Police arrested seven people in the investigation into a lone-wolf attacker who killed three people and injured 40 before being shot dead by police near parliament in London, Britain's most senior counter-terrorism officer said on Thursday.
Mark Rowley said there were four dead including the attacker and 29 people still being treated in hospital, seven of whom were in a critical condition.
Police had said on Wednesday that the death toll was five in the worst such attack in Britain since 2005.
The attacker sped across Westminster Bridge in a car, mowing down pedestrians along the way, then ran through the gates of the nearby parliament building and stabbed a policeman before being shot dead.
Authorities have said they are working on the assumption that the attack was Islamist-related.
Britons have been shocked by the fact that the attacker was able to cause such mayhem in the heart of the capital equipped with nothing more sophisticated than a hired car and a knife.
"The police and agencies that we rely on for our security have forestalled a large number of these attacks in recent years, over a dozen last year," said defense minister Michael Fallon.
"This kind of attack, this lone-wolf attack, using things from daily life, a vehicle, a knife, are much more difficult to forestall," he told the BBC.
Police believe they know the identity of the attacker but have not named him.

"We're dealing with an enemy, a terrorist enemy, that is not making demands or taking people hostage, but simply wants to kill as many people as possible. This is a new element to international terrorism," Fallon said.
Rowley said police had searched six addresses in London, Birmingham and other parts of the country in their investigation.
"It is still our belief ... that this attacker acted alone and was inspired by international terrorism. At this stage we have no specific information about further threats to the public," Rowley said.
He said there was a mix of nationalities among the dead but gave no details. The victims were the policeman, Keith Palmer, who was stabbed and two members of the public, a woman in her mid-40s and a man in his mid-50s. The fourth dead was the assailant.

Three French high-school students aged 15 or 16, who were on a school trip to London with fellow students from Brittany, were among the injured.
French Foreign Minister Jean-Marc Ayrault was expected to arrive in London to visit them at hospital, French media reported.
There were also five South Koreans among the injured, South Korea's foreign ministry said in Seoul.
A minute of silence to honor the victims will be held at 0933 GMT in parliament, outside police headquarters at New Scotland Yard, and in the Scottish parliament in Edinburgh.
Prime Minister Theresa May was due to make a statement to parliament on the attack at 1030 GMT.

London attack highlights importance of protecting borders, says France's Le Pen
A vigil was planned in London's Trafalgar Square at 1800 GMT.
Fallon said security arrangements at parliament would be reviewed.
Westminster Bridge remained cordoned off with a strong police presence. The nearby Westminster underground rail station, normally a busy hub in the morning rush hour, was not accessible from the street as it was within the cordon.
May said on Wednesday the location of the attack was not an accident. She said any assault on British values of liberty, democracy and freedom of speech was doomed to failure and Britons would not be divided by such acts.
But anti-immigration groups were quick to make links between immigration and the attack.
Leave.EU, a group that has campaigned for immigration to be severely restrained as part of Britain's exit from the European Union, accused mainstream politicians of facilitating acts of terror by failing to secure borders.
"We are sick, tired but perhaps even more so we are angry that recent governments across Europe have enabled these attacks through grossly negligible policies that have left us vulnerable," the group said in a statement.
In France, far-right presidential candidate Marine Le Pen also drew a link, saying that events in London highlighted the importance of protecting national borders and stepping up security measures.

Three French schoolchildren hurt in London attack
PARIS - Three French schoolchildren were hurt in the attack near London's parliament on Wednesday, French officials said.
The three were students aged around 15 or 16 of the Concarneau Lycee in Brittany, western France, according to a report in Le Telegramme regional newspaper.
Prime Minister Bernard Cazeneuve confirmed on Twitter that the three were schoolchildren.
The report in Le Telegramme cited a fellow students who was at the scene of what British police have described as a terrorist incident, saying the three were hit by a car that was involved whilst walking on Westminister Bridge.

Housing: Experts concerned over 'big differences' in same property insurance prices
AM By Jean Kennedy and Lucy Carter

A new report into house insurance premiums suggests a lack of competition in the industry is leading to some people being seriously overcharged because they do not shop around enough.
Key points:
Medlow Bath suburb has up to $1,700 difference
Competition is not fully effective in the insurance industry, Professor David Cousins says
When consumers shop around, that will affect the market price, Professor Cousins says
Professor Allan Fels, the NSW Emergency Services Levy Insurance Monitor, and his team examined 11 suburbs across the state, comparing home and contents policies for different insurers.
He said the differences they observed were huge.
"A typical average quote, say for Randwick might be $1,674. But you can get them for identical properties for $1,062, that's over $600 cheaper," he said.
"At the other end some people are paying $2,200 on identical properties."
Deputy Insurance Monitor Professor David Cousins also said there were stark differences in the cost of insurance for similar homes with similar risks, in the same suburb.
"In the case of Concord — an inner western Sydney suburb — the differences are around $800 to $900 between the most expensive and the cheapest premium," he said.
"And in the Blue Mountains' suburb of Medlow Bath, the difference was more extreme, it was up to $1,700 difference.
"So, what we're talking about here is a standard house with all the common features and obtaining a quote for that house for all of these major insurers, with the variation quite staggering.
"Different suburbs have different characteristics, and you would expect to see price differences across locations.
"But it's very concerning there are such big differences in prices quoted for the same property."
He said it suggested competition was not fully effective in the insurance industry.
Edge of a cliff? Housing in 2017
There are plenty of forecasts around the Australian housing market in 2017 - and few are positive.
"The main reason is because consumers are not shopping around," he said.
"There are plenty of insurance companies out there and plenty of alternatives for consumers but they need to check what prices other insurers are willing to offer, so they get the best price and create more competition.
"When consumers do their shopping around and if they start to switch away from high-priced suppliers to the lower prices suppliers, then that will affect the market price.
"It will sharpen up the insurers, they will start to think more carefully about the prices that they set and how they are going to be responded to by consumers and if people start to move away and renew fewer policies for example, they'll quickly get the message."
Comparison websites 'needed'
Professor Fels has called on insurers to be more transparent in two major ways.
"We believe there should be independent home insurance comparison websites — insurers have opposed that," he said.
"And we also believe that when [consumers] are notified of their insurance costs at their annual premiums they should be told what they paid last year.
"Hardly any insurer tells them what they paid last year, your insurance note just arrives through the mail or the email and it's got a new price on it, but you're not told the old price."
He said if insurers remained resistant to these measures, state and territory governments should step in.
"I think if the industry doesn't do this, governments around Australia will have to consider doing something like that, to get the insurer to do what is obviously the right thing by consumers," Professor Fels said.
"In the United Kingdom it will be, from April 1 this year, mandatory for insurers to provide the information about what was paid last year."
Campbell Fuller, from the Insurance Council of Australia, said a number of major bodies like ASIC and APRA had issues with price comparison websites.
"Price comparison websites force consumers, or encourage consumers to look only at the price of the product," he said.
"And when every product is different it's simply unfair comparison."
He said insurers were being encouraged to publish their previous years prices, but that it would take time.
"Insurers were notified of that last September, it takes a long time to change computer processes," he said.
"Insurers are looking at how best to do this before July 1 but it's going to be a hard process to do. We are looking very closely at other measures by which we can better inform consumers."

MOSQUE NOT NEEDED BY POORAKA COMMUNITY

Development Number 361/1549/2016/3B
Applicant Shia Community of South Australia, PO Box 472 Marden. SA 5070.
NATURE OF THE DEVELOPMENT
PLACE OF WORSHIP WITH ASSOCIATED ACTIVITIES AND A CEMETERY…
LOCATED AT 256-258 Bridge Road, Pooraka, SA 5095
CT 6156/573 ZONE INDUSTRY.
I make this representation in writing by this email. No hard copy in writing.
I oppose a determination that this application should be granted.
And I understand that I am authorized to make this representation and supported by these people on just 24 hours xxxxxxxxxxxxxxx
I note that “Detailed amended plans” are not provided and not available for comment.
The application is required to be assessed on “its merits”
A cemetery next to a retirement village with regular funerals close by is not meritorious.
A cemetery in an industrial zone is not meritorious.
The cemetery and Islamic centre takes up space in a much needed industrial zone.
1000 people attending will adversely affect traffic flow – access to residents and access to industrial facilities.
The proposal is inappropriate in terms of land use and car parking.
The zoning is for industrial, warehousing, storage and transport use.
The self described “large scale” Islamic centre of shop, school, counselling centre. meeting hall, offices, kitchen, dining restaurant, and cemetery does not fit and is not appropriate.
The report with the application uses the words that such a development “creates obvious potential land use conflicts with residential areas”. This is even more obvious when a retirement village is less than 30 metres away.
It will not just adversely affect residents it will adversely affect access to those using the industrial zone for its primary zoned purposes.
Such “large scale” Islamic sites have a clear history of impacting adversely and conflicting with other land users that interface.
Industrial interfacing users require ready and un-interrupted access. Residential interface less than 30 metres away require quite enjoyment of retirement. Not being woken by early use at 5.00 am. Or kept awake by late users and large crowds leaving from 150 car parks and up to 1000 attendees at least 8 times per year.
A cemetery adjacent to a residential area. Specially a retirement village area should not be imposed on existing residents. It may be different if residents choose to purchase close to an existing cemetery but there is a clear adverse impact by introducing a cemetery into an existing residential community.
Funerals according to Islamic Shia traditions are not described. It is not known what impact they will or may have.
The grave sites will be raised above current bench land levels thereby having a greater public impact and will dominate their surrounds in conflict with residential use.
The supporting report says that a “dwelling located … at the interface of a large vibrant activity centre must expect a reduced level of amenity…” and “ noise emanating from the site” is a reason for it being on the periphery of an industrial precinct. What of the existing retirement residences just less than 30 metres away and fronting the same street?
There is no realisitic “level of separation” from the existing residences that will ameliorate the reduced level of amenity and noise emanating from the site and traffic parking conflict when 1000 people attend with only 150 on site car parks. Application of the Council rule of One car park for three attendees renders this totally unacceptable.
The parking section of the addressing report fails to note that at least 8 times per year 1000 are expected and it refers only to a maximum of 300 to 450.
It is not relevant that it will “take some years” for usage of the site to reach saturation point. The impact on residences and industrial users needs to be taken in to account at the planning stage.
The impact is not considered acceptable and the application for this development in this location has no merit.
The conclusions in the accompanying report are not well founded.
The proposed development will decrease the amount of land available for industrial purposes by utilizing the land for a different purpose altogether and by impacting as a “large scale” development with unpredictable huge traffic crowds of at least 1000 at least 8 times a year and discouraging industrial use on adjacent sites where un-impeded access is always needed.
The proposed development will prejudice the ongoing development and use of the land in the industrial zone for the same reasons.
The proposed development is not appropriately sited. It is a school, a cemetery, a counselling centre, a meeting hall, offices, a kitchen and restaurant, and a retail shopping outlet at the interface of residential and industrial zones.
It cannot be appropriately managed to ensure no unreasonably amenity impacts. Indeed the supporting report says that noise and traffic will impact on the interfacing residents and retirement village and industrial access.
It does not provide adequate parking. It projects at least 1000 attendees at least 8 times per year and provides only 150 parking places on site which is less than 1/3 of the required amounts. Parking will occur in the streets and impact on traffic, residents and industrial zone access.
The proposed development does not respond to community needs. There is no changing local community need.
The report refers to the South Australia Shia community not to any Pooraka or local need. There is no reference to any changing local community need. There is no factual basis for that claim provided in the report.
It is simply a “large scale” Islamic centre being imposed on the local Pooraka community.
The proposed development is not an appropriate form of development for the subject land and locality and is discordant with the relevant provisions of the Salisbury Council Development Plan and does not exhibit sufficient merit to warrant development plan consent.
SOCIAL IMPACT REPORT
Because the Development is to be determined “on its merits” and because it is asserted by the applicant that the application has merit based substantially on its own assertions that it:
“responds to changing community needs and facilitating the timely provision of social infrastructure and services. It is appropriate that as our society becomes more diverse, that the spiritual/religious/community needs of these communities are met.”
This assertion is challenged by me. Council is required to consider the merits of the development.
It is respectfully submitted to Council that it ought to require an independent Social Impact Report. These are much like “Environmental Impact Reports” but instead address the very issues that are being asserted by the applicants report with no supporting facts.
It is not appropriate for Council to accept the unsupported assertion of the applicant on these very important issues.
I request the opportunity to address in person the DAP on these issues.

A social impact study provides planning authorities with information about how a proposed development will most likely affect a neighbourhood’s way of life, culture, sense of community (identity and social cohesion), social and architectural environment, health and wellbeing. Social impact joins environmental and economic impacts in defining a neighbourhood’s amenity. Existing social impact assessments of mosques were reviewed and found to be empirically incomplete, theoretically weak and ethnocentric.
The study adopts a biosocial theory, Ethnic Nepotism, that has proven useful in explaining and predicting the effects of ethno-religious diversity. Religions are conceptualised as entities that evolved culturally to solve adaptation problems. To generate a hypothesis concerning distinctive Muslim behaviour, overseas social impacts were reviewed. The results were two hypotheses of the social impact of Muslims on Australian neighbourhoods. Both involve loss of amenity.
The first hypothesis is that ethno-religious diversity causes a loss of trust and cohesion in Australian communities as it does overseas. The second hypothesis is that distinctive Muslim characteristics cause additional negative social impacts.
The first hypothesis is confirmed quantitatively by seven studies conducted between 2006 and 2013. Muslims formed part of the diversity being studied but were not a focus of the research.
One study by the Australian Bureau of Statistics found that in 2014 diverse communities volunteer less, as do immigrants of non-English speaking background. Four of the studies were surveys conducted by the Scanlon Foundation in conjunction with the Multicultural Foundation of Australia. The surveys, published in 2007, 2009, 2012 and 2012, all found that diversity significantly undercuts feelings of trust and safety, confidence in harmony, the quality of life, support for immigration, and acceptance of refugees.
The second hypothesis was confirmed quantitatively by seven lines of converging evidence. Muslim communities are associated with strongly negative social impacts for long-time Australians (third generation), much worse than those produced by ethno-religious diversity or by Buddhism, the other large minority religion.
The Scanlon area surveys indicate that in areas with large Muslim populations, disapproval of Muslims is about five times the disapproval of Buddhists in areas with large Buddhist populations. This result has been repeated by every survey since 2010 when the question was first included. Even among strong supporters of multiculturalism, who generally accept minorities, in 2014 as many as 18 per cent were negative towards Muslims, but only 2 per cent towards Buddhists. In the same year, when the survey was conducted more anonymously online, overall negative attitudes towards Muslims rose to 44 per cent. The findings are replicated in patterns of reported discrimination. While ethnic groups within Islam were disapproved, the negativity towards the Islamic religion was stronger.
The Scanlon results were confirmed by a Roy Morgan poll in 2013, which found that 70 per cent of respondents distrusted Islamic influence, and a Progress Institute survey in 2015, Salter: General SIA of Australian Mosques (Revised 7 July 2016) Page 5
which found that only 24 per cent of respondents felt “very safe”, a sharp fall from the 42 per cent who gave that reply in 2010.
These extensive survey results were confirmed by imprisonment rates in Victoria, NSW and Queensland. Overall, Muslims are imprisoned at almost three times their proportion of the population. In addition, Muslim unemployment and public dependency rates are two to three times greater than the Australian averages. Finally, lack of affiliation with Australia is indicated by patterns of Muslim military volunteering. About five times the number of Australian Muslims have volunteered or attempted to volunteer for jihadist forces in the Middle East than are presently serving in the Australian Armed Forces. This despite a very high casualty rate suffered by jihadists.
These converging lines of evidence help explain the survey findings of a steep decline in social cohesion and a rise in fear and uncertainty in areas with large numbers of Muslims and a similarly steep decline in acceptance of Muslims nationwide.
Qualitative evidence offers further confirmation of these results, while adding behavioural detail. Muslim and Middle Eastern communities contribute disproportionately to terrorism and organised crime, according to state and federal security experts. Islamic terrorism is responsible for the National Terrorism Threat Advisory System warning that another act of domestic terrorism is “probable”, a high setting to which it was raised in September 2014. Muslims show ethnic variation in rates of terrorism, high for Lebanese, low for Indonesians. However, the latter constitute only 5.9 per cent of Australian Muslims, and jihadism is increasing in Indonesia, Malaysia and the Philippines. Criminal Muslim families are so prominent in distribution of illicit drugs and related violence, that Victoria and NSW both have had crime squads dedicated to “Middle Eastern Crime”. These threats are predicted by experts to last for generations. Contributing to this are low Muslim intermarriage rates, also evident in Europe.
Organised crime and terrorism belong to a wider spectrum of anti-social behaviour. The qualitative evidence includes descriptions of anti-social behaviour, including the broad-spectrum crime described in earlier, anti-white assaults and harassment, and hyper-masculine and misogynist culture among young men. Similar accounts are provided by experienced journalists and police. The view from within Islam tacitly confirms these accounts either by calling for a more pacifist Islam in tune with Australian values, or by denouncing Australian society.
To summarise, quantitative and qualitative data indicate that Muslims exert negative social impacts on local neighbourhoods significantly beyond that caused by ethno-religious diversity. More than immigrants and minorities in general, Muslims weaken community identity and cohesion, reduce trust and sense of public safety, and increase anti-social behaviour, crime, and unemployment in local areas. In addition, Islamic populations and mosques increase the risk of organised crime and terrorism, a trend expected to last for generations. Salter: General SIA of Australian Mosques (Revised 7 July 2016) Page 6
Taken together, these negative impacts constitute a substantial loss of amenity to local residents.
As the number of Muslims grow, an area typically becomes less liveable for non-Muslims.
Mosques contribute to negative social impacts in their areas by attracting Muslims and by reproducing Islamic doctrines and identity. They also slow assimilation by promoting within-group marriage. These have been adaptive features of mosques and Islam because they preserve the identity and cohesion of Muslim communities. They have the same effects among Muslim immigrants in Australia but in so doing slow integration with the larger society, with resulting negative social impacts on local populations.
The policy implications of this general SIA are that: (1) proposals to build or commission religious centres should be accompanied by SIAs describing social impacts in the categories reviewed in the present study; and (2) councils should be empowered to preserve the cultural and religious identities of their communities.

John Bolton, if you are listening is it about time we started to look to legalities to counter islamic intrusion. The koran is full of threatening text aimed at non followers of Islam... Have we no redress at law? Please exercise your legal knowledge to come up with a solution. They are not going away, they have been in everyone's face for the last 1400 years. Stop fiddling , Rome is burning. On the other hand I hear they are working quite hard to make it illegal to criticise islam. We in the dar al harb need to do something and we won't be seeing any effort from our traitorous pollies. Time to get moving.

Jessica Arnott It was not one of the options you mentioned, but have you considered homeschooling? There is a healthy and growing Muslim homeschooling community in Perth who can lend some support in your journey. Personally, I am not impressed with any of the Muslim schools in Perth, and that has been one of many factors which informed our decision to homeschool.

Jessica Arnott replied · 2 Replies · 5 hrs
Jessica Arnott It is when one or both parents register with the government to become the main facilitators of their children's education. This may mean they either teach their children themselves (the most common scenario), or they hire tutors or send their children to community classes for some subjects. It is also most common for the mother to be the main educator as they are the ones more likely to forgo paid work and stay at home to look after their children. The government will direct you to the national curriculum online, and then you may teach to that curriculum using whichever method you choose. It allows the family a great more freedom and flexibility: no school runs, uniforms, lunches, take a holiday whenever you like, teach how you like, let your kids go at their own pace, spend more time together, add in any subject you like (eg, Quran, Arabic etc)... There are many positives, but it requires dedication and commitment from the parents. A government-employed moderator will come out to your house once a year to check that your children are making appropriate progress and you will receive reports for them. You keep the reports and your children will be able to return to school or enter TAFE or university later because they have evidence that they were being appropriately educated and it was approved by the government. Sorry for long reply - I hope that answers most of your questions.
Unlike · Reply · 3 · 5 hrs
Eman Najeed Thanks!! But what about tests? You know these regular tests from government that decides the student academic level? Like naplan and atar and such??
Like · Reply · 5 hrs
Jessica Arnott You can choose for your child to sit them or not. Until now, I have found them unnecessary because I sit with my children every day so I know their strengths and their weaknesses already. These tests are more useful for teachers in large classes who may not know every student very well or for institutions which do not know your child and need to rank their "abilities" against other children.
Like · Reply · 5 hrs
Eman Najeed Aren't these tests determine what uni and major kids are eligible to enrol in and study??
Like · Reply · 5 hrs · Edited
Saqlain Naqvi Are there any State Funds available?
Like · Reply · 5 hrs
Jessica Arnott Yes and no. Naplan does not determine university entrance. Naplan is mainly for the teachers' and schools' benefit (not so much your child's, although your child may receive more help in the classroom if their score is below average). ATAR is more for university entrance, but there are several different paths to get into university: through doing a TAFE course prior to applying to university, through WACE (usually by doing Yr11&12 at high school, or by doing the ATAR (if only by doing the ATAR, other evidence of your child's academic abilities may also need to be submitted, such as a portfolio). TAFE and universities are very willing to accept homeschooled students as they have a reputation for being mature and responsible (as well as being academically capable).
Unlike · Reply · 1 · 5 hrs
Jessica Arnott Saqlain Naqvi Each child used to receive the schoolkids bonus, but I think that is being phased out. Homeschooling is usually funded by the parents themselves, but can end up a cheaper option than traditional schooling. For example: I have 5 children, so if I went to work and paid for them to attend school (plus uniforms, lunches, stationery, petrol, time spent in a car etc) I would have almost no salary left over. Plus, I scan all of the kids' workbooks so that I can print them out for younger siblings in the years ahead without buying more books. There are many other methods to save money. One drawback, though, is that the mother may be out of the workforce for many years and it may be difficult for her to enter again once her children are grown. I have come to terms with that and accepted that it may also be the case for me one day. I think it is a fair swap that I get to watch my children grow and be involved in their early years so much.

Saqlain Naqvi There are few examples where parents have performed homeschooling until 12 years, in limited options State Government issues funds too. What kind of issues at LIC. https://www.facebook.com/RealEstateSA5000/posts/1184938154888095:0The school is called Open access.
http://www.openaccess.edu.au/
You can call them and explain your situation and ask them the best way to have your children enrolled through them. If you can obtain a letter from your local doctor and then contact the school they are enrolled in now ask for the counselor and explain the situation and that you. now want them to be enrolled into open access. You still receive your normal Centrelink entitlement if registered so it's not like you are at home with no money. There is a registration system so in that sense you might consider it accreditation.

Cengiz Terzi My son goes to LIC and I must say I am happy, actually more than happy teachers are fantastic and easy to approach, they are more than happy to go the extra mile if you're concerned about results and get results. Parents seem to think that education finishes at school and usually think they should get results only in school. LIC provided my son a schedule to complete after school to improve his grades. With teachers providing support and us as parents doing the same, my son now (as in previous year grades have improved) is more organized more willing and enjoys the perks LIC provides. As for admin I've never had any problems and they politely addressed any queries I have put forward to them - people need to understand that schools have policies and parents that can't be flexible or refuse to respect these policies are usually the ones that complain -

Gillian Freebairn As long as you stick to a routine schedule of schooling and not get side tracked. It can be rewarding if everyone is keen otherwise it makes tense family life even more stressful

Sal Grace Do you homeschool Gillian?
Unlike · Reply · 1 · 15 hours ago
Sal Grace We dont have a schedule (but I do have a master plan). We enjoy going down the little rabbit holes and getting sidetracked and it adds to the experiences. Everyone is different and one thing is for sure: it does not usually look like. 9-3 school day in the classroom.

Karen Sabine We don't have a routine. There are some kids who don't work well with a routine and that's one of the reasons why they don't fit in at school. We've been homeschooling for 11 years without a schedule and we're thriving !

Saqlain Naqvi How do you compliment social assimilation issues

Sal Grace We have friends. The kids have friends. We leave the house. We spend lots of time with people. They are allowed to talk while they work. That's the short answer.

Rebecca Dean I went to marden open access collage, as far as i remember it was the same as any other school. It's all done via phone and mail.

Saqlain Naqvi So it doesn't actually on our own home based property to group all interested students. It may be on some kind of community property. What do you think?

Sal Grace What are you asking?
If you mean some sort of co-op there are successful ones. But you wouldn't take your kids to a co-op every day else that would be a school.
There are plans for a sort of co-op being formed in the SA homeschoolers group. Join that group if you are interested.
But homeschool is not forming your own school.
Also you'd have legalities to consider. - insurance and liability, and also making sure it doesn't classify as a school and come under all the requirements schools must follow.
It's not really clear what you are asking - this is a very different question.
Join the Facebook groups if you want to know more and look out for Beverley Paine and her website too.

Dawn Paige Interested. How many hours a day does it generally take to homeschool your family? I've heard that most families are done in less than a 9-3 school day.
Also, what support or programs are available for those with learning needs, like high level advancement, etc.
Thanks.

Russian elite invested nearly $100 million in Trump buildings

A Reuters review found that at least 63 individuals with Russian passports or addresses have bought at least $98.4 million worth of property in seven Trump-branded luxury towers in southern Florida.
MIAMI/MOSCOW – During the 2016 presidential campaign, Donald J. Trump downplayed his business ties with Russia. And since taking office as president, he has been even more emphatic.
“I can tell you, speaking for myself, I own nothing in Russia,” President Trump said at a news conference last month. “I have no loans in Russia. I don’t have any deals in Russia.”
But in the United States, members of the Russian elite have invested in Trump buildings. A Reuters review has found that at least 63 individuals with Russian passports or addresses have bought at least $98.4 million worth of property in seven Trump-branded luxury towers in southern Florida, according to public documents, interviews and corporate records.
The buyers include politically connected businessmen, such as a former executive in a Moscow-based state-run construction firm that works on military and intelligence facilities, the founder of a St. Petersburg investment bank and the co-founder of a conglomerate with interests in banking, property and electronics.
People from the second and third tiers of Russian power have invested in the Trump buildings as well. One recently posted a photo of himself with the leader of a Russian motorcycle gang that was sanctioned by the United States for its alleged role in Moscow’s seizure of Crimea.

Video: A glimpse into Russian investment in Trump buildings
The Reuters review of investors from Russia in Trump’s Florida condominium buildings found no suggestion of wrongdoing by President Trump or his real estate organization. And none of the buyers appear to be from Putin’s inner circle.
The White House referred questions from Reuters to the Trump Organization, whose chief legal officer said the scrutiny of President Trump’s business ties with Russia was misplaced.
“I can say definitively that this is an overblown story that is media-created,” Alan Garten said in an interview. “I’ve been around this company and know the company’s dealings.”
The tally of investors from Russia may be conservative. The analysis found that at least 703 – or about one-third – of the owners of the 2044 units in the seven Trump buildings are limited liability companies, or LLCs, which have the ability to hide the identity of a property’s true owner. And the nationality of many buyers could not be determined. Russian-Americans who did not use a Russian address or passport in their purchases were not included in the tally.
The review focused on Florida because the state has a large concentration of Trump-branded buildings, and determining the ownership of properties is easier there than in some other states. The resort town of Sunny Isles Beach, site of six of the seven Trump-branded Florida residential towers, stands out in another way: The zip code that includes the Sunny Isles buildings has an estimated 1,200 Russian-born residents, among the most in the country, U.S. Census data show.
The Trump organization advertises all seven Florida buildings on its website as it pursues similar branding deals around the world. Exactly how much income Trump has earned from the buildings is unclear.
Six of the seven properties were the product of an agreement the New York property magnate struck in 2001 with father-and-son American developers Michael and Gil Dezer. The six buildings operated by the Dezers in Sunny Isles would bear Trump’s name under a licensing agreement.

“I can say definitively that this is an overblown story that is media-created.”
Alan Garten, Chief Legal Officer, The Trump Organization
In an interview, Gil Dezer said the project generated $2 billion in initial sales, from which Trump took a commission. Dezer declined to say how large a commission, citing confidentiality agreements. Garten, the Trump Organization’s chief legal officer, said Trump’s income was a mix of flat fees and percentages but declined to disclose them.
Edgardo Defortuna, a leading Miami developer, estimated that Trump likely made between one percent and four percent in initial sale commissions, based on the standard fees paid on similarly branded projects. If so, Trump stood to reap a total of $20 million to $80 million in Sunny Isles.
Trump receives no commission on subsequent sales in all seven of the Florida residential towers.
He continues to make money from one of the six Sunny Isles buildings, however, according to disclosure forms Trump filed in the 2016 U.S. presidential race. The disclosure form states that Trump received between $100,000 and $1 million from a business called Trump Marks Sunny Isles I LLC. Dezer said these funds came from the Trump International Beach Resort, a hotel and condominium complex.
Trump reported no income on his disclosure form from his seventh Florida property, the Trump Hollywood in the city of Hollywood. How much he has made over the years from that property’s 200 units is unclear. BH3, an investment fund which took over 180 units in a foreclosure sale, paid Trump a licensing fee of $25,000 for each unit, according to Daniel Lebensohn, a principal at the fund. If the remaining 20 units generated the same fee, Trump’s take would have been $5 million. Garten declined to confirm Trump’s commission.
Informed of the Reuters analysis of Trump’s Russian condo investors, two Democratic opponents of the president, Sen. Ron Wyden (D-OR) and Rep. Adam Schiff (D-CA), renewed their calls for greater disclosure of his finances.
“While the president has denied having invested in Russia, he has said little or nothing about Russian investment in his businesses and properties in the United States or elsewhere,” said Rep. Adam Schiff, ranking Democrat on the House Intelligence Committee. “This should concern all Americans and is yet another reason why his refusal to release his tax returns should be met with considerable skepticism and concern.”
Sen. Richard Burr (R-NC) and Rep. Devin Nunes (R-CA), the Republican chairs of the Senate and House intelligence committees, declined to comment.
Schiff, as well as two U.S. intelligence officials and one former senior law enforcement official who spoke on condition of anonymity, said the Russian government sometimes directs funding at prominent individuals in the United States and Europe in hopes of improving their perception of Russia. Reuters found no evidence of such an effort with Trump. Garten, the Trump Organization’s chief legal officer, scoffed at the idea. “This is politics at its worst,” he said.RUSSIAN ELITE The glimpse inside the condominium dealings offers a look at how the wealthy in Putin’s Russia use foreign property to stow cash. One wealthy Russian buyer was Alexander Yuzvik. In 2010, he and his wife bought unit 3901 of Trump Palace in Sunny Isles for $1.3 million, according to Florida property records. The three-bedroom apartment has 2,100 square feet and panoramic views, according to an online real estate listing. From 2013 to 2016, Yuzvik was a senior executive at Spetstroi, a state-owned company that has carried out construction projects at military facilities. The Spetstroi website says the firm was involved in construction projects at the Moscow training academy of the FSB, Russia’s primary civilian intelligence service and successor of the KGB. Spetstroi also did construction work in the administrative building of the general staff of the GRU, Russia’s military intelligence service. In a statement sent to Reuters, Spetstroi said Yuzvik worked there until he stepped down in March 2016. Employees of some state-owned Russian companies are typically required to disclose their assets and income. Yuzvik and his wife filed a declaration for 2013. In that declaration, which is publicly available, they list only assets inside Russia. The Florida condo isn’t included. Yuzvik could not be reached for comment. Andrey Truskov, another Trump condo owner, is a founder and co-owner of Absolute Group LLC, a holding company involved in wholesale electronics, banking and property development, with projects in Moscow, London and New York. The wholesale electronic business is the biggest in Russia, an Absolute representative told Reuters. The company does not disclose its financial results. Truskov bought apartment 1102 in the Trump Hollywood building for $1.4 million in 2011. The three-bedroom, 3.5-bath unit is 3,100 square feet, according to online real estate listings. In a telephone interview, Truskov confirmed that he purchased the Trump Hollywood unit. He said the Florida apartment was the same price as a three-room apartment outside Moscow at the time, and Florida was a nice place to have a property. He said the purchase was a personal decision that had no connection with his business. Several wealthy buyers were from Moscow and St. Petersburg, the country’s two largest cities, according to interviews in Russia, Florida public records and the Bureau Van Dijk company database Orbis. Among them: Alexey Ustaev, the founder and president of St. Petersburg-based Viking Bank, one of the first private investment banks established in Russia after the fall of Communism. A donor to orphanages and chess clubs in St. Petersburg, Ustaev has received awards from the Russian Sports Ministry and the St. Petersburg chamber of commerce for his banking and charitable work, according to his biography on the bank’s website. In 2009, Ustaev bought unit 5006, a 3-bed, 3.5-bath apartment in the Trump Palace complex in Sunny Isles, for $1.2 million in cash, according to Florida public records. Two years later, Ustaev bought another apartment, a penthouse unit, this time in the nearby Trump Royale condominium development, for $5.2 million. LUXURY APPEAL: From left, the Trump Royale, the Trump Palace and the Trump International Beach Resort in Sunny Isles Beach, Florida. REUTERS/Joe Skipper In an email reply to questions, Ustaev said he purchased the properties in the Trump buildings for private use, but declined to comment on his family’s U.S. business. “I am living in Russia, I am working in Russia, and going abroad only for business purposes or vacations,” he said. Many of the Russian buyers were from the country’s provinces. One is Oleg Misevra, a wealthy coal magnate and former traffic police commander whose company’s main assets are in the Pacific island of Sakhalin in Russia’s Far East. He has caught Putin’s eye: At a 2010 regional meeting of Putin’s United Russia party, Putin praised Misevra’s work and held a lengthy question and answer session with him. RELATIONS WITH MOSCOW: U.S. President Donald Trump speaks by phone with Russia's President Vladimir Putin in the Oval Office at the White House in Washington in January. REUTERS/Jonathan Ernst A corporation Misevra controls, Swiss Residence Aliance Inc, purchased Penthouse #1 in Trump Hollywood for $6.8 million in 2010. The six-bedroom duplex is 8,200 square feet and boasts 12-foot ceilings, according to real estate listings. Misevra did not respond to requests for comment. Some of these Russian buyers appear to have done well in America. Another local politician, Vadim Valeryevich Gataullin, bought an apartment for $3.5 million in the Trump Hollywood. He did the deal through a company registered in Florida called VVG Real Estate Investments LLC. Five years later, Gataullin sold the apartment for $4.1 million to a Delaware-based limited liability company whose owner is not identified in state records. In early 2012, Gataullin bought a second apartment in the same building, unit 2701, for $920,000, according to Florida records. Several months later, Gataullin sold the apartment for $1.1 million to a couple from Venezuela, property records show. Gataullin is from the semi-autonomous Russian Republic of Bashkortostan, an oil-producing region in the foothills of the Ural Mountains. The son of a deputy regional prosecutor, he was a deputy in the regional parliament from 2013 until 2015. As a member of the regional parliament, he was required to declare his income and assets under Russian federal law, according to a representative of the Bashkortostan regional parliament. A copy of the income declaration Gataullin filed for in 2013, when he was still owner of the second Trump unit, contains no mention of the apartment OVERSEAS INVESTMENT: The Neptune Hollywood Beach Hotel, run by Vadim Gataullin, a former Russian politician, in Hollywood, Florida. REUTERS/Joe Skipper Gataullin did not respond to messages sent to his company in Bashkortostan. More recently, Gataullin has been actively investing in the Miami area. His VVG Real Estate has spent at least $28 million on property in Broward County between 2012 and 2016. It also bought and sold six properties in Miami Dade County between 2015 and 2016 for a total profit of $238,400, property records show. VVG is also the registered licensee on a small motel close to the beach in Hollywood. An employee there told Reuters that Gataullin “appears and disappears like a ghost” and was currently in Russia. A secretary at Gataullin’s holding company in Russia told Reuters on March 17 that he is not in Russia. The American experience has been a mixed one for some of the Trump buyers. Among them is Pavel Uglanov, a businessman who served as a deputy minister for industry and energy in the regional government of Saratov, in central Russia, from 2010 to 2011. Uglanov bought unit 3704 of Trump Hollywood in Hollywood, Florida, for $1.8 million in 2012. He sold the 3-bed, 3,395 square foot apartment for $2.9 million two years later. Back in Russia, Uglanov made unsuccessful runs for the Saratov city assembly in 2006 and 2011, the second time as a member of Putin’s United Russia party. After leaving his deputy ministership in 2011, Uglanov told his then-wife, Anastasia, they were moving to Florida. FRIENDS ON FACEBOOK: Pavel Uglanov, right, a Russian buyer in a Trump building, posted a picture of himself with Alexander Zaldostanov, the head of a Russian motorcycle gang sanctioned by the U.S. government for its role in Russia’s seizure of Crimea. Via Facebook Anastasia said in an interview in her Miami apartment that her ex-husband never told her why. “I don’t know what goes on in a man’s head,” she said. In Miami, Uglanov opened a gas station, called Niko Petroleum. When that business struggled, he sold it. He then started a charter boat business and a trucking firm. They struggled, too. Uglanov did not have connections in the United States like he did in Russia and he didn’t understand how Americans do business, his ex-wife said. Last August, Uglanov posted a photograph of himself on his Facebook page posing alongside Alexander Zaldostanov, leader of the “Night Wolves” biker gang. The Wolves, and Zaldostanov personally, were made subject to U.S. financial and travel restrictions. The U.S. government said gang members stormed a Ukrainian government naval base and a gas facility during Russia’s annexation of Crimea. An aide to Zaldostanov did not respond to questions from Reuters. The group, in interviews in Russian media, has denied storming the base and the gas facility. Zaldostanov has had multiple meetings with Putin, according to the Kremlin’s website. The Russian president awarded Zaldostanov the country’s “medal of honor” in 2013. In a phone interview late last month, Uglanov confirmed the Trump apartment purchase. He said it was a personal matter and declined to answer questions. “Basically, my private life is not your business,” he said. THE RAINMAKER For Dezer, Trump’s American partner in Sunny Isles, the six buildings have been a win for his family, the Trumps and Sunny Isles. Trump visited the sites at least four times as the buildings – including a hotel – were constructed and promoted between 2001 and 2011, according to Dezer and former employees of Dezer’s company. Trump had approval over the look of the buildings and apartments, Dezer said. A glimpse into Russian investment in Trump buildings “His people were very much involved in quality control and construction,” Dezer said. “They were down here once every quarter checking on us, the progress. They wanted to see we were making money.” In 2008, when the housing market crashed, buyers defaulted on 900 Trump apartments, according to Dezer. Dezer said he worked hard over the coming years to pay back creditors. Until those 900 apartments were sold off, Trump did not earn any money for them, he added. Foreign buyers bought into the Trump buildings as the developers dropped their prices after the crash, according to Dezer and local realtors. The majority of these buyers were from South America, with a smaller percentage of Russians and other former Soviet nationals. Tanya Tsveyer, a realtor whose Russian clients have bought in the Trump buildings, described her customers as primarily business people, including several with investments across the United States and Russia. “They bought in the Trump because they liked how the buildings fit their lifestyle,” she said, referring to the Russians. BRAND BUILDING: From left, Trump Towers I, II and III in Sunny Isles Beach. REUTERS/Joe Skipper By early 2011, the Trump buildings had started to turn a profit, according to Dezer. He invited Trump to a mortgage burning ceremony to celebrate Dezer’s paying off the project’s $475 million dollar mortgage. Dezer recalled Trump telling him that he planned to run for president. At the party, Dezer, his father and Trump gleefully set flame to a stack of mortgage documents, applauded by a crowd of tenants from the Trump buildings and local business people. A video of the event shows Trump smiling, joking and working the crowd. “I was with Michael Jackson when he had the hair burned with the Pepsi, and it was a disaster,” Trump told revelers, referring to the time the pop superstar’s hair caught fire during the 1984 filming of a Pepsi commercial. “I am sitting next to that friggin’ fire, and if my hair goes, I am out of business.” Dezer and Trump got help selling the condos from Elena Baronoff, who immigrated from the Soviet Union in the 1980s. Baronoff, who grew up in Uzbekistan, had been active in Soviet cultural associations. In Miami, she soon began bringing Russian tour groups to Miami. Gil Dezer’s father, Michael, recruited Baronoff to work alongside the Dezer corporation. She traveled to Moscow, St Petersburg, France and London to bring in Russian buyers, according to Dezer, selling apartments to them for between $1 million and $2 million. Baronoff was diagnosed with Leukemia in 2014 and died a year later. “She was huge, she was big for them,” Dezer said, referring to Russian buyers. “No one has filled her shoes.” Additional reporting by Jack Stubbs in Moscow; John Walcott, Mark Hosenball, Jonathan Landay, Arshad Mohammed and Warren Strobel in Washington; and Astha Rajvanshi in New York. ————— Moscow on the Beach By Nathan Layne, Ned Parker, Svetlana Reiter, Stephen Grey and Ryan McNeill Data analysis: Ryan McNeill Graphics: Christine Chan Video: Jonah Green Edited by David Rohde and Christian Lowe
