويعظم حجم خطورة الدولة التي هي في صراع من الدولة الأخرى التي تموله وتدعمه وتسيطر عليه ونفس الشيء في الطرف الثاني والثالث وهكذا فالنتيجة ان كل دول الجوار عبارة عن أعداء ووحوش كاسرة وقوى غاشمة معتدية تريد احتلال العراق وتمزيقه اذن سنحتاج الى عدد من القوات العراقية يفوق عدد الشعب العراقي وسنحتاج الى ما لا نهاية من السنين حتى يكتمل تدريب هذه القوات العراقية غير المنتهية العدد .... اذن ألان من يعرف منكم يا عقلاء يا بشر كم سنحتاج من مدربين محتلين و متى سينتهي الاحتلال (او كادر التدريب الاميركي ) ومن يصرف عليهم الأموال ؟!!! وفوق كل هذا وذاك فهل يتصور احدكم كم سيتضاعف العدد عندما ستكون تلك القوات المحتلة المشار اليها تحتاج الى شركات امنية توفر لها الحماية الامنية ؟؟!! فمن المدربين رجعنا لقوات احتلال عسكرية والى قوات وشركات امنية ..فهل يوجد نهاية لهذا التسلط والظلم والقبح والفساد ؟!!! Bush and was the last day for U.S. troops to withdraw from Iraq, nearly nine years after the invasion that toppled Sunni dictator Saddam Hussein and allowed the Shi'ite majority to take power. Maliki did not mention the current political crisis or Hashemi by name, but said: "After today, there will be no place for those who put one foot in the political process and the other with the terrorist organisations." Iraq's Sunnis, who held power for decades under Saddam, have felt marginalised in politics since his overthrow in 2003. The inclusion of Iraqiya in a "unity" government following months of negotiations last year was considered a key to avoiding a slide back into sectarian conflict. The ceremony, held on a Saturday when Iraqis are normally off work, did not appear to prompt any large-scale celebrations. In Babil province, south of the capital, an Iraqi flag was raised to the top of a 24-metre pole in a ceremony attended by Governor Mohammed al-Masoudi and about 500 guests. Soldiers and police paraded with banners, one reading "Sovereignty day, a day of dignity for all Iraqis." Iraqi forces held a military parade at the Habaniya base in western Anbar province, where Lieutenant General Abdul-Aziz al-Ubaidi said: "The armed forces are ready to protect our homeland, its waters, its land and its sky." Earlier on Saturday gunmen killed five members of the government-backed Sunni Sahwa militia at a security checkpoint in the town of Khan Bani Saad, about 30 km (20 miles) northeast of Baghdad in restive Diyala province, an al Qaeda stronghold. The worst political crisis in a year threatens the OPEC oil producer's fragile coalition government as Iraq continues its battle against a weakened but tenacious Sunni insurgency without the presence of American troops for the first time since the 2003 invasion that ousted Sunni dictator Saddam Hussein. The move to arrest Vice President Tareq al-Hashemi, coupled with Maliki's request to parliament to fire Deputy Prime Minister Saleh al-Mutlaq, another prominent Sunni, served notice Maliki could push for a majority government that excludes the Sunni-backed Iraqiya bloc, the big winner in the 2010 elections. The inclusion of Iraqiya in the coalition government was considered vital to preventing a slide back into sectarian conflict, which killed tens of thousands of people in 2006-7. Hashemi fled to the semi-autonomous northern Kurdish region to avoid arrest, further raising tensions between the Kurds and the central government in Baghdad, which already have longstanding disputes over oil, land and constitutional rights. A decision by Exxon Mobil late last year to venture into the Kurdish region had already set up a confrontation between the world's largest publicly traded oil company and Baghdad, which threatened to cancel Exxon's southern oilfield deal. The political crisis and the Exxon pact could push disputes between Baghdad and the Kurds to new heights, increasing anxiety in Iraq's disputed territories, already a potential faultline for conflict without U.S. troops to act as a buffer. While violence has fallen since the worst days of sectarian conflict, bombings, assassinations and other attacks by Sunni Islamist insurgents and Shi'ite militias still occur daily and scores of people are killed every month. The now-completed U.S. military withdrawal - nearly nine years after the invasion that toppled Saddam - could allow a worsening of sectarian differences and meddling by neighbours, including Shi'ite Iran and Sunni Saudi Arabia. A return to sectarian bloodletting could embarrass U.S. President Barack Obama as he campaigns for re-election. Multibillion-dollar deals Baghdad signed with energy majors have the potential to quadruple oil output capacity in six years and power Iraq into oil's big league, but they are moving ahead only slowly. Increased production would give Iraq the money it needs to rebuild, but everything depends on whether the OPEC member can secure oilfields, refineries and other vital infrastructure. Iraq is isolated from world markets. Only a few dozen firms are listed on the stock exchange. Iraq's dinar is thinly traded and the exchange rate is effectively determined by the central bank in its dollar auctions. Below are some of the major risks facing Iraq. SECTARIAN TENSIONS The new crisis erupted on Dec. 18, the very day the last U.S. troops were heading out of Iraq. The Shi'ite-led government sought the arrest of Hashemi, a prominent Sunni leader, on charges of running death squads. Maliki, accused by critics of having autocratic tendencies, also went after his Sunni deputy, Mutlaq, asking parliament to replace him. Sunni-backed Iraqiya, led by former Prime Minister Iyad Allawi, a secular Shi'ite, launched a parliamentary boycott. Maliki, never comfortable with the U.S.-supported coalition that includes Shi'ite, Sunni and Kurdish factions, said Sunnis could be shut out of government. Sunni Muslims had held the reins in Iraq for more than two decades under Saddam, and many say they have felt marginalised politically since the 2003 U.S.-led invasion that ousted the dictator, allowing majority Shi'ites to take power. Without U.S. troops on hand, analysts say Maliki seems intent on provoking Iraqiya and consolidating his control over Iraq, which has the world's fourth largest oil reserves. In a harshly worded editorial published in the New York Times last week, Iraqiya leaders including Allawi said Iraq was headed toward a "sectarian autocracy that carries with it the threat of devastating civil war." WHAT TO WATCH: - Kurdish efforts to mediate the dispute - Further attempts by Maliki to isolate Iraqiya THE U.S. PULLOUT The last U.S. troops, but for a small contingent attached to the U.S. embassy, left Iraq on Dec. 18, putting responsibility for security squarely in the hands of an Iraqi army and police force still being rebuilt after a devastating defeat in 2003. The Iraq-U.S. security pact agreed by then-President George W. Bush in 2008 lapsed on Saturday. Maliki has said his army and police can handle internal security. But military commanders say Iraq's defence against external threats is weak and they still need U.S. help, particularly with air force and naval training. Iraq has signed a deal to buy 18 F-16 warplanes in a move that will further strengthen military ties with Washington but the jets will not be delivered for years. Baghdad and Washington have yet to complete any new defence agreements but analysts say it is likely the U.S. military will step in to protect Iraq's vulnerable airspace from incursions. WHAT TO WATCH: - A new security agreement between Baghdad and Washington. - Signs of conflict along ethnic, sectarian faultlines KURDISH-ARAB CONFLICT Tension between Arabs and minority Kurds, who have enjoyed virtual autonomy in their northern enclave for 20 years, is festering. U.S. military officials have long considered the northern disputed territories a potential flashpoint for future conflict, particularly now that the American troops are gone. Kurds hope to reclaim areas they deem historically Kurdish. While Kurdish leaders celebrated the announcement in November of a new contract for six exploration blocks with Exxon Mobil, the first major to move into their region, Baghdad fumed. The central government claims rights over Iraqi oil reserves and deems deals between foreign oil companies and the Kurdish government illegal. It threatened to void Exxon's contract to develop the rich West Qurna Phase One oilfield in the south. Baghdad and Arbil have been at odds for years over control of Kurdish oil, but the Kurds are key allies of Maliki in his frail coalition government. Noteworthy is that the Iraqi Arena is witnessing a political and security tension, due to the demands by some provinces to announce their administratively and economically independent "Regions," including Salahal-Din, Diyala and Anbar, in protest to the marginalization, detentions and eradication, amid similar expectations by other provinces to announce such "Regions."
