The bomb exploded in a rural district of eastern Nangarhar province, said the provincial governor's spokesman, Ahmad Zia Abdulzai. Nangarhar and its capital, Jalalabad, have been racked by a series of bombings and suicide attacks over the last week. It is common in Afghanistan on the first day of Eid for people to pay their respects at the graves of loved ones. The victims were mainly from one family, Abdulzai said. Three women and one child were wounded, he added. Three Afghan bodyguards for the Helmand province police chief, Mohammad Hakim Angaar, were killed on Wednesday in a suicide bombing, the provincial governor's spokesman, Omar Zwak, said. In June, a suicide bomber rammed an explosives-laden car into the former Helmand police chief's convoy, wounding three. At least a dozen large explosions, followed by rocket fire and automatic gunfire, struck Kabul on Sunday in what appears to be a coordinated attack on the diplomatic area and the NATO base. The Taliban says it's behind the attacks.

Afghanistan International Security Assistance Force (ISAF) confirmed multiple attacks on seven locations across Kabul but gave no details on the casualties.

A parliamentary spokesman told Reuters that rockets were fired at Afghanistan's parliament and Russian embassy buildings. Russian diplomats later denied the embassy was under fire.

Several attackers have attempted to enter the Afghan parliament in Kabul, a local official said. They were driven back by security forces and had taken cover in the nearby building.

Residents across the city also reported explosions near the parliament building.

A witness says a rocket-propelled grenade hit the residence of the British ambassador in Kabul.

Suicide bombers are said to have taken over a Kabul hotel known to be used by foreigners, launching rocket and rifle fire.

Smoke is billowing from the direction of the German embassy and several other buildings, while sirens could be heard throughout the neighbourhood.

RT's correspondent in Kabul was close to the site of the explosions, and we're currently unable to contact him.

Taliban claim armed suicide bombers also launched an attack on NATO headquarters.

A Turkish military base on the outskirts of Kabul is reported to be under mortar attack. Turkish and Greek forces are responding with heavy-caliber machine gunfire.

Police say at least one attacker has been killed during in insurgency, Al Arabiya says.

Police say suicide bombers have attacked Jalalabad airport in eastern Afghanistan. Taliban declared attacks are also taking place in eastern Paktia and Logar provinces. They added that a police training facility in eastern Afghanistan has been attacked, too.

KABUL, Afghanistan (AP) — Militants launched a series of coordinated attacks in the Afghan capital Sunday, with blasts and gunfire rocking three neighborhoods that are home to Afghan government buildings, Western embassies and NATO bases.

Taliban spokesman Zabiullah Mujahid claimed responsibility for the ongoing assault in Kabul in a text message to The Associated Press. He said a group of armed suicide bombers launched an attack on the NATO forces headquarters, the parliament building across town and a number of diplomatic residences in Kabul.

The attacks were the first in the heavily guarded capital since a shooting inside the Interior Ministry in February in which a ministry employee turned a gun on NATO advisers and shot two soldiers dead.

More than 10 explosions in all rocked the capital Sunday, and heavy gunfire shook the city for more than an hour after the initial blast. There were no immediate reports of casualties.

There were also attacks in three other eastern cities at about the same time. Details were sketchy and the fighting was still going on. The Taliban spokesman did not provide any information about attacks outside the capital.

Last week, Mujahid said in a statement that Taliban planners were preparing to launch a spring offensive. In a statement posted on a Taliban website on Thursday, he said NATO officials should have patience, because Taliban commanders would wait for the "appropriate time" to launch attacks.

The first explosions in Kabul struck the central Wazir Akbar Khan neighborhood, which is home to a number of embassies, including that of the U.S., as well as a NATO base. Gunfire erupted soon after the blasts, forcing people out in the street to quickly take cover. Smoke could be seen rising from a few buildings in the neighborhood as sirens wailed.

The American Embassy said in a statement saying that there were attacks "in the vicinity of the U.S. Embassy."

Militants who had staked out positions in a tall building were firing rockets in different directions, according to an Associated Press reporter at the scene. It was not immediately clear what they were targeting, but shots appeared to be focusing on the nearby British Embassy.

At about the same time, residents reported a blast near the parliament building across town. A police officer in the area, Mohammad Assan, said there was an attack involving shooting near parliament.

On the outskirts of the city, militants also targeted a NATO base known as Camp Warehouse with mortar fire, according to an AP reporter at the scene. Turkish and Greek forces at the base were responding with heavy-caliber machine gun fire.

A police officer said suicide bomber had occupied a building near the base and was shooting toward the Kabul Military Training Center on Jalalabad road. The officer spoke anonymously because he was not an authorized spokesman.

The other assaults were in the capital cities of the provinces of Logar, Paktia and Nangarhar.

In the Logar province capital of Pul-e-Alam, provincial police chief Ghulam Shakhi said militants had entered a building that belongs to the education department, which is near a building used by the Afghan intelligence service, and a gunbattle was under way.

In Paktia province, militants were shooting sporadically from a building across from a university in the provincial capital of Gardez, said the deputy provincial police chief Mohammad Zaman. He said Afghan security forces have surrounded the building. The deputy governor, Abdul Rahman Mangal, said they believe two or three suicide bombers are involved in the attack.

NATO said it was aware of reports of an explosion in the proximity of a coalition installation near Jalalabad, the provincial capital of Nangarhar, but could provide no details about the blast.

KABUL, April 15 (Reuters) - Gunmen launched multiple attacks in the Afghan capital Kabul on Sunday, assaulting Western embassies in the heavily guarded, central diplomatic area and at the parliament in the west, witnesses and officials said.

Taliban insurgents claimed responsibility for the assault, one of the boldest on the capital since U.S.-backed Afghan forces removed the group from power in 2001.

The Taliban said their main targets were the German and British embassies and the headquarters of Afghanistan's NATO-led force. Taliban fighers had also launched assaults in two provinces, a spokesman for the insurgents said.

"We claim responsibility for these attacks," said Taliban spokesman Zabihullah Mujahid.

The coordinated attack is bound to intensify worry in the run-up to the planned withdrawal of foreign combat troops by the end of 2014.

Afghan security forces, who are responsible for the safety of the capital, were scrambling to reinforce areas around the so-called green diplomatic section of the city centre.

Attackers fired a rocket-propelled grenade that landed just outside the front gate of a house used by British diplomats in the city centre and smoke billowed from the area after the blast, a Reuters witness said.

British embassy sources said staff were in a lockdown.

Two rockets hit a British Embassy guard tower near the Reuters office in the city.

A spokesman for NATO's International Security Assistance Force (ISAF) said via Twitter that there were no reports of casualties on possibly seven locations in Kabul.

"ANSF and ISAF responding as needed," the spokesman said, referring to Afghan security forces and their NATO partners.

However, fighting was going on near the U.S., Russian and German embassies, and at some ISAF facilities, the Twitter report said.

Three other rockets hit a supermarket near the German Embassy popular with foreigners, Reuters witnesses said. Women scurried for cover as crackling gunfire was heard above.

As the gunfire continued, U.S. army convoys could be seen coming to the area accompanied by Afghan police in flak jackets.

Shooting came from various directions in an area close to both the U.S. and British embassies, while smoke billowed from the nearby German embassy, the Reuters witnesses said.

Embassy alarms were sounding. Staff at the embassies were not available for comment.

Attackers also fired rockets at the parliament building in the west of the city, and at the Russian embassy, a spokesman for the parliament said.

Most MPs had left the building before it came under attack, said a lawmaker.

Afghan media said insurgents had stormed the Star Hotel complex near the presidential palace and the Iranian embassy and black smoke was pouring from the building.

In the eastern province of Paktia, insurgents occupied a four-storey building near the compound of the chief of police, a witness said.

A spokesman for the Afghan interior ministry confirmed two attacks in Kabul, one Gardez city of Paktya province, and one in Jalalabad city of Nangrahar province and another attack in Logar province.

Karzai says NATO failed as 18-hr Kabul attack ends

KABUL (Reuters) - Afghan President Hamid Karzai said on Monday that a coordinated Taliban attack showed a "failure" by Afghan intelligence and especially by NATO, as heavy street fighting between insurgents and security forces came to an end after 18 hours.

Battles which broke out at midday on Sunday gripped the city's central districts through the night, with large explosions and gunfire lighting up alleys and streets.

"The fact terrorists were able to enter Kabul and other provinces was an intelligence failure for us and especially for NATO," Karzai's office said in a statement, which also strongly condemned the attack.

Though the death toll was relatively low considering the scale of the assault, it highlighted the ability of militants to strike at high-profile targets in the heart of the city even after more than 10 years of war.

Karzai echoed his Western backers by praising Afghan security forces, saying they had proven their ability to defend their country - a task which will increasingly fall to them as foreign armies reduce their troop numbers in Afghanistan.

His office said 36 insurgents were killed in the attacks which paralyzed Kabul's government district, and which targeted three other provinces in what the Taliban called the start of a spring offensive. One fighter was captured.

Eleven members of the Afghan security forces and four civilians were killed in the well-planned attacks in Kabul and the eastern Nangarhar, Logar and Paktia provinces, it said.

"In only a short time we managed to cut short their devilish plans," said Defense Ministry Chief of Operations Afzal Aman. "They carried suicide vests, but managed to do nothing except be killed."

The attacks were also another election-year setback in Afghanistan for U.S. President Barack Obama, who wants to present the campaign against the Taliban as a success before the departure of most foreign combat troops by the end of 2014.

Insurgents were killed attacking the Afghan parliament, and in a multi-storey building under construction that they had occupied to fire rocket-propelled grenades and rifles down on the heavily fortified diplomatic enclave.

More were killed in Kabul's east, and while attacking a NATO base in the eastern city of Jalalabad.

Fighting in the capital only ended with special forces assaults which were mounted as dawn broke.

Assisting physically for the first time in the attack, NATO helicopters launched strafing attacks ((To attack (ground troops, for example) with a machine gun or cannon from a low-flying aircraft.)) on gunmen in the building site, which overlooked the NATO headquarters and several embassies, including the British and German missions.

Elite Afghan soldiers scaled scaffolding to outflank the insurgents, who took up defensive positions on the upper floor of the half-built structure. Bullets ricocheted off walls, sending up puffs of brick dust.

"I could not sleep because of all this gunfire. It's been the whole night," said resident Hamdullah.

The assault, which began with attacks on embassies, a supermarket, a hotel and the parliament, was one of the most serious on the capital since U.S.-backed Afghan forces removed the Taliban from power in 2001.

STRIKE ON THE DIPLOMATIC ZONE

The Taliban claimed responsibility, but some officials said the Haqqanis, a network of ethnic Pashtun tribal militants allied with the Taliban, who live along the Pakistan-Afghanistan border, were likely involved.

"My guess, based on previous experience here, is this is a set of Haqqani network operations out of North Waziristan and the Pakistani tribal areas," American Ambassador Ryan Crocker told CNN.

North Waziristan, in Pakistan, is a notorious militant hub.

"Frankly I don't think the Taliban is good enough," Crocker said.

Taliban spokesman Zabihullah Mujahid said the assaults in Kabul and three eastern provinces marked the beginning of a new warm-weather fighting season.

"These attacks are the beginning of the spring offensive and we had planned them for months," Mujahid told Reuters.

He said the onslaught was revenge for a series of incidents involving U.S. troops in Afghanistan - including the burning of copies of the Koran at a NATO base, and the massacre of 17 civilians by a U.S. soldier - and vowed there would be more.

The Taliban said on Sunday the main targets were the German and British embassies and the headquarters of the NATO-led force. Several Afghan members of parliament joined security forces in repelling attackers from a roof near parliament.

The attacks came a month before a NATO summit at which the United States and its allies want to put the finishing touches to plans for the transition to Afghan security control, and days before a meeting of defense and foreign ministers in Brussels to prepare for the alliance summit in Chicago.

Western combat troops are due to leave Afghanistan by the end of 2014, under a plan to hand over responsibilities to Afghan forces.

But those forces are plagued by poor discipline, and they have apparently failed to learn lessons from a similar assault in Kabul last September, when insurgents took up a position in a tall building under construction to attack embassies and NATO offices below.

Hours before the Kabul attack, in neighboring Pakistan dozens of Islamist militants stormed a prison in the dead of night and freed nearly 400 inmates, including one on death row for trying to assassinate former President Pervez Musharraf.

WASHINGTON, April 18 (Reuters) - Pakistan's finance minister on Monday dismissed as "a myth" in the United States that his country is a major recipient of tens of billions of dollars in U.S. aid.

Finance Minister Hafiz Shaikh told an audience in Washington that the United States had not delivered what it promised under the Kerry-Lugar-Berman Law aid package, which is meant to provide $7.5 billion in civilian aid over five years. The law authorized $1.5 billion a year.

"There is a perception that there is a lot of money going to Pakistan," Shaikh told the Woodrow Wilson Center policy think tank.

"It is largely a myth that Pakistan is a beneficiary of tens of billions of dollars. The truth is that in the Kerry-Lugar-Berman arrangement this year we have not even received $300 million," he added.

Pakistan is dependent on foreign aid and plagued by political instability and violence. Massive floods last year, the worst natural disaster the country has ever seen, affected three million people, destroyed crops and swept away roads and bridges, causing over $10 billion in damage and wiping out about 2 percentage points of gross domestic product.

Washington has long pressed Pakistan to take on Islamist militants who have taken refuge in Pakistani border sanctuaries from where they attack Western forces in Afghanistan.

Shaikh, who attended weekend meetings of the World Bank and IMF, said Pakistan wanted trade, not aid.

"We're saying let's open our markets to each other," he said, pointing to successful negotiations with the European Union that have expanded areas of trade.
He said the Kerry-Lugar-Berman Law was an important symbol of the U.S. government and Congress's commitment for a new democratic government in Pakistan.

"If it is disbursed in a proper way and implemented in a proper way, then it can have far-reaching consequences for the people of Pakistan," he said. "It would alter some misperceptions that are there."

Pakistan is a heavily indebted country, with its external debt amounting to about $58 billion and domestic debt at 6 trillion rupee ($70 billion).

The country turned to the International Monetary Fund for an $11 billion emergency loan in 2008 to avoid an economic meltdown. Shaikh said the economy had shown signs of improvement although the government was still trying to broaden its tax base to include untaxed sectors, such as agriculture. EDITORIAL: Changing regional scenario


Prime Minister Yousaf Raza Gilani has led a high powered delegation that included COAS General Ashfaq Pervez Kayani and ISI chief General Ahmed Shuja Pasha to Kabul for consultations with the Karzai government regarding the strategy to be followed for peace and reconciliation in Afghanistan in the backdrop of the impending withdrawal of foreign troops. The top level discussions yielded agreement on an upgraded joint commission of which the COAS and ISI chief would also be a part from the Pakistani side, along with the prime minister. The significance of this agreement as opposed to previous joint and trilateral commissions (including the US) is that the Pakistani military and intelligence services will have a place at the table, leading to the hope that whatever strategy is agreed upon will have the backing of all the main stakeholders.
In a joint press conference after the consultations, the Pakistani prime minister and the Afghan president were both at pains to stress that the process of national reconciliation, with its centre-piece being bringing the Taliban in out of the cold, would have to be Afghan-led and -owned. This emphasis derives from the appreciation in both Islamabad and Kabul that after the withdrawal of foreign troops, the two neighbouring countries would have prime responsibility for ushering in a political settlement that could lead to peace in Afghanistan, and by extrapolation, to Pakistan, the region, and arguably the world.

The alternative, continuing civil war in Afghanistan, with its implications and spillover effect for neighbouring Pakistan and other regional countries and further abroad, is no longer acceptable. While both Prime Minister Gilani and President Karzai were clear on the US being on board (finally) regarding the reconciliation process, it needs saying that the Americans are latecomers to the peace feast. Not until the December 2010 Afghan policy review did the weight of opinion inside the Obama administration swing decisively in favour of seeking a way out of the impasse of a seemingly never-ending war.

General Petraeus’ strategy of degrading the Taliban and only allowing the reintegration of Taliban foot soldiers in the interim until the Taliban were forced from a position of weakness to come to the negotiating table seems to have been recognised in Washington as not delivering the expected results, despite the troop surge. There is no timeline or verifiable parameters on which to judge the claims of the US military that it is making ‘progress’. The prospect of a war without end finds little favour in the US administration, Congress or the American public by now.

The presence of Generals Kayani and Pasha in the deliberations can be considered a positive sign that all sides are agreed on the essentials: negotiate a share of power for the Taliban to persuade them to give up the insurgency. The compromise strategy on the table is the best option under the circumstances as it would not only lead to a cessation of hostilities, accelerate the foreign withdrawal, restore the whole region to some modicum(A small, moderate, or token amount: ) of normality and stability, but also isolate, arguably, the jihadi forces inside Pakistan, which must then either yield to a farewell to arms, or be ready for the consequences. Endgame in Afghanistan offers hope of peace inside the country and in the region. Freed of that onerous shadow, our military and security forces must gird up their loins (The part of the body of a human or quadruped on either side of the backbone and between the ribs and hips.

Three more US-led soldiers have been killed in Blasts in southern Afghanistan, bringing the number of foreign troops killed in the war-torn country to over 130 in 2011.


Earlier on Saturday five US-led forces were also killed in an attack on an Afghan army base in eastern Afghanistan.

In a Saturday statement, the NATO-led International Security Assistance Force (ISAF) confirmed the number of casualties caused by the attack in eastern Afghanistan, Xinhua news agency reported.

Over 1,400 American soldiers have been killed in Afghanistan since the US-led invasion of the Asian country began in 2001, according to a recent report by the Associated Press.

In 2010, As many as 711 foreign troops lost their lives in Afghanistan -- an average of two a day -- which is by far greater than the previous record annual toll of 521, marked in 2009.

JALALABAD, Afghanistan, April 16 (Reuters) - A suicide bomber in an Afghan army uniform killed five foreign and four Afghan soldiers in an attack on a sprawling desert base in the east of the country on Saturday, the highest toll on NATO-led troops in a single attack for several months.

The attack hit a newly built base in a remote area which stretches between Laghman and Nangarhar provinces.

Home to the 201st Corps of the Afghan army, it is one of the biggest military installations in increasingly volatile eastern Afghanistan, said Nehman Atefi, a press officer in the base.

"In a suicide blast, by an attacker using a military uniform at an army base, four soldiers were killed and eight others including four interpreters were wounded," said Afghan Defense Ministry spokesman Zahir Azimy.

The NATO-led International Security Assistance Force (ISAF) said in a statement that five foreign soldiers were killed. A spokesman said initial reports indicated the attack was on Forward Operating Base Gamberi, in Laghman province, but confirmed it was the same attack referred to by Azimy. He gave no further details.

Taliban spokesman Zabihullah Mujahid claimed responsibility for the attack in an email statement, saying 12 foreign troops and 14 Afghan soldiers were killed. The group frequently exaggerates casualty figures.

He said the bomber was from central Daikondi province, had enlisted with the Afghan army a month ago and detonated his explosives at a meeting between Afghan and foreign troops.
The Defence Ministry declined immediate comment on whether the attacker was a real soldier, which would make the killings the latest in series of deadly attacks by "rogue" members of the Afghan security forces on their colleagues and foreign mentors.

The uniform does not prove conclusively the attacker was a soldier because Afghan security force outfits are readily available in markets across the country -- although their sale is technically illegal.

Ten Iranian engineers kidnapped in Afghanistan

KABUL: Ten Iranian engineers and five of their Afghan colleagues were kidnapped by Taliban gunmen on Monday in a remote western region of Afghanistan near the border with Iran, an official said. The men, who were working on a road construction project, were snatched at gunpoint in the Post-i-Road district of Farah province, which borders Iran, provincial government spokesman Naqibullah Farahi said. “The engineers were kidnapped from Post-i-Road district of Farah province by the Taliban,” he added.

Taliban spokesman Yusuf Ahmadi said that the terrorist group had no knowledge of the kidnapping, although the rebels have been responsible for similar abductions in the past. Farah is a remote province, which borders Iran and faces significant Taliban activity. Foreign workers are frequently held by kidnappers in Afghanistan, often for ransom. Criminal groups and terrorists have held several dozen foreigners in the war-torn country since the 2001 US-led invasion ousted the Taliban. afp

KABUL, Nov 3 (Reuters) - Suspected suicide attackers launched an assault near a base used by NATO-led forces in the western Afghan province of Herat on Thursday, authorities said, and gunfire was still being heard although there was no immediate word on casualties.

Herat government spokesman Mahuddin Noori said suicide bombers and gunmen had entered a separate compound used by a security firm near the NATO base and that fighting was continuing.

A spokesman for the NATO-led International Security Assistance Force (ISAF) said the explosion was about one kilometre from their Herat base. Italian troops are mainly based in Herat.

"There has been an explosion outside the compound," the ISAF spokesman said.

He said there were no details about possible casualties.

The Herat attack was the latest in a string of assaults across Afghanistan.

On Saturday, a suicide car bomber killed 13 ISAF troops and civilian employees, as well as four Afghans, in Kabul, the deadliest single ground attack against the coalition since the war began 10 years ago.

Forces may feel fuel pinch even after supply resumes

As Afghan-bound Nato oil trucks while away, the government is mulling imposing a permanent ban on export of locally-produced petroleum products, except jet fuel.

Export of jet fuel, however, will be allowed if Nato agrees to pay all applicable duties to Pakistan.

The country has been exporting petroleum products to Nato forces in Afghanistan, exempted of all duties including the general sales tax (GST) and petroleum levy, since 2002. The supplies were made through the US Defence Energy Supply Company.

The petroleum ministry has moved a summary to the Economic Coordination Committee (ECC) of the Cabinet, scheduled to meet on Friday, seeking a permanent ban on export of locally-produced fuels including petrol and diesel, sources told The Express Tribune.

The ministry has also proposed that export of other locally-produced products be allowed if Nato forces pay complete duties applicable in Pakistan. Sources said that the commerce ministry and the Federal Board of Revenue (FBR) had also supported the ban because petroleum products were being dumped in Khyber-Pakhtunkhwa.

Surplus jet fuel

Secretary Petroleum Ijaz Chaudhry confirmed that the summary has been moved, citing the shortage of petroleum products in the country.

“However, we have proposed that there should be no exemption of duties on export of [jet fuel] JP-1 and JP-8,” sources said.

Since Afghan-bound cargo uses Pakistan’s infrastructure, Nato should pay duties, sources said, adding that the country had surplus stock of jet fuel and therefore resumption of its export was being proposed.

Exporting to local Afghans

Meanwhile exporters have approached the petroleum ministry, asking for the ban to be lifted.

Claiming they bring foreign exchange into the country, suppliers say export of locally-produced petroleum products to Afghan consumers, not Nato forces, should be allowed.

“The ministry of petroleum has asked oil exporters to work out the economics of exporting to local consumers in Afghanistan,” sources said.

Iraq Veterans Against the War is bringing veterans to the NATO summit in Chicago on May 20 to ceremonially return the medals they were awarded for serving in Afghanistan and Iraq. The group's statement -- which will be reiterated to NATO's representatives -- is:

We were awarded these medals for serving in the Global War on Terror, a war based on lies and failed polices. This endless war has killed hundreds of thousands, stripped the humanity of all involved, and drained our communities of trillions of dollars, diverting funds from schools, clinics, libraries, and other public goods.

They are calling on supporters to rally with them:

Iraq Veterans Against the War calls on fellow service members, veterans, Chicagoans, and everyone who believes in justice, dignity, and respect for all peoples to join us in the streets on May 20th. On this day, we will hold a nonviolent march to the site of the NATO summit where we will ceremoniously return our military service medals. We will demand that NATO immediately end the occupation of Afghanistan and relating economic and social injustices, bring U.S. war dollars home to fund our communities, and acknowledge the rights and humanity of all who are affected by these wars.
